(By the way, this is in the district where David lives, although not the district from which he was elected and owns a shell of a house).
This black gold floating down White Oak Creek has nothing to do with the supervisors. It was not created by their failure to do anything, because the problem is due totally to the Mayor not doing a damn thing over the six years of his term in addressing the EPA consent decree - except of course paying lawyers and engineers lots of money to try to renegotiate it on better terms for his radical new city.
Supervisors ain't doing nutting for this area - agreed. But, they ain't in charge of maintaining the sewage system within the city. Can't blame everything on their incompetence; there is plenty of that to go around within City Hall itself, doesn't need the BOS room as well.
As a man who grew up in the Delta not far from Sugar Ditch that traversed the entirety of Tunica (and for those of who don't know why it was named that) please allow me to say I have never seen shit-water that color.
Meanwhile: Chokwe sits, cross-legged in his teepee waiting for the cavalry to arrive with supplies, medicines and flags flying.

City of Jackson is responsible for sanitary sewer. If the mayor was a white republican, the feds would have arrested him a long time ago- what a shame!

If one would go by and look at this water, it is not 'black' as JJ suggests, that is largely the shadow of bridge. The water is actually brown - normal muddy.
It does have some turbidity, but I'm not sure if there are turds. The turbidity could well be caused by the rocky bottom and the flow - but its hard to tell because the bridge is still (now five months??) collapsing with the city still not moving on solving the problem. Well - I take that back, there appear to be some brand spanking new orange barrels, all appropriately imprinted with the CITY OF JACKSON proudly displayed, there to replace the ones that have been hit during their service to the citizens. I guess new replacement barrels is some progress.

I did not mention the horrible smell - because when I went by (2:15 pm Sunday) I did not detect any odor.
I just walked by there. The smell of raw sewage is strong and can be detected blocks away from the creek. 10:04 p.m seems to be referring to the collapsing bridge over Hanging Moss Creek.
