Here we go again. The Waste Management contract for garbage service in Hinds County expires Friday night yet the Hinds County Board of Supervisors have yet approve a contract. Sound familiar? Rinse, Repeat.
Waste Management has been collecting Hinds County garbage for years. The contract expired on March 31, 2023 but Waste Management agreed to provide a 90 day extension. The minutes for the March 27 Board meeting state:
The garbage contract expires at the end of the month. Two companies responded to the request for proposals. Waste Management submitted a bid for $16 per customer while National Collection Systems, LLC submitted a bid for $11 per customer. Lee Bush owns NCS. Socrates Garrett and Bishop Ronnie Crudup, Sr. are heavily promoting NCS to get the contract. However, there is just one problem. The company is reported to have no garbage trucks. Such things are minor details in Hinds County when the good ole boys are involved.
The Board called a special meeting yesterday but took no action.
The Board briefly discussed the matter at a special meeting yesterday but recessed the meeting. The Board is attempting to meet but only two supervisors appeared, leaving the Board short of a quorum.
The Board may have a problem paying for garbage services. Hinds County pays for garbage collection through the collection of property taxes. Section 19-5-21 of the Mississippi Code states:
Except as provided in paragraphs (b), (c), (d) and (g) of this subsection, the board of supervisors, to defray the cost of establishing and operating the system provided for in Section 19-5-17, may levy an ad valorem tax not to exceed four (4) mills on all taxable property within the area served by the county garbage or rubbish collection or disposal system. The service area may be comprised of unincorporated or incorporated areas of the county or both; however, no property shall be subject to this levy unless that property is within an area served by a county's garbage or rubbish collection or disposal system.
Section d allows Hinds County to charge a higher millage rate:
The board of supervisors of any county having a population in excess of two hundred fifty thousand (250,000), according to the latest federal decennial census, and in which Interstate Highway 55 and Interstate Highway 20 intersect, may levy, in its discretion, for the purposes of establishing, operating and maintaining a garbage or rubbish collection or disposal system, an ad valorem tax not to exceed seven (7) mills on all taxable property within the area served by the system as set out in paragraph (a) of this subsection.
The 2020 census stated the population of Hinds County is 227,742 residents, far below the 250,000 threshold for seven mills. The Board will probably have to cut the garbage collection millage to six mills. Section (g) states:
In lieu of the ad valorem tax authorized in paragraphs (a), (b), (c) and (d) of this subsection, the fees authorized in subsection (2) of this subsection and in Section 19-5-17 or any combination thereof, the board of supervisors may levy an ad valorem tax not to exceed six (6) mills to defray the cost of establishing and operating the system provided for in Section 19-5-17 on all taxable property within the area served by the system as provided in paragraph (a) of this subsection.
Thus Hinds County is going to have to cut what it can charge residents for garbage.
Kingfish note: Waste Management should say enough is enough. If the Chokwe Lumumba and Richard's Disposal can hold a gun to the head of Jackson, then Waste Management should do the same to Hinds County. The good ole boys are trying to throw a sweetheart deal to their pals while expecting Waste Management to play nice. Nope. It sucks for the residents but they voted for this crap. Waste Management should say no extensions. Period.

They had a Supervisor who was a CFO for Bomber at one time. Knows finance backwards and forwards. Kicked him out and replaced him with Vern Gavin by three thousand votes. Vern and Bobcat are so dumb you can hear their wheels turning when they try to think.

Supervisors state they have not made an official, public decision re: which vendor to award the garbage contract. However, wisdom (though typically in short supply with this group) would dictate they learn from Jackson's garbage debacle. If they want to spread the garbage business wealth around to minority contractors, no problem IF the vendor selected is CAN do the job effectively. Competent service should trump a desire, however well intended,to level the playing field. I hope for the residents sake they go with an established company that has a proven track record, vs. one that wishes to seize an opportunity to learn on the job. In case of the latter, its the citizens who will suffer.

That says all you need to do. He is the contract pimp for all of Hinds County and Jackson. I can guarantee you that the difference between $16 and $11 per person will be noticed in their service. That is, if they can even operate at that price. If they don't currently have trucks, it tells me that they are just jumping at it thinking they can make money. Socrates more than likely called them up and said "you need to get in on this(and cut me a piece of the pie)". I see this all the time in construction. Someone throws a low ball bid out then can't fulfill the contract. They either fail(go belly up) and have a horrible end product(garbage collection service). I bet they haven't calculated all of their costs.
I looked at the SEC of States website. Bush has a business called National Waste Systems, LLC created in September of 2021 that was dissolved in November of 2022. Its Members are non other than Socrates Garrett Enterprises, and a slough of hodge podged llc's that tie to a guy out of Brentwood, TN named Jim McNaughton who has some environmental and waste companies. Also, one of the members of the National Waste Systems is none other than Kingdom Transportation & Trucking, LLC. at 2639 Dry Grove Rd in Crystal Springs. Who is that you ask? Pastor Dwayne Pickett. Connect those dots. Socrates, Pastor Pickett, who else is tied to this. Looks like they have created several LLC's with close to the same names and in the waste/garbage business over the past several years.

Just like residents of Jxn who complain about city services and leadership, those living in Hinds could have seen this coming for 30 years. Should have gotten out long ago, the majority rules and you have to abide by their rules. State taxpayers are footing the bill to help bail out Jxn, no such aid is coming to the county.
When I first moved to Jxn in the 90s, i was offered some killer deals on nice houses in FNEJ, I passed and bought in Madison, because a blind man could easily see what was coming. If you live among cannibals, don't be surprised to find yourself in the boiling pot.
@11:28, David Archie is big time exposed. He faces McQuirter in the General. Archie won in 2019 vs McQuirter by less than 1% (125 vote margin, 7500+ cast). After redistricting only a handful of Jackson precincts remain in his district.
A change to NCS will inevitably leave garbage collection in rural Hinds in total disarray. That mess will unfold well before November. McQuirter would be shrewd to set up a garbage complaint hotline as part of his campaign effort.
I'm just tickled that Hinds County has Kenny Wayne Jones on the payroll and not Canton/Madison County. The people of Hinds deserve him.
As WAPT reports, "We are bound and determined to look at all proposals that come to us," said District 3 Supervisor Credell Calhoun." That's the board's job anyway, but it's also saying the scales will be tilted in favor of NCS.
The county is just following the Chowke Marxist playbook. Create an emergency and the useful idiots will fall in line.

Hinds County has no idea how good things were under the previous two boards. Post-Stokes and pre-Archie was kind of like going outside for fresh air when the eye of the hurricane passes over.
Where does the hinds county board of supervisors meet so I know where to dump my garbage?

I have a novel idea. Bear with me a second.
When developing an RFP for the collection and removal of residential waste, be sure to add the requirement that the successful proposer must have garbage trucks...and get somebody to provide the definition of a 'garbage truck', one that will stand up in court.
Why isn't Richard's Disposal not bidding for the Hinds County contract? I hope that doesn't happen as they have performed poorly everywhere they operated. But you would think from their perspective it would make sense from an economies of scale. Go figure???
