20 Years of Goons

The New York Times and Jerry Mitchell published a blockbuster story yesterday reporting 20 years of abuse by the narc unit in the Rankin County Sheriff's Office.  However, a document that appears to be an internal memo from the Times or Mississippi Today floated around town for a few days prior to the story's publication.  The 27-page memo states each case reported in the story as well as the supporting evidence.  The memo is posted below. 

Each "report" included a list of deputies who were present at the alleged incident.  However, not all deputies listed were reported as taking any action so the lists were redacted in an abundance of caution.  

Kingfish note: One word says it all: Disgusting.

Have we become so de-sensitized to violence that this behavior goes unchecked? I know we are all busy with our lives and depend upon the justice system to handle these issues, but I am surprised there is not a public outcry. I am speaking mostly to Rankin Countians.

And these are just the ones that they have found so far. It makes me wonder how many people have been sent to prison for the crime of attacking a deputy's fist or boot with their face or genitals. I think that it should call into question every single use of force, taser deployment, and arrest by every member of the RSCO. Every single complaint against the RSCO that has been filed in the last 20 years should be reviewed from the perspective that the LEOs were lying.

Suggests strongly that the department's "culture problem" extends well beyond just 5 rogue deputies. Hoping the department can avoid federal receivership. That would suck.

IF these stories as written here are true, then the RCSO needs to be totally turned over. No way that this was not common knowledge in the department. This type of lawless behavior should not be tolerated in a civil society. My suggestion is to fire everyone, burn the files, and salt the earth that they trod.

The Sheriff had to know and most likely condoned the actions of the deputies. I agree with @10:40, there should be an outcry from elected and community leaders for the Sheriff’s resignation, but that doesn’t appear likely to happen. Hopefully those who are investigating can bring charges against the Sheriff.

I'm a die hard supporter for our military and law enforcement but this behavior makes me sick. These repeat offenders need to be held accountable to the furthest extent of the law. I don't think they'll have any fun in prison without their badges, maglights, tazers, and guns. Their steroid induced masculinity will also melt away just like old Todd Mardis did. Watch your 6 boys cause they'll be coming.

The BOS, county attorney, and the other weak and corrupt power brokers in Rankin cannot see the tsunami coming. We are not only shocked and disappointed, but very angry and determined. And that's from a churchgoing conservative and veteran and LE veteran. There has been such a Potemkin village gaze on this that it is hard to stomach. And, BOS, YES, you have neglected your duty and have doubled down on that. Too busy gunning to open liquor stores or cut deals with developers? What a surprise.

It's one thing to ignore an incident. It's another to have a pattern of ignoring and covering up multiple incidents. But this level of Soviet style malfeasance and torture and willful ignorance and inaction is beyond belief.

Bryan should have long, long ago resigned, especially before election. And the BOS has continued to stick their head in the sand. They could have taken action, but have refused to do so. And we, the voters and soft power owners and taxpayers, are about to take it on the chin. And there will be repercussions for inaction. God, you didn't even cut his salary or address the NEW liability costs and exposure. Basic governance.

THAT's what angers us the most. The abject FAILURE of Leadership, the inability to even meet to address this. The lack of crisis management skills. The political malfeasance. WILLFUL ignorance. And corruption.

Count the votes EVEN WHEN there was not even a write in candidate. Be MEN, and own this, not condone this. NOW.

Conservative Rankin resident here who until recently backed the blue.
And I know there are still good cops out there, but apparently they don't live in Rankin County.
This is revolting and the people praising them would be the first to sue if the Goons came after a loved one or mistook them for a criminal and abused them.
Wrong is wrong and rules are required for society.
Cops don't get to break them because their job is hard anymore than I do at mine.

Many if not all of the RCSO deputies took an oath to support and defend the constitution against all enemies foreign and domestic. Everyone that has witnessed 4th amendment abuse whether it be breaking in a house after a “knock and talk” or “safety check” roadblocks they erect on Memorial Day and followed these orders from Bailey have dishonored themselves. They have a duty to not follow these orders and try to prevent the violation of the rights of the citizenry. Being silent is complicit approval. I suspect most of the department falls in this category and should be denounced. Americans are tired of public officials not respecting our rights.

Some of the comments answer the questions raised by the first post. There are plenty of people in Rankin County who are cool with the goon squad. They apparently believe it takes dirty cops to keep crime out of Rankin County. Never mind that Rankin County has crime and the goon squad are criminals. Personally I feel safer in Madison County than Rankin. Madison does ok on crime without a goon squad. Wonder why the goon squad pleaded guilty if what they were doing was ok?

Next election Sheriff Bailey can campaign on: save the goon squad, reelect Sheriff Bailey.

