State Representative Clay Mansell (R-N'awlins Grill) torched Jackson Ward 3 Councilman Kenneth I. Stokes about what else but Jackson's water system.
Mr. Stokes fired the first shot in this little food fight. The Clarion-Ledger reported on December 17, 2025:
Stokes said he asked the question, because he had read a news article about a Mississippi lawmaker who said he supported a proposal by Interim Third-Party Water Manager Ted Henifin, who leads JXN Water, to raise water rates in Jackson.
“How can he support raising water rates in Jackson, but they’re not raising water bills in the city he lives?” Stokes said.
Stokes was referring to House Rep. Clay Mansell, R-Clinton, who said at a meeting of the Capital City Revitalization Select Committee last week that he would be in favor of the rate increase. Clinton, however, operates a separate water system from Jackson.
The good State Representative fired back at Mr. Stokes a week later in equally strong language:
Kenny Stokes has taken the time to talk about me at the Jackson City Council meeting, and I want to share why I supported the rate increase.I support a water rate increase in Jackson because the experts managing JXN Water have made it clear that current rates do not cover the daily operation and maintenance of the system. Ignoring that reality only leads to continued failures and emergency situations.Jackson and Clinton operate separate water systems. Clinton’s system is stable because we charge rates that actually support operations, maintenance, and long-term planning. That is precisely why Clinton’s system works and why we provide water access to some Jackson Hospitals when Jackson can't keep water flowing!Supporting responsible rates in Jackson is not inconsistent with keeping rates stable in Clinton. In fact, it reflects the same principle: utilities must be financially sustainable if they are going to serve the public reliably. What I do not support is a bailout that shifts the cost of long term mismanagement onto taxpayers outside the City of Jackson. The goal should be a system that stands on its own, not one that depends on continual state and fed intervention.
Ouch!

This is great from Rep. Mansell and Stokes is definitely a retarded shit sack, but again, Stokes is a retard so it's not like he can even understand what Rep. Mansell is saying. His words have no meaning to him. He is entirely incompetent, so it doesn't even matter.
Kenneth is not known for engaging brain before opening mouth. Remember the suggestion to throw rocks and bottles at police officers?
Mansell used big words and talked about how math works. I don't think Stokes will be able to grasp this, and will likely just offer up some more stokeisms but, it will be entertaining.
Ted still has not got his raise. A story from Wlbt today.
Appropriate rates are part of the equation, but competent management is the part Jackson ignored (intentionally?) for decades.
"ouch"
::eyeroll::
I bet Kenny accuses him of selling that dope next.
Rep. Mansell did not water down his response at all.
Speaking of the water system, how has Jackson's water done during this terribly cold weather?
Mic Drop
Kenneth cannot help himself. In his world there is no balance between receipt and disbursement, only needs which po' folks need help filling. In his world government is never a business even when providing a service like water IS a business. He is not the voice of reason, just need. Expect nothing more.
2:19 Just fine. Everybody got water.
2:19 - Thanks to Ted, very well. We had zero issues. Couldn't ask for a more stable water system... unless fat ass Stokes gains momentum in "freeing the water". Stupid bastard.
What goes down in the bucket comes up in the well....well sometimes, if said well is working. Jackson is the laughing stock of the USA when it comes to municipalities. There was more work done on Chalkline's fade than maintenance on the water system.
Would be interesting to know what percentage of Stokes' constituents are current on their water bills at the existing rate.
Ted has already informed the city that he will not be able to make the March bond payment after missing the December payment. Someone go wake up Wingate and remind him he is still a federal judge with cases on the docket.
There is a very simple solution. Send all of these elected bureaucrats
To an expensive convention in some exotic place not necessarily inside of the USA. It must work, because they keep spending money this way. Oh, of course bring their spouses and possibly a child or two.
@2:19 Just fine. Because Ted is the man. Even without the money they need JXN Water is crushing it.
Kenny is a retard and will not ever get it. He’s just not capable of understanding how it all works. Mr. Mansell said the right things, but it will fall on incompetent ears.
Kenny will throw some boo-boo on him-
The COJ water system is, and will remain, a financial cripple, existing only with hoped for entitlements and tax money paid by those who not live or work there.
Sounds like the other Supreme Court justices trying to explain something to justice Jackson. Maybe her and Stokes are related?
The judge is waiting for the plaintiff's who might just submit a possible gamechanger of a scheme.
That's what's needed.
They already had one gamechanger, and his last name is spelled Henifin.
They want the local control unicorn farts concepts and everybody but them pays version though.
It’s you who are unintelligent I’m afraid. Your hatred for Stokes blinds your ability to understand his actual intellect and acumen in appeasing his fellow Jacksonians. Stokes stopped caring what you think long ago…and he’s been in office for 4 plus decades. Maybe you should take a minute to listen to Stokes? Report back here once you’ve done so?
Kennuf ain't as dumb as folks think he is...he's just giving his constituency what they want. He's black for a living and that's good enough for them.
I don't mind the increase. We had freezing weather for such a long time and my water worked perfectly the whole time. It went out regularly with freezing water before. I'm sick of Jackson trying to screw up everything.
Has anyone else here visited the third world before?
Third worlders without reliable water delivery usually keep some sort of water storage tanks paired with a pump like a well pump. When the water comes on, they fill their tank.
When the water goes off, they use their water storage. Only works when the water at least comes on every other day or so. Not when it is out for weeks. But most third world countries can at least keep the water on for a few hours a day. Even Jackson struggled with that. So Pathetic.
