All the tv stations reported tonight on the latest blowup between Rudy and Mary. Rudy claimed he had the lowest rates. If you notice, that is a very clever dodge. See, what matters is not what the rate is but what the total cost is. The rate is not the only factor as the total number of hours on the job should be included as well. Tell you what Tim & Rudy, why don't you start comparing the number of hours each job requires and tell us what that is.
WLBT also reported: "Warnock says over 75 percent of the contracts he obtains are done in house. He also claims that his rates have been proven to be competitive, through an audit done by state officials earlier this year." I have a simple suggestion for Rudy: release the audit. Better yet, email it to me so I can post it here for everyone to see. Since it vindicates you, I fail to see why the public should not see the audit. Note: audit was emailed to me and posted above.
One other thought: I don't think he will be suing Mary despite his comments. Does he really want to give her discovery power? That would probably be one of the worst mistakes he could make. Stay tuned

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

When the story about the "friendly" dinner with Warnock, Johnson and the MDOT wolves behind Dick Hall's back broke, I figured he was a crook. As much as "Mary Queen of Bricks" irratetes me and likely has her own agenda in bringing this out, she's dead on here.
I would never make a threat like "We will deal with her"...
I agree with Kingfish, he aint gonna give her discovery, however if his actions, no matter how distasteful are legal, he needs to tell Mary to F%$K OFF!
I agree with second comment. Mary always has an agenda, and sometimes she is right as this case. Why can't the citizens of Madison Co. have a forensic audit and settle the matter.
Seems ridiculous to engineer projects that can't be built.
Rudy may be dumb, but he's probably not stupid so he won't be suing Mary.
KF, you are dead on with the rates vs. total cost. If he has nothing to hide he will eventually produce the sub-contractor cost. If he's fleecing the County, he will not.
If Rudy does not produce the sub-contactor costs and in affect prove he is not fleecing Madison County, he, Carl, Paul and Tim probably had better pray to their God a certain Federal Gov agency doesn't start following the money.
Still don't see any smoking guns here. The sub-contracts won't prove much. Markup of subs is a customary practice. I doubt Warnock's % was that out of whack if it is above an area wide average.
MHB's real beef is with the Sups and how their spending the dinero now that they've abandoned the new interchange. This is a sideshow to take down Johnson.

Madison County taxpayers are being fleeced by white collar activities (crime?)... if someone walked into the Court House and robbed the tax collector, we would never hear the end of it! However, with this type activity... condoned by 3 members of the Board of Supervisors, much more money is involved... but, this is white collar activities that the District Attorney, State Auditor, and etc., have a hard time dealing with.
The entire system of personal services contracts, and their impact on bid laws, who reviews the work of engineers, etc., should be looked at and appropriate State statutes changed to reduce the loopholes.
Just do like Mabus did in Operation PRETENSE... FOLLOW THE MONEY! The trail can't be that hard... in fact, a blind dog could probably sniff out this trail!
Regarding the audit document -- I find it interesting that it is not signed or specifically dated, other than September 2009. Who are the officials in Madison who were in charge of the investigation? Who paid for it? Who conducted it?
Rudy Warnock and Tim Johnson are huge crooks. Karl Banks isn't far behind Tim. Paul Griffin is fairly honest, but will vote however necessary in order to get funding in his district. He basically has become a slave to Tim Johnson.
Mayor Hawkins is right in this argument, but don't forget that she has her agenda, also.
DI Smith, is rightly pushing open, accountable, transparent government, but he conveniently forgets the shenanigans he pulled to get into office in the first place. Where were his ethics then? He has his agenda, also.
Don't know much about Jon Bell Crosby, so I won't comment.
Bottom line is it is time to get rid of these fools. ALL OF THEM! Tim and Rudy should go first. DI Smith and Karl should go second. Might consider keeping Paul Griffin and John Bell Crosby.
I read the audit. There are quality engineering firms who are also cheaper than the ones that Rankin County, City of Madison, Ridgeland, etc. utilize.
KF, have you read the audit? The second page of the analysis of contract percentages is WORTHLESS, there are no project costs listed. Also, whomever performed this audit sure used some interesting data, going all the way back to 1997 for comps. And about those contract percentages....look how Warnock is all over the board, even on the same project (Calhoun Station). And really, since Rudy has the most expensive project out there (the non-existant Reunion interchange), I'm thinking almost $2 mil for a ghost project is a bit much; perhaps he could have gotten by with only 5% of the project cost since we're talking about $28 mil to begin with (by far the most expensive, no other project listed comes close).
And just for laughs, where is Rudy's hourly breakdown by employee? Where are the page numbers? Who prepared the report? Why isn't there a signature somewhere?
Kingfish, I serve as the attorney for Warnock & Associates, and for Mr. Rudy Warnock. Yesterday, Mr. Warnock and I disputed point by point a so-called report from her hired gun engineer, who isn’t even licensed in the state of Mississippi. We provided the media with hundreds of pages of evidence to show that Mayor Hawkins' allegations are false and misleading, and provided thousands of Warnock and Associates time sheets to show that her charges of illegal and unethical subcontracting are false. Please let me know how I can get this information to you.
All this talk but no criminal investigations and no lawsuits filed. Politics. That is all.