A Pulitzer is not the best way to determine if they are being honest or not. See exhibit A below. I have seen enough big media slanting coverage, outright lying or omitting important details to not trust them at all. The number of people that claim abuse at the hands of police to get out of trouble or cash in on a lawsuit is very, very high. That said, what they have published on this story so far certainly looks damning for the RSCO.

The taser log angle is really creative. I didn't even know the RCSO kept such a log. Could the reporters have stumbled upon such info, or do they have a source inside (or near) the RCSO pointing them in the right direction?

At one time all of Rankin County law enforcement was a "Goon Squad" at least for a certain segment of the population. Most places in Mississippi which were the same until the late 1970's have changed, but not Rankin County. They took their proximity to Jackson as excuse to keep the goons active. Now pay the price.

Why has the MS State Attorney General’s office not investigating this? Michael Guest failed to prosecute Bailey over illegal phone tapping, now he on an ethics committee, unbelievable. Sheriff Bailey was notified many times of his deputies misconduct, and did nothing, evidence keeps mounting. “Absolute power corrupts, absolutely,” I believe is the proper quote.The DOJ must move to investigate every aspect of this illegal corruption, and move to repair this broken Sheriff’s Department!

The lack of knowledge or understanding about the very thing one is commenting on, yet commenting with certainty anyway, whether fire control, law enforcement, Constitutional law, common sense, or plain ol' human decency, is very appropriate (and telling) for these Rankin County posts and many of the commenters.

Water is one of the worst ways people who don't know what they are doing attempt to use to put out many fires. It will not only fail to put out certain common types of fires, like oil/grease fires, it will make things worse. A web search would probably turn up videos of idiots with flaming turkey/fish fryers and garden hoses, along with other such fuck-ups. No, I'm not fireman, never have been one, and I am no expert on fires, but damn, some of this stuff is just garden variety early-life-learning stuff.

It's interesting that the Goon Squad plead to State & Federal charges so fast. It's also interesting that Bryan Bailey says he had No knowledge of this going on all these Years. Goon Squad patches being made & certainly circulated thru the SO and the Sheriff had no knowledge of this. The bruises, cuts, physical damage being booked into the Rankin County Jail & nobody see's a pattern to the abuse? Jail administrators, Jailers, not anybody. Seems we're just cracking the egg with the NYT's article. Some things don't vanish into thin air.Next thing - why doesn't the Rankin county BOS ask some questions of the Sheriff? How does this continue for so many Years and go un-noticed? when do we the Taxpayer get some answers? When does the Sheriff become responsible for Not Knowing----that's dam good Management.

I'm a Rankin County guy, and here's what I think: We either regulate ourselves, or, sooner or later, someone will do it for us. See, e.g., Brady v. Maryland.

No one can tell me that these torture victims couldn't have been arrested and prosecuted in Rankin County, and taken off the street legally. Even very small quantities of meth are still felonies, which are punishable by at least one year imprisonment. Some of them might have found meaningful recovery, then set about making amends to society and those they had harmed.

At the end of the day, the ends never justify the means.

We need law and order in America. People tend to forget that law enforcement keeps law abiding citizens from taking the law in their own hands. If we let criminals run the streets unchecked, don’t be concerned when said criminals get taken out by the citizens. What those cops did was wrong, as law abiding citizen I believe they should be prosecuted for those acts. In enforcing the law, feelings will be hurt. We tend to forget cops are human with biases and thoughts of their own. The best course of action is not to be a criminal to start with.

Bailey is a prime example of government largesse and greed run amok. The only thing he cares about is building his kingdom more and more. There are 240 employees reporting up to him. Many of them ride around the county in gas guzzling SUVs with Bryan’s name emblazoned in reflective paint. Many of these are his personal cronies that seek his favor by organizing themselves into goon squads that run roughshod over the common man. The US constitution is a mere hassle to Bailey. In his mind the citizens are only there to pay his bills. They are sources of income to feed his insatiable hunger for more power. Anyone that stands in the way of the almighty Bailey be damned. He is a vampire squid trying to get his tentacles wrapped around anything that will inject more of our hard earned money into his bank account.

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. Trollfest '07

Jackson Jambalaya is the home of Trollfest '07. Catch this great event which promises to leave NE Jackson & Fondren in flames. Sonjay Poontang and his band headline the night with a special steel cage, no time limit "loser must leave town" bout between Alan Lange and "Big Cat"Donna Ladd following afterwards. Kamikaze will perform his new song F*** Bush, he's still a _____. Did I mention there was no referee? Dr. Heddy Matthias and Lori Gregory will face off in the undercard dueling with dangling participles and other um, devices. Robbie Bell will perform Her two latest songs: My Best Friends are in the Media and Mama's, Don't Let Your Babies Grow up to be George Bell. Sid Salter of The Clarion-Ledger will host "Pin the Tail on the Trial Lawyer", sponsored by State Farm.

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
