Water is Wet

Jackson Ward 3 City Councilman Kenneth Stokes raised hell about the management of the Pearl River as the river rises at a press conference at City Hall.

So, let's flood all the folks downriver to protect the elites living on the water above the dam? Have they ever given briefs to the council before? Do they have sole authority to raise/lower limits without local municipal input or notice? PRVWSD should have to appear before the cameras at the council.

It's not about flooding any houses north of the spillway (dam), it's about having to release enough water to keep the water from overtopping the dam. If you think flooding in Jackson is bad now (or in the past) just let the dam be breached.

His district can also help with the flooding they are experiencing by cleaning out the trash and cleaning up the vegetation in the ditches and waterways. I am not sure that what is talking about is 100% connected to the Pearl River.

Since Kenny is a high-powered lawyer in his own right, he shouldn't have much trouble proving his case in a court of law. I would get some popcorn ready for the trial but the case won't last long enough before getting thrown out to get thru the first bag!

When the dam was originally built, dynamite was supposedly placed in one section of the dam. It was designed so that the dam would blow up if the water level reached a certain level. The 1979 flood came close to that level but did not reach it. My question is whether the dynamite is still in place.

All one has to do is to observe all the trash and debris in the rising water to realize that our drainage ditches are full of that stuff and will not carry the excess water away in a timely fashion.
Any competent city administration would be prioritizing the efficiency of the drainage system in flood prone areas like ours have always been.

If the water was not released out of the spillway - which of course is the purpose of any spillway on any dam - the water would rise and either (1) over top the dam and flow into the Pearl, which would happen before any of those homes were innundated, or (2) cause too much pressure on the dam and cause it to breach before it over topped - resulting in a,massive, catastrophic problem for everything downstream of the dam from JaCason and Flood to Columbia.

Of course, along with #1 above, the overtopping of the dam, would come a breach of the dam as described in #2.

As has been said, either or both would happen before any of those homes,north of the dam saw any water.

But, thanks for the early morning giggles - it was good to be able to double down after hearing Kenny's normal racist stupidity.

Who would ever think that paving over most of the ground, throwing trash in the streets and drains, and building in a flood prone area would result in flooding? There has to be someone to blame. Probably those white people leaving Jackson caused it.

Everything around here could be better managed including the City of Jackson. All of Kenny's premises are based on the sorry belief that the majority of Jackson residents control nothing and that all the problems they experience are really someone else's fault. If he has no answers and no money, blame the rich folks up north. We ain't responsible for nothing. Continue to accomplish nothing.

@10:09...if you or anyone else passes Hanging Moss Creek at Ridgewood Road today (near Old Canton intersection), take a look over to the east side of the road and get a load of all the trash, limbs, debris, etc. jammed up against the side of the bridge. Nasty nasty.

how long has he been in office? what meaningful has he done in the past to promote and support flood control measures? Where was he to stand up for the 2 lakes plan (or even one lake) and the flood control benefit, economic benefit, etc...? What has he done other than make noise and get in the way of anything positive that could occur in this city? Finally, at what point is he called out for being a inciteful, do-nothing blabber mouth racist?

A perfect example of why sovereign immunity exists. During high water, every decision is a Catch-22. Past lawsuits have been filed by both upstream and downstream landowners for a water release decisions by the PRVWD.

Similar to this comment, Mr. Stokes, in his wisdom, has also said he would have supported the two lakes plan so long as it didn't provide any economic benefit to the Rankin County bank of the river.

calling it mis-management.......what efforts has he lead w/in the city of Jackson to require new commercial developments to have water management structure on their properties to control the dis-charge from roofs and parking into our creeks. Mis-Management!! At what point will the city of Jackson accept the fact that these creeks and drainage avenues, and our storm sewer are THEIRS to manage and maintain??? Look in the mirror big boy, after way too many years of you and others like you being in office, the ills of this city are rearing up, and for us lowly citizens, we can only hope that the lack of city leadership being good stewards of this city will now start getting the media attention it deserves, and every single one of y'all start getting called out for fleecing this city and not doing your job!!

I agree with Kenny. All those rich white people on the reservoir need to pay to fix these creeks, these streets, and the houses and businesses getting flooded to protect the boat houses and back yards of the folks that live above the dam.

You folks need to understand just what would happen if the Ross Barnett reservoir dam failed. To put is in simple terms that even some of you could comprehend, Jackson would be flushed down the Pearl River like a giant toilet, but that is about what it has become anyway.