I just sent Kingfish the documents which include a timesheet summary (almost 4,000 engineering hours performed), and all the subcontractor invoices on the two projects that Mary Hawkins has been harping on--the $178,600 and $150,000 Calhoun Station environmental engineering work. Of course, subcontract amounts are irrelevant as are the timesheets since these are lump sum contracts (although admittedly relevant for Hawkins' political agenda). In other words, whether Warnock has to spend 4,000 hour, 10,000 hours, or 2,000 hours, or subcontract for lots of money or for little money, and whether he makes money or loses money, the price to the County is the same. For those projects that are performed under the County's general services agreement, where Warnock can mark up subcontracts up to 5%, he actually has 0% markup. All of those subcontract amounts are included in invoices submitted to the county administrator (a CPA who worked 20 years at the State Auditor's office) and then submitted to the Board. Hawkins would have to have some understanding of engineering process to appreciate that, and perhaps she should ask her own City Engineer why he subcontracts engineering work. Sorry for the length here--need a drink of water? We have a firehose.

Just posted the documents and some of you hatin' on me don't realize Mr. Carson did me a big favor without anyone realizing it. I wonder if anyone will pick up on what it is. And it has nothing to do with his client.

Engineering fees probably pale in comparison to attorney fees. Right or wrong or whether you like the guy or not, professional engineers are generally under-appreciated (e.g. garbage men are called "sanitation engineers", actually against the law but never enforced). The State Board has specific criteria for working for government entities. If someone has proof of a breach, then it needs to be filed as a complaint. The engineering profession differs from others, as the paramount goal is the safety and welfare of the public.

The State Board is a bunch of wimps to allow the engineering profession to be embarrassed by this despicable representation of our profession.
KF, what was the favor? What did you find in the docs that you wanted us to guess? I am very, very curious and I don't have time to read it all ....
A couple things I took away...
1. As an employee of the State of Mississippi, it is being alleged that she broke State Law by hiring the engineer under these circumstances.
2. It is also being alleged that a competitor paid for the study? That is a big no-no. That looks on the surface to be "Pay for Play."
3. I don't know what the co-mingling of funds means, but it can't be good for Mary.
The complete lack of honest, ACTUAL public servants in government today just makes me want to get drunk, puke, then move to a deserted island.
Stacey Pickering should step to the plate and do an audit of Madison County's engineer. To have the staff of Madison County do an audit of their engineer is a joke. Elvis (Tim Johnson) and Rudy Warnock need to leave the building. No doubt in my mind they are corrupt.
