The Mississippi Congressional delegation unanimously asked the Commerce Department in a letter on June 5 to allow Mississippi to activate a statewide LTE network created to transmit video and data packets between first responders. Congress passed a law in February creating FirstNet, a separate national broadband system that will perform a similar function. However, the federal government is literally years away from starting construction of FirstNet even though Congress appropriated $7 billion for the project.
The federal government prevented Mississippi from using its new LTE system despite the fact the federal government awarded Mississippi a $70 million grant in 2010 to build the network.Copy of order. Officials at the Mississippi Wireless Communications Commission told JJ the state had two years to spend or commit the funds or else it would have to repay the grant. The state spent or appropriated 70% of the grant. The state also spent an additional $17 million of its own money to be used as matching funds to build the network.
The LTE system supplements the voice-only MSWIN system. MSWIN is a land mobile radio system (LMR) created after Hurricane Katrina and covers two-thirds of the state. It allows first responders throughout the state to communicate on the same radio network* Hurricane Katrina revealed holes in the first responder network when those deployed to disaster areas used equipment that was incompatible with local networks. The dispute will not affect the voice portion of MSWIN.
The letter is addressed to Lawrence Strickland, Assistant Secretary for Communications and Information at the Department of Commerce. Mr. Strickland told the Wall Street Journal last week "he sympathizes with Mississippi's plight, "but we don't want to spend taxpayer money on equipment that can't be used in a few years." Earlier post. The new law created the National Telecommunications and Information Administration. NTIA resides in the Department of Commerce and is virtually non-existent. The letter states:
"On May 11, 2010, Mississippi was granted a waiver by the FCC to operate a broadband network using the public safety broadband spectrum;, and on July 30, 2010, the WCC executed a lease with the Public Safety Spectrum Trust for use of the public safety spectrum. After execution of the PSST lease, Mississippi was granted $70 million in BTOP stimulus grant funds for the deployment of a statewide public safety LTE network. Mississippi is required by statute and NTIA regulation to substantially complete its project in no more than two years and the project must be fully completed in no more than three years..."
The letter also points out the NTIA action will "block the expansion of Mississippi MED-COM, a 24/7 medically-staffed communications center" at UMC. It will support "emergency medical response agencies, hospitals, and first responders throughout Mississippi. The LTE system will allow emergency responders to transmit life-saving data to providers and hospitals.."
State Representative Scott Delano sits on the advisory board of the MWCC. He told JJ "I certainly hope someone in Washington wakes up soon to realize how irresponsible the NTIA’s recent actions are. Mississippi has invested millions of tax payer dollars to build a statewide data network and now Washington wants to deny us access to the bandwidth. This makes no sense. Our State is positioned to be one of the first states in the union to implement this type of data network (which is a complement to our statewide radio system). It would be an absolute shame for NTIA and FirstNET to not use Mississippi as a test case for developing a nationwide first responder network. At the very least, the FCC should grant our state an irrevocable wavier for use of the 700 MHZ spectrum until which time the FirstNET standards are established."
The statute does permit NTIA to grant a waiver to the state. However, the waiver is good for only six months. Officials at the MWCC said it most leases for towers are for at least five years and there was no guarantee the federal government would renew the waiver. They said Mississippi has already purchased the equipment for the system as well as had started leasing tower space.
*For example, MSWIN allows an EMT or police officer from Tupelo deployed to the Gulf Coast after a natural disaster to use his own radio equipment in that area.
Editorial comment: No surprise all six members signed it. I suspect Bennie doesn't want to defend this decision to his hospitals, police and fire chiefs when they want to know why they can't turn on this network.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. This is the first time in my memory that BT has joined the rest of the delegation in signing or supporting ANYthing. Have you another example?
What are the chances Bennie is chortling that if he were (wuz) still a major player in Homeland Security this would not be happening. And he may be right.
Like I said, Bennie can play the liberal but when all the hospitals, fire chiefs, police chiefs, and the like are demanding you do something about this problem, its hard for him to say no.
