Settled?

 It appears Judge Clark's knocking heads together made some progress.   The City Council and Mayor agreed to hire Richard's Disposal for emergency garbage service for one year.  

The Prom Queen issued the following message to her constituents: 


Congratulations , Jackson residents! We just settled for 12 months of garbage to be picked up in the city. Garbage services will resume tomorrow. Please tell everyone to put out their garbage cans!

Mayor Lumumba called a special meeting of the City Council tomorrow at 2:30 to approve the contract.

This is probably the 12-month emergency contract the mayor tried to push last Monday, with a provision saying if the city wins the appeal RDI filed, the emergency contract will terminate at the end of that month. The city (council) is going to win that suit but the mayor will continue to refuse to issue an new RFP because RDI is going to appeal that loss to the MS Supreme Court. Garbage pickup will cease again and the council will be forced to approve another emergency contract with RDI while their appeal of their appeal plays out. RDI will lose that appeal as well. Then we might finally see a new RFP, but that will take a long time so we'll need another emergency contract with RDI while that new RFP is handled. Then maybe the mayor will present another RDI contract to the council. Or maybe he'll reject all proposals and issue another RFP. Either way, until the mayor and a majority of the council can come to an agreement, there's going to be a continuing state of emergency that requires a continuing "emergency contract."

This is why the council didn't want to approve the 12-month emergency contract last week. It sends the signal that the mayor can get his way by continuing to play these infantile games forever. But now that it's obvious that the chancery court isn't going to come to their rescue, the council has no choice but to agree to the "emergency contract" because they actually care about the citizens more than the mayor does.

This just reinforces the message to any legitimate company that Jackson is to be avoided at all costs and isn't worth the effort to work up a RFP or bid entry.

So when this emergency contract ends in April 2024, the original October 2021 RDI pricing will be 30 months old. There is no way RDI can honor those prices in April 2024. I don’t see how a new RFP is not required even by RDI at that point. Then again, RDI reduced their price for the new emergency contract by $2,000,000 in a week. I guess RDI will figure out their actual costs at a later date.

The State already has a police in place (at tax payer's expense) to protect state assets, state employees and the select few rich people who still live in Jxn.

This should turn out well, as the record indicates that someone in the mayor's inane clown posse didn't find any comlants about RD in New Orleans.

Also calling: There will be a big bill landing soon from RD to cover their demobilization and remoblization costs due to council preventing the mayor from keeping them on the job.

The Judge had no legal grounds to rule on behalf of the Council (4-3 council vote split on the garbage matter, which is a slim margin), and he likely conveyed that to their counsel. So Antar wins again with his strategy of creating a train wreck. The next legislative session will fix his ability to benefit from his incompetence.

So what happens 1 year from now ? Is the Mayor required, as a part of the settlement, to issue a new RFP during the next year ? If not, we'll be right back in this same position 1 year from now, with he Mayor having not issued a new RFP and once again submitting a bid from Richards on the last day of the 1 year extension. If the Council does not make issuing a new RFP a part of this settlement, then they are fools.

Why would anyone even consider going to Jackson? I can't think of any reason. Maybe there are a few that will drive their jeep on the streets to get training for off roading. There might be a few that want the thrill of danger that will visit Jackson. Some might just drive through for a laugh. I did know of a couple who drove down the streets of Jackson as part of their wedding. They had frented a limousine and had the driver take them through Jackson as they were never brave enough or crazy enough to drive through Jackson in their own cars.

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox.