My point is that selling and installing Chinese made electric water pumps and 300 gallon water storage tanks might be a good business for someone still living in Jackson. You will need a plumber to plumb it all together. Works pretty well when it is set up properly.
Pearls before swine.
Anything less than giving the citizens of Jackson welfare with dignity, that the ones at the top can grift from, is going to be considered racist and rejected.
At some point you have to just give it to them, walk away, and let it burn so we can all come back and say "I told you so".
Ha! I see what you did there.
While it is true that Clinton's water rates have nothing to do with JXN, I disagree that rates need to increase. Due to previous administrations, prior to Mayor Horhn, either allowing or being complicit in illegal water hookups or not being cut off for non payment, there needs to be a major collection effort on top of people receiving CORRECT billing. AND the city needs to acknowledge what the efforts of Ted Henifin's leadership have accomplished - example: this recent ice event. Previously, this entire city would've been without water and plumbing!! BUT get to collecting. And Kenny and Clay, work together!
If we just made crooks like Rep Fabian Nelson pay their Jackson water bills this wouldn't be an issue. The few who choose to pay will always pay more when crooks don't pay their bills.
Where are all of the "Kenny for sainthood" fans? The "Stokes" hat crowd?
The most amazing part of Kennef Skokes being on the city council is that idiots keep voting him back in year after year.
BINGO!
I've just been wondering where that Former SHAM of a Mayor is, someone figured out how relevant he really WAS. Come on with that Federal Trial- it's past time for it.
Enemy of my enemy is my friend. We liked him when he was a foil for that clown, Chokeway Ladumbles. Now he’s back to being the head clown!
3:27 You may be right. Maybe her is.
Money isn’t real to the rich, it is only real to the poor, and I will tell you why.
We can print and give $100 billion to Ukraine and Israel and act like it is nothing. The entire world can print and spend $20 trillion for the scamdemic. The inflation only hurts the poor people.
But for some reason they just can’t print $1 billion to fix Jackson’s infrastructure. Yes it has been neglected for 30 years. We know. But it’s still horse manure that we can easily print money for things that make rich and well connected people richer.
But there are always thousands of excuses why we can’t print money to improve the lives of the poor.
I’m not a Marxist either. I am a Ron Paul supporter. I believe we shouldn’t be creating more funny money fiat currency than we have assets to back. Be it gold, silver, or any other commodity.
This entire tirade is just an observation about how easy it is to print money from thin air for certain demographics and not others.
…OMG; this is stupid! This is elementary. It’s a business. Said business loses money in year one (not good). Year two rolls around they cut payroll by headcount (the fat). Year three the business takes a loan (@ a high %) to stay in business. Get where we are going? This is uneducated leadership
What?
Is that “raw boo boo” I smell? 😂
SB 2611 would create a water authority to take over once JXN Water winds down. Horhn is already out against it, because the city would not have the majority of appointees on the managing committee. If there ever was a time for contacting your MS Representative and Senator about supporting this effort now is the time, regardless of where you live in MS.
Has anybody posted anything comparing actual water rates in Jackson compared to other municipalities? I suspect that rates are not the problem, but rather collections. If only 60% of customers are paying, then raising rates simply punishes the customers that are paying, not the free loaders. That's the problem in Jackson.
Thank you @6:51. If we can set up billion dollar water systems in Uganda, pay for transgender reassignment surgeries in Kenya, and give billions to literally every other country, why the hell can’t a United States State Capital get just $1 billion to start over? We are living in the upside down in this country.
Uhhh, 6:51 (don't believe I would have used the fact that you are a Ron Paul supporter to prove your intelligence or stance, but..) hey, the feds didn't 'print 1 billion' for Jackson's water system, but they did 'print' almost that much - $800 million, and are supplying additional (federal) dollars through the state revolving loan funds, so it might approach your goal shortly.
Got anything else to add as to how this fits the current situation.
The people currently not paying have no intention of paying. Yes this has been addressed in great detail previously. There is not enough revenue even if the collection percentage was significantly higher, and Jackson water rates are not the highest in the metro. Based on the decades of neglect and mismanagement one would expect Jackson to have the highest rates by a significantly amount.
No 706, that was in the Oval Office earlier this week. Jackson's raw booboo is now properly flowing down the sewer pipes, not overflowing in the streets.
Metro Jackson area water and sewer rates.

Fabian is a fraud. Start by holding our state leaders accountable to pay their bills. Them the rest of us will pay up too.
7:39 Jxn Water rates are not even close
to the highest rates around Jackson even with the raise.
6:52 and 7:51, you complain that the federal government won’t give Jackson a billion dollars to fix its water system. Time to catch up. You do realize that the feds have given Jackson 800 million and counting, don’t you ? Please know what you’re talking about before you speak.
8:01 Jxn Water got $600M and they don't get extra money from the state.
That's part of the $600M.
"Stokes stopped caring what you think long ago…and he’s been in office for 4 plus decades. Maybe you should take a minute to listen to Stokes?"
And how much has Jackson improved in those 4 plus decades? We're waiting for you to provide those examples
7:51 You can't start giving a billion dollars of federal funds to every city that screws up it's own public works by mismanagement. What would be the incentive to manage it's utilities in a businesslike manner? There is no bailout for stupidity. Just stop being stupid. We have enough problems due to natural disasters. And don't compare it to foreign aid done for strategic purposes.
@8:35pm Not “800 million” and certainly not “and counting”. You should know what you’re talking about before you speak.
It's helpful that they announce they are a Ron Paul supporter. You know to just skkkip on past the rest.
It's like the smell that lets you know someone you want to avoid is in the next aisle over when you are shopping.
