JPD issued the following statement.
Jackson Police is assisting Capital Police with a Homicide and Aggravated Assault that occurred at 223 Dunbar st in the Capital Complex District.
Purnell Cowart 27 suffered a gunshot wound to the body and was pronounced deceased at University Medical Center. 33 year old Bobby McDowell along with the deceased subject was in front of the aforementioned location when several individuals in a dark truck pulled on the side of their vehicle and began firing shots. McDowell was rushed into surgery with life threatening injuries.

Apparently some legislator living in Fondren or Woodland Hills got a law passed defining the Capitol District as extending north of the Capitol for some miles. This happened a while back. A friend of mine who works there told me about it.
This killing happened at the same time I was driving home from downtown yesterday afternoon. I noticed 4 patrol units pulling over soccer moms heading back to the Madison Ridgeland safe lands. I thought to myself that there is a killer on the lose downtown and the already short police force was giving 10 mile over the speed limit tickets. And then this shooting occurs.

Yes, "police" is a plural, but you take it out of context when you remove the other part of the noun. (Note: "Police" was appropriately capitalized since it was used as part of the combined noun.)

Sorry, 12:12, but you are wrong. Jackson Police is plural. Jackson Police Department would be singular. Jackson Police are on the scene, would be proper plural usage. The Jackson Police Department is asleep at the wheel, would be correct singular usage.

I grew up in Fondren. Anything west of North State Street was off limits. I always worried about the little old ladies who had lived over there for decades. This is mighty close to the new bowling alley and its "safe" parking lot, isn't it?

Well actually I have. To be honest, if you live in Jackson, you pretty much know someone that knows the victim and/or the assailant personally and 9 times out of 10, the shooting was over some personal mess.
If you don't deal in drugs or are addicted to street drugs, you really don't have anything to worry about.
Home break-ins, car break-ins happen everywhere in the metro.
But as far as the shootings - 95% of the time thats some personal mess these idiots feel like they need a gun to solve that problem.