I've heard the dynamite rumor since I was a kid and the dam was being built. It was especially rampant during 1979. I think it is patently false. Any dynamite in the ground for such an extended period of time would be rendered useless by moisture. That being said there is any emergency spillway on the Rankin County side of the dam. It is near Shaggy's/Rankin boat launch. When driving by you will notice an area that is at a much lower elevation than the rest of the dam. If the water was to get too high it would overflow at this area first. My assumption is this would only happen if more water was entering the reservoir upstream than the spillway gates could release if they were fully opened. In 1979 the fear was that water was going to overtop the emergency spillway and lead to a dam failure. I don't know if that was ever a possibility but I'm sure glad we didn't find out. I lived on Parkway Dr. at the time and mine was the first house that did not flood. Everything east of me had anywhere from one foot of water to well over 12 feet in them. I saw and did things that I never want to experience again. I remember how often and severe flooding was in Hinds and Rankin counties before the Ross Barnett Reservoir was built. It was never designed to be a flood control structure, but to guarantee an uninterrupted source for Jackson's drinking water. Before it was built there were times that the Pearl River would get so low during the summer months that the water plant was not able to intake enough water to serve Jackson. Forward thinking folks knew something had to be done to make sure Jackson had an available water supply year round, thus RBR was built. Maybe Kennuf should do some research and maybe learn why Jackson depends on the Rez and then reconsider his lawsuit. Then again, come August the PRVWSD could just close the gates completely and guarantee no flooding (or drinking water) in Jackson.

There is a blow plug in the levee east of the spillway. If the water in the Res gets too high, it blows. Hence the need to release water via the spillway.

@10:04 My dad worked during the construction of the reservoir back in the 1960's during summers....he told me there's blast holes drilled in the gravelly section of the dam across from the old Rapids location. I would assume those are still there in case of emergency, but I doubt they'd actually keep dynamite *IN* the dam.

The dynamite thing is an urban legend. There is an emergency spillway "washout" on the Rankin side of Spillway Road, right next to Shaggy's. It's not loaded with dynamite. It just provides for a natural release for water once it reaches a certain level. The PRVWSD, working in conjunction with the Corps of Engineers, managed the water level of the Reservoir to come within three inches of toppling the emergency spillway during the '79 flood.

2 lakes would not have done a dam thing this week. We just had to much rain. All you can do is keep the reservoir at a lower level in the Winter and anticipate the rain coming and open the gates to draw down and prepare. It's been managed much better since the 79 flood. Look at the Delta, the Ms River is to high due to rain in Arkansas, Missouri, Wisconsin etc. and the Steel Bayou gates are closed. Better hope for 2 months of no rain or we will be flooded all Spring again.

The flooding in LeubombbaJacktown HASnothing to do with the Ross Barrnet
reservoir! The AMOUNT of rain that occurred is what caused the flooding in the low areas of Jacktown. I live in the low area & got me some free sand & sandbags a made me a ring around my adobe. I'm high & dry. All my neighbors laughed at me. Who has the last laugh NOW.

Suspect the dynamite in the dam urban legend is related to the safety valve feature being referred to as a “blow out” dam. Some folks took that to mean explosives were there instead of it being intended as the planned weakest point of the system designed to save the rest in case of catastrophic failure.

1:04. 12:13 again. Wanted to clarify why that one in particular..

The South Fork dam collapsed because the water couldn’t flow down filled in spillways. (what Kenneth wants to do-keep the water in the dam..)

It released a wall of water that killed 2200 people or so. While we
don’t have the same topography as that area, the resulting flood would likely spread out to low lying areas that border the Pearl River- like Pearl...


And the dam was modified by a club that wealthy Pittsburgh steel barons were members of..and it flooded the “common folk” of the town...(also similar to Kenneths argument...).

Stokes either believes what he says, which means he’s an idiot, or he doesn’t believe what he says and says them for other reasons, which means he’s a lot of things worse than an idiot. I suspect he makes these crazy arguments knowing that no reasonable person will follow up on them, which frees him of responsibility for actually backing them up, while at the same time hitting all of the emotional buttons of the people who keep giving him whatever power he has.

Even during the 1979 flood, there was never any explosives buried into the dam.

Of course the engineers included emergency elements in the design for worst case scenarios.
And yes, that part of the overflow plan is about where Shaggy's is located.

But the funny thing about Stokes . . . less than hour latter . . . he was not concerned.

He was ham'ing it up at "his" MLK banquet, (distributing fancy plaques) to insignificant people within "Da Community".

Come to think of it, blowing the dam at the Ross Barnett Reservoir might not be a bad idea.

Flushing the toilet bowl ( AKA Jackson) might have many health benefits for the rest of the state.

Only thinking out loud.

I think Kennuf should do his own hydrologic calculations for the Pearl River watershed then sit down with the PRVWSD and compare his to theirs and then point out specifically where theirs are wrong.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag.
