Mayor supports prosecuting two JPD officers
Jackson Mayor Chokwe Antar Lumumba is holding a press conference right now about a "policing issue." The presser is streamed below.
District Attorney Jody Owens said a discovered video showed two JPD officers fired three rounds at the suspect. Two rounds struck him in the back. He said he will seek aggravated assault indictments against the officers.
JJ reported on November 6, 2017:
JPD arrested Devon Mordacure on October 27. JPD received a call late that Friday night that a man had been shot on Memphis Street near Lampton Avenue. JPD officers found the victim on Lampton Street. He told them that the shooter was on Lampton Avenue. The victim survived.
JPD officers saw a group of people on Memphis Street. Mordacure broke away and led the police on a short foot chase. Mordacure allegedly pulled out a handgun and aimed it at his pursuers. The two officers fired at Mordacure, striking him. The officers were not injured. Mordacure was arrested and transported to UMMC where he was was in stable but critical condition. Mordacure stayed at UMMC for several days. JPD charged him with aggravated assault.
Mordacure is not exactly unknown to the police:
Case #1: Modacure was indicted in November 2014 for stealing a Glock pistol in September 2014. Modacure pleaded guilty to one count of possessing a stolen weapon but the case was remanded to files. The prosecutor was none other than Ivon Johnson. Judge William Gowan approved the plea agreement on June 23, 2015.
*Case #2: Modacure learned from his experience that crime does pay. A grand jury indicted him for carjacking and robbery on June 26, 2015 for crimes allegedly committed in February 2015. The media even covered the carjacking when it took place. Modacure pleaded guilty to simple robbery, carcjacking and motor vehicle theft.
Judge Gowan sentenced him to serve ten years in prison on the simple robbery charge but suspended six years of the sentence and gave him credit for time served in jail as well as a term of three years of post-release supervision. The motor vehicle theft and carjacking convictions carried a prison sentence of five years but Judge Gowan suspended four years of the sentence and imposed a probation term of one year on the defendant. Modacure again received credit for time served in jail. He was sentenced on October 9, 2015.
The prosecutor was again Ivon Johnson. The 2014 indictment that was remanded to file was never activated" even though Johnson prosecuted both cases. Welcome to Hinds County.
*Case #3: Yet another Hinds County grand jury indicted Devon in April 2016 for possession of cocaine in March 2014. The indictment states he was convicted of shooting into an occupied vehicle on June 23, 2015 although he was indicted for the crime in 2013. The indictment classifies him as a habitual offender. But wait... despite all of these indictments and convictions, Assistant District Attorney Shuante Washington agreed to remand the indictment in February 2017. Judge Winston Kidd approved the remand.
The Mississippi Department of Corrections granted "earned supervised release" status to Modacure in May 2017.

I am so sorry everyone. But I can't take this clown seriously. Just hearing his name makes me start to giggle.
Look on the bright side. Jackson merely has a clown for a mayor while Chicago has a literal circus freak.
So glad he's getting this cleared up while the city burns to the ground in front of him. Sure, it's important, but how his high and tight ass sits there and has a presser about this from 2017, but not the violent crime we are experiencing now befuddles me.
Rough times. Have to go back to 2017 for a presser to get in front of camera.
As long as the body camera footage shows the suspect had a gun and pointed it at the officers, this will take about 2 seconds to clear them.
So two officers shoot a known, multi-violation criminal. Now we are prosecuting them? Can we just give them an award instead?
I’m always surprised by the number of people on the right who praise dirty cops. When the government kills a citizen, it should absolutely be investigated. If these cops lied about the events and covered up their crime, they deserve to be in prison.
About that JPD morale, Mr. Mayor? And, how's recruiting going, Slick?
"Mind you don't hurt yourself Mordacure"
12.15. Most people have no sympathy for criminals. Stop committing crimes.
Lumumba lite....BBBAAAAAAAHHHHAAAAAAAAAHHHAAA
Why even have a press release? Present it to the grand jury first and announce it after true bill. They’re just trying to get national media attention.
Like our sister cities of Portland, Seattle, Minneapolis, and San Francisco, our mayor and D.A. will not tolerate police brutalizing our citizens under any circumstances. However, unlike those sister cities we have a murder rate among the "citizens" that is unmatched outside an active war zone. But at least we know the cops can't get away. Thanks mayor.
