State Auditor Stacey Pickering issued the following press release:
Reading Consultant Sentenced For Paying Bribes To Greenville Superintendent
JACKSON
- Felicia C. Adams, United States Attorney for the Northern District of
Mississippi, State Auditor Stacey Pickering, and Yessyka Santana,
Special Agent in Charge of the U.S. Department of Education Office of
Inspector General's Southeastern Regional Office announced that:
Edna
Goble pled guilty to one count of conspiracy to pay bribes in
connection with federal program funds and was sentenced yesterday by
United States District Judge Michael Mills in Oxford, Mississippi, to 30
months imprisonment. Goble admitted to paying bribes and kickbacks to
Harvey Franklin, the former superintendent of the Greenville Public
School District, in connection with a contract for reading services
between the Greenville Public Schools and Edna Goble’s company, Teach
Them to Read, Inc. d/b/a Early Detection Necessary Action.
In
addition, Goble was ordered to pay $1,041,432 in restitution to the
Department of Education, sentenced to 3 years supervised release
following her term of imprisonment, and required to pay a $100 special
assessment.
Goble is ordered to report to federal prison on August 18, 2014 at a location to be determined.
“This
is one of the more appalling cases that my Office has been involved in
since I became State Auditor,” Pickering said. “Ms. Goble and Mr.
Franklin worked together to cheat and steal from the students of
Greenville, and I am glad both parties are being held accountable for
their actions.
“Today’s
action shows that Ms. Goble not only knowingly and willfully abused her
position of trust for personal gain, but did so at the expense of the
educational development of children. That is unacceptable,” Santana
said. “Deservedly, like her cohort-in-crime former superintendent
Franklin, she will be held accountable for cheating Greenville's
students.”
Franklin
entered into contracts on behalf of Greenville Public Schools, and paid
Goble’s company approximately $1.4 million. Goble made payments to
numerous creditors on Franklin’s behalf, which included paying off
Franklin’s automobile loan, remodeling and improvements for his home,
paying off his personal credit card and paying for the college tuition
of Franklin’s children.
Franklin
previously pled guilty to a three count information including
conspiracy to commit an offense against the United States, accepting
bribes and kickbacks from Goble and embezzlement. He was sentenced to 76
months each on two counts and 60 months on a third count, which he is
currently serving in the federal facility in Montgomery, Alabama.

And folks this is how money is stolen! Same process just with different vendors and diff funding like so easy for developers, contractors, etc to take big-time advantage of grants and low interest loans that funnel thru miss. These folks figure out a way to manipulate the system by registering under several company names thru sos office under various acronyms making it somewhat difficult to track because usually all the owner names are many times not listed on their registration apps. And the sos office was so far behind on updating their databases plus many show deceased board members, annual statements are not mandated for esp. "Nonprofit/tax exempt" (non-charitable, that is) just advised. And I don't see any of these businesses ever audited. No one really follows these trails from my research how many companies are owned by the same group of folks and how many of those companies are applying for our federal grant money and low interest loans. and the rich get richer

The sad thing is that this sort of crime and theft is rampant state wide. Our society has become permeated with trash azz people that have no problem stealing from children and screwing the tax payers. They think that they are entitled.
Stacey Pickering has a lot to be appalled at in the State of Mississippi.
Can't remember if he was appalled at the DMR boat and friends and family property buying and aquarium "consulting and lobbying" scams.
Then again these were mostly Republican Barbour machine pols and donors iirc. Then again that's a different type of fraud and theft.
Like Stacey said to the Ocean Springs Rotary: "“I’m hoping we’ll start seeing things wrap up this fall,” Pickering told the crowd. “It has been very complex and very complicated and my only commentary on the DMR investigation is there are a lot of friends of yours and mine. Let’s be very clear. This is close to home for all of us.”The auditor said his take on the situation is the investigation will likely reveal a “culture of corruption.”"
Stacey Pickering allowed the directors/members of the Marine Resource Foundation to walk away from any liability for misusing or stealing over a million dollars of taxpayers money. They did not pay one penny out of pocket. This was forgiven after they transferred title to a couple of 30 year old boats that had been donated to this scam nonprofit. He allowed the dear friends who are part of the culture of corruption to get away with it.

430? What? Really? Then why in the heck did they allow all that manpower to spend months investigating this? All for show? Oh I am pissed if this is true!!!! It shocked me when I first heard about it and my taxpayer friends were very excited that MS was finally doing something about this type of corruption and then to hear this? Our first thought was - nothing will ever happen - the auditor's office actually investigating big boy corruption? It doesn't surprise me at all. In fact, it surprised me when they "caught" them and published it. Seems like their office tries to protect these folks. This is very disappointing. I give up. Let's vote them ALL out of office - I am fed up with the good ole' boy team. Maybe WE need a DEM OIG to investigate MS - they'll catch those good ole' boys! And do it before November. But then again, some of those DEM boys "BT" are buddies with them too! This will never end!

or was it an ex-Trent Lott staff member? OH well, guess it doesn't matter - they are all buddies.
Speaking of state agencies and investigations. Is IHL under the state umbrella? Why do they operate directly under the governor? Shouldn't they be under a state agency wing instead of a direct report? I understand that the gov appoints their staff with terms that overlap; however, it seems that they operate as a separate entity from the state? Anyone savvy on the structure?
