Mr. Henifin merely said what Judge Wingate and others have said in Court. What was the phrase used? "Culture of not paying bills?" It was Mr. Henifin and Judge Wingate who discovered the ecode abuse and put a stop to it.
The boobirds need to sit down and shut up. They are the ones who voted for Siemens. They are the ones who vote for moratoriums on cutting off bills for non payment. They are the ones who voted to run off experienced employees. They are the ones who voted to crash the water system through incompetence and negligence.
Why should they be taken seriously on anything?

Since the Jackson city council and the Jackson citizens are so offended by being accused of having "a culture of not paying their bill", maybe we should simply let them all prove otherwise. The federal government should give Jackson a bill for $600 million, pull Ted out, and let them have the system. Jackson can handle this. They are capable. I'm sure they can and will pay the $600 million invoice the feds should give them. And Jackson would ultimately have to get that $600 million from their ratepayers. I'm sure those ratepayers would pay their bills.

If I was Ted Henifin I'd figure out a way to mobilize a team to conduct some water shutoff blitzes of known non-paying accounts. Secure some temporary help if needed and possible. Make the political class squirm. They want collections? Well shutoffs produce collections. Also, file an appeal to force Wingate to get out of the way from stopping the shutoff of apartments who are past due on their water bills. Go on offense Ted.
This is Jackson Mississippi and the distrust of all governmental agencies especially those run by or represented by white people is still "cultural". It takes too long for the majority demographic of Jackson to accept their ownership of the political power in this black majority city. They find it totally believable that whites are somehow manipulating the water problems and the rapid decline of property values in this city. Everyone is missing that Jackson's water treatment plant doesn't just serve Jackson residents.
You have to also look at the commercial payments from apartments, and owners of buildings. In some cities, the owner of the property/building is responsible for the entire bill and it must be included in the rental price, not billed separately. If there are leaks in a building or apartment not being addressed, then who should foot the bill? I'd vote for the building's owner.
It serves more than Byram too. It serves various other locations within Hinds County.
It provides water to industrial and commercial plants via contract like the Nissan plant. The treatment of wastewater is part of all this.
But the big thing missing in the discussion is the waste treatment costs and commercial payments.
Only in Jackson can a libtard like Parkinson fail upwards after "leading" Midtown to failure every year, only to be replaced in the position by none other than Tony Yarber.
