Rankin County Sheriff Bryan Bailey issued the following statement.
On Friday, February 4, a deputy with the Rankin County Interstate Interdiction Team observed a large passenger bus traveling eastbound on Interstate 20 driving erratically. The deputy made a stop for a traffic violation near Pelahatchie. After speaking with the driver and his passenger, the deputy observed extremely nervous behavior coming from both occupants. The deputy asked for and received consent to search the bus. After other deputies with the interdiction group responded deputies began to search the bus. When a search of the bus was started, one of the suspects attempted to flee the scene and was quickly apprehended. Deputies continued their search and located approximately twenty (20) wrapped packages. FREDY GUTIERREZ and GABRIEL MANUEL were then placed under arrest. A further search of the vehicle then resulted in 96 kilograms (213 pounds) of what was later determined to be cocaine. The estimated street value of the cocaine is approximately $14,000,000. GUTIERREZ and MANUEL were transported to the Rankin County Adult Detention Center where they are being charged with aggravated trafficking. District Attorney Bubba Bramlett will bring both before Rankin County Court Judge David Morrow for an initial appearance.

These drug traffickers often carry substantial sums of money on these drug runs. They very often report finding little or no cash on these drug arrests.
The one that was meant to be stopped so the others can make it through.

Rankin County is part of a network of law enforcement agencies who share intelligence on these traffickers, then its comes down to who is willing to sit in the median of the interstate until a certain vehicle travels past. Many other agencies are successful but arresting these people rarely make headlines other than locally.

Yes @8:54 11:25 is correct. I have a close friend in narcotics in Louisiana. He says Homeland tracks how often your license plate crosses any state line on all interstates. They also have the the pictures of the drivers. They FOR SURE share this information. So most of the big busts on the interstate are planned. Depends on the size of the narcotics/intelligence department. Homeland has a their own helicopter in north Louisiana that they will do large drug and counterfeit surveillance with. There are so many joint task force type operations that happen. A lot of these operations are funded with grant money.

I know exactly how it works.
“Informants” provide leads on travelers and those are entered into a private corporate database called Black Asphalt that the RCSO pays to access with. They then sit in their Tahoes in the side of the interstate scanning license plates until they get a hit in their software. Then they come up with some excuse to pull the driver over. One out of 10 times they harass a driver, they get a hit. But they harass a lot of innocent drivers and are surveilling everyone in a very dystopian manner.

If you are going to work for the cartel, probably best to haul the cash west and not the drugs east, or at least better to get caught with cash. You can buy a reduction or outright dismissal of any charges (less serious for possessing cash anyway) by failing to challenge the forfeiture of the money. "I don't know who put 600k in my trunk." Rankin county would rather have new Tahoes than your butt in jail. But, if I was in human resources in cartel, I would make them run both ways. No cherry picking the route or cargo.
