Today's health care bill reading

Here is today's reading of the Health Care Reform Bill. Enjoy.

Page 45. Subtitle B- Immediate Actions to Preserve and Expand Coverage.

Page 45. Section 1101: Immediate Access to Insurance for Uninsured Individuals with a Preexisting condition. Here we go. NOW we are getting into the meat of this bill. Section (a) states that no "later than 90 days after" the law is enacted, the government "shall establish a temporary high risk health insurance pool program" to provide "health insurance coverage for eligible individuals".

Section (2) states only state or "nonprofit private" entities can offer these programs and that "a state shall agree not to reduce the annual amount expended for the operation" of one of the high-risk pools. Hope there is never a need to actually cut the budget. Of course, that never happens in government, does it?

Who exactly is eligible for a high-risk pool? (2)(A) states the program will provide to those covered "health insurance coverage that does not impose any preexisting condition exclusion".
The rest of the section devolves into gobbleygook only a CPA could love. Section (B)(i) states the issuer's "share of the total allowed costs of benefits" (say that fast five times) if the coverage is not 65% of such costs. Good luck complying with that regulation. The deductible can't be more than what is allowed for Health Savings Accounts in Section 223 of the IRS code. Of course, the law does give the Secretary the ability to modify this limit. Now it would be nice if someone explained exactly what it meant.

Section (C) covers the premiums and states they are to be based on a "standard rate for a standard population", ready for this? : vary on the basis of age by a "factor" no more than 4:1. Naturally Section (DO says it must meet any other requirements imposed by the Secretary. Got to love a blank check for some power.

Wow. Section (1) on page 48 applies to citizens and those "lawfully present in the United States." Hello amnesty for illegals. Coverage is extended to those with "a preexisting condition" and hasn't been covered by health insurance for six months prior to application date.

Suppose insurers want to "dump the risk"? A health insurance carrier "shall be responsible" for "reimbursing the program" for the medical expenses of the insured if dumping is found to have occurred. Translation: dump the patient into a high-risk pool and the government will come after you for the medical expenses.

Section (g) on page 50 states $5 billion is set aside to pay high risk pool claims that are more than the premiums collected to pay claims. Section (3)(A) states coverage of high risk pools shall end on January 1, 2014 (Many sections have this provision.). HOWEVER, Section (4) on page 51 gives the government "the authority to stop taking applications" for participation in the high risk pools. Interesting. Suppose everyone eligible signs up for coverage, the Secretary can quit accepting applications. Nice.

Health Savings Account plans are basically the cafeteria plans that some larger pools can access now. You essentially pre-paid all your deductibles and any uncovered medical expenses you anticipate for the coming year. If you don't use that amount in that year, you lose it. There are ceilings and conditions for how much you can pre-pay but you get to deduct the cafeteria amount paid it from your income. So, essentially it's a current tax avoidance for the privileged and the employees who work for them only.

I like that illegals are specifically excluded. For one thing, it will discourage hiring of illegals.

I like that insurance companies can't dump the risk. They will, instead,not have to accept the risk and those people have to go into a high risk pool and the insurers can no longer " dump" someone just because they get sick who they found to be a good risk for YEARS.

Yes, it gives the Sec. power, but someone's got to run it. At least this someone has accountability in the end to US, the voter/taxpayer and not to a profit bottom line and his bonus hopes.

CBO ( Congressional Budget Office) a group that Greenspan praises for reliability thinks this bill is a cost savings. Greenspan's only concerns about this bill's cost savings is related to margins of error that occur in any projections.

It's not really true that government passes laws where costs are " surprises". CBO has a great track record, it just that Congress ignores their projections in favor of some conjured up elsewhere by special interests not taxpayer interests .

So the question becomes, do you think American citizens who are born with health problems or develop health problems before reaching adulthood should receive medical care? If you do, then who pays for it and how?

We pay now with Medicaid and Medicare and with higher costs in care for ourselves. This is a different approach that requires those with health problems to pay what they can instead of nothing through a high risk insurance plan.

In considering costs in this bill, you must make a comparison to EXISTING costs through EXISTING programs and health care industry policies.

I don't think you want to oppose one of the sections that does bring down costs by reducing costs in Medicaid and Medicare (the latter by retaining supplementals).

Rep. Dean Heller R Nevada, proposed an amendment to the bill that would require insurers and health care providers to verify citizenship. Of course it didn't pass.
So there is no citizenship verification plus illegals are exempt from the personal mandate.
Harry, barry and Nancy obviously have little regard for actual citizens. They show contempt for their opponents and are no doubt laughing at their supporters.

Greenspan has had zero credibility to me for a long time as I always thought Ayn Rand had a flawed theory economically and socially as it made false assumptions about human behavior. Particularly when it came to ignoring GREED as a human motivator. The idea that "creativity" would win out over greed,self-interest and practicality except in rare individuals was a notion I always thought ridiculously naive.

But, when it comes to the math, Greenspan can do math.

Besides, you can't argue the projections by CBO are wrong based on not liking a personality or loss of confidence in one person.

WHO is saying the CBO is wrong and what is THEIR expertise in mathematical forecasting? And, what formulas and numbers are they using to reach that conclusion?

Could we TRY to set aside emotion and pre-conceived notions and look at this bill objectively?

IF we could do that, THEN the public might know what to specifically be FOR or AGAINST and have a shot at effective, sensible reform.

Or we could throw out the baby with the bathwater and have the worst of both worlds.

Citizenship verification is something you could get behind and support.
I think it may take care of itself however if those providing services ( the insurers) find it to be not in their financial interest to give those services to illegals.
There's nothing in the bill to prevent insurers from taking on the verification responsibility and in turn requiring proof of citizenship from the insured.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
