JXN Water Issues Notice

 JXN Water issued the following statement. 

The Jackson, Mississippi water system operates under Mississippi State Department of Health (MSDH) regulatory oversight.  As the law requires, JXN Water notifies the MSDH if exceedances occur related to the water system and the MSDH provides this information regularly to the public.

This week the MSDH will notify the public of violations associated with Corrosion Control Treatment for the Environmental Protection Agency’s Lead & Copper Rule.

The water system has received the “Failure to Meet Water Quality Parameters” violation since 2018 and the “Failure to Install Corrosion Control Treatment” since 2020. Unfortunately, these two violations will continue to occur, and notices issued until Mississippi State Department of Health-approved treatment improvements are put in place at the water treatment plants and the associated Water Quality Parameters can reliably be met.

JXN Water contracted Jacobs to operate the J.H. Fewell (JHF) and O.B. Curtis (OBC) water treatment plants and water system tanks,wells and booster stations on February 20, 2023. JXN Water retained operations and maintenance of the water distribution system, the piping and components that carry potable water from the treatment plants to consumers.

“To address long-term water system compliance issues, JXN Water and Jacobs are working to implement improvements that willallow the system to achieve the Mississippi State Department of Health-approved Water Quality Parameters,” said Dr. Russell Ford, Jacobs Global Solutions Director for Drinking Water and Reuse. “Jacobs and JXN Water are committed to bringing the Jackson watersystem into regulatory compliance under the Safe Drinking Water Act (SDWA)."

Maintaining compliance with the Water Quality Parameters depends on the water produced from the water treatment plants and the state of the distribution system and its operation.

Jacobs has been working diligently to operate the water treatment facilities safely and efficiently. In addition to onboarding existing staff and providing ongoing training and development, Jacobs is developing standard operating procedures and implementing critical systems and processes, a maintenance management system, and a laboratory/compliance program.


 

Since late February, Jacobs has:

·         Restored Water Treatment capacity to the O.B Curtis (OBC) Plant through membrane repairs  The membrane plantinitially produced 10 Million Gallons per Day (MGD). Jacobs identified and repaired multiple issues with the membranes improving production. The membrane plant now has an average finished water production of more than 20 MGD stabilizing the OBC Plant to allow for completion of other critical repairs in the plant.

·         Improved water treatability – Jacobs provided a solution to clear the main sediment basin drain line working with a local, onsite construction contractor. This clear line now allows for regular and efficient draining and cleaning of the three OBC sedimentation basins, a key part of the water production process. This cost-effective solution eliminated a long-term, temporary pump previously required to clear the basins.

·         Increased capacity and improved production stabilization - Working with the local onsite construction contractor and a local engineering firm, Jacobs oversaw the completion of ongoing repairs to Filter #24 at the J. H. Fewell water treatment plant returning the filter to service. This repair provides an additional 2 MGD of filtration capacity, stabilizing the plant operations and allowing for filter maintenance while maintaining plant water production.

·         Hired 47 operators, mechanics, technicians, and support personnel to address understaffing – When Jacobs arrived onsite, the plants were not adequately staffed to operate and maintain the water treatment system. Jacobs hired 47 individuals, including licensed operators and brought their pay and benefits up to industry benchmarks.

·         Engaged industry experts to conduct a Desktop Corrosion Control Study – Coordinating with industry experts, Jacobsis assessing corrosion control practices across the water treatment and distribution system. Improvement recommendations arising from this study will be coordinated with the Mississippi State Department of Health and the EPA for approval prior to implementation.

While improvements are in progress, Jacobs and JXN Water will operate the water treatment system to achieve water quality in linewith regulatory parameters and are committed to keeping the public informed of efforts.

No.

2:42, no it doesw not. In no way does this 'mean' that.

What it does mean is that several years ago the City of Jackson was notified by MSDH that they needed to implement a corrosion control system at the treatment plants - something that had been in place but the city had let go to hell along with the rest of the system.

Once MSDH notified the city of that requirement, the assumption dealing with normal cities and;/or operators, would be that they would start the process of installing / implementing a corrosion control system. But this being Jackson, they did nothing. Not in 2018, or 2019, or 2020, or keep going the entire period that they had control of the operation of the plant.

Because the city did nothing, the MSDH requires that this notice be sent out every six months - even though there is not a "lead problem" in the water. (If you read the entire MSDH notice, it does not say that there IS a problem, but there is a potential for one; it also says that the water meets all required standards but because of the potential pregnant women and children might not should drink the water.

Henifin's statements to the Judge were truthful and correct. The water is safe to drink. But what was also said that was truthful was that there are several things that required fixing - some of which have been done and others are underway. The implementation of a corrosion control system is one of those things that are "underway" - unlike it was during the last five years while Lumumba was in control and not willing to do little 'minor' things like this requirement of MSDH.

And no, I am not an employee of JxnWater nor a contractor of it. I am, however, knowledgable of the treatment plants operations over the past decade and the changes that began to be made when the Governor took control last September and put it back into reasonable operations; followed by Henifin and Wingate.

And I will say that this statement by JxnWater is much more "transparant" than anything done under the Lumumba administration. At least they are telling you what has been done, what is being done, and what needs to be done. Lumumba wouldn't even let City Council members into the plant to see what was (not) being done.

Echoing what 3:12pm said... This is in relation to the things that can be added to the water to help stop corrosion and deterioration of pipes. This EPA program is about monitoring the drinking water from the tap inside of homes and businesses.

3:35 - you may be correct, BUT SOME OF US have seen the report. And SOME OF US have kept up with the facts of this for the past five years.

So yes, I can say that (understand that you can't, and possibly many others) without having seen "the actual report" as you suggest.

But don't be so naive as to think that everybody that posts comments on this blog site are as ignorant of the details of these matters as you seem to think - maybe basing it on your own situation, I don't know.

The report and many things related to it, have been a matter of interest to those that care to delve into the details or are involved with the solutions Ior in this case, the City's lack of worrying about a solution).

The lawyer that sued and won against Flint Michigan over water issues and is now suing Jackson over lead in Jackson's water apparently had evidence that is contrary to all of you Ted "Jackson Water Is Safe to Drink" supporters.

@ 7:12 ---- ✔✔ Took him a couple of months early on, but once he learned, he has moved on. Now, he is getting ahead. (Of course it is nice to have a US Federal District Judge, one that pointed out this past week that he actually did march with Medgar ---- as opposed to trying to start a new nation ---- and has been sitting on that bench for almost four decades and doesn't have to put up with Lumumba's attempt at showmanship.)

8:46 - you and the MTLA can continue to live in your world, but that lawyer, and all that have tried to line up behind him have a problem. FACTS. Flint's problems, and legal issues, have nothing to do with Jackson. Try as you might, there is not even a smidgen of a settlement for you here.

Lead, vs maybe, some kind of possible lead - and where it came from --- don't compare. Nice try, y'all keep on filing your crap. But there is no lead in Jackson, never has been any proven lead, and the basis for such claims (IF it had been there, where it came from is a start, IF a start was needed).

But - realize how you make your money.. And how you line up clients. Keep it up. Your runners need the help.

Lumumba has flip flopped more. Remember a few months ago Lumumba was claiming water was safe to drink. He only flipped when he wasn't in control of the water.

So only 56% of COJ residents are paying for their water bills. That woman complaining @ a $300 water bill that was probably for several months. Last article another woman complained and her bill was $50 average a month, but she had gone a year without paying & was fussing about that. These bills include trash pick up also, therefore more than reasonable and should be paid or water turned off! Ted is doing a fine Job with the bull he is now catching from Lumumba.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear.