I feel so much safer knowing that we are getting these dangerous police off the streets of Jackson. Mayor and District Attorney doing their part to protect the peoples. Jackson getting safer every day.
I’m always surprised by the number of people on the right who praise dirty cops.
I'm always surprised when people just lie on the internet. Because that never happened.
This is nothing but a campaign fundraising activity. Antar is preying on his voters idiocy while he claims to be supporting them.
" I’m always surprised by the number of people on the right who praise dirty cops."
Calm down sport.
No one (right or left) is praising dirty cops.
The video is on the Clarion Ledger website (https://www.clarionledger.com/story/news/local/2020/10/22/jackson-police-shooting-video-shows-officers-shoot-devon-modacure/3677720001/)
It only shows a very short segment and it's not clear whether the kid had a gun in his hand or not. It seems like it shows the last shot taken, but just one shot.
What is he supposed to do when video pops up that contradicts the story given?
"The video is on the Clarion Ledger website"
Haven't seen the CL's version.
The WLBT video had a some kind of graphic that said "courtesy of Carlos Moore".
That's all I needed to see.
@1:25 PM - because when there is no true bill there would be no presser.
Looks like Modacure will soon be getting paid. Since the officers appear to be black he won't get the Black Lives Matter treatment and a real BIG payday. Oh well...
Statute of Limitations????
Jackson really is fucked.
You buffoons realize you can simultaneously run away from the police and shoot back at them right? 110 murders on track to hit 128 this year with a 40% increase and we are worried about my making a dog and pony show case when they will undoubtably get acquitted...
With this type of support, good luck convincing Officers from other jurisdictions coming in to help. I also saw where the Mayor commented on Southwest Airlines returning, saying something like it will make it easier for people to come to the City of Soul. WTF! Who is coming to Jackson Mississippi for a vacation? I guess maybe thrill seekers traveling in and about the City of Soul attempting to not get shot, carjacked or assaulted. Maybe they want to see what a third world zoo looks like. Seriously, what does Jackson have to offer ?
Police left on force cannot care anymore with this clown as Mayor. I would think there is very little attempt to do more than write a ticket and patrol when no one at city hall has your back.
I will say this about Shaunte Washington. At least she's not a known crook like Ivon Johnson. She was ,however, trained in the law by Judge Green and according to the report, carries her blessings into other courts. Meanwhile, Madison County had 4 jury trials in 4 days, convicting on Murder, Assault on police and a Jackson felon in possession of a firearm while Hinds spends its week fighting for a Violent criminal . The lines of right vs wrong, good vs evil have been blurred there. The only silver lining that might be achieved is that if they can get this criminal victim enough compensation maybe he will stop sticking guns in peoples faces and CarjackIng them
chokwe appears to be eating well.
When the “criminals” commit crimes there’s a SRO line of “Christians” awaiting the execution of these criminals.
When the “police” commit crimes there’s a SRO line of “Christians” awaiting the execution of these criminals.
At some point it’s supposed to make sense.
Oh, you've got to be kidding me! I just saw that the "shootee" is being represented by Carlos the Clown! Serious question: how is it this guy still has a law license?
So the courts don't adequately prosecute criminals but will bend over backwards to prosecute Police?
I think I get the drift here.
" Police left on force cannot care anymore with this clown as Mayor. I would think there is very little attempt to do more than write a ticket and patrol when no one at city hall has your back."
You are correct.
About 10 of us were hired with a state agency many years ago.
We were not Law Enforcement, but damn proud of our positions.
We did a lot of good for many Mississippians.
Sure we had to put up with idiots, but they were the exception, not the rule.
Out of ten employees originally hired, only two of us stuck it out until retirement.
Our biggest issues were not the public, but the political administrations that had no clue about what we even did.
So . . Hell yeah !
I completely understand what the few remaining officers at JPD are having to put up with with Lumumba.
The number one problem in this whole thing is a mayor so eager to prosecute the cops. A mayor who does this type of stuff is not for the people. This is agenda driven and won't even help the mayor. The citizens will turn on him as fast as anyone. But then a precedent has been set and the city burns a little more.
Video contradicts police statements clearly. This man is running for his life, and was lethally shot.
