Traffic Accident Claims the Life of a Reservoir Resident
Reservoir Police responded to a two-car collision this morning at approximately 6:50 am at the intersection of Spillway Road and Spann Drive in Rankin County. Reservoir Fire Personnel had to extricate the most seriously injured victim for treatment and transport to Merit Hospital in Flowood, Mississippi where he was pronounced deceased. He has been identified as Howard Carlton Lowther, 61, of Brandon (Reservoir Area). The driver of the other vehicle had a report of pain and a laceration but was taken to the hospital by private vehicle.
Chief Perry Waggener of the Reservoir Police Department stated "The preliminary investigation indicates that one of the vehicles turned across Spillway Road from Spann Drive in the path of the other vehicle."
The accident is still under investigation at this time.

Spann Road is that diagonal road that allows people to cut off the light at Spillway and Old Fannin. It goes behind McDonalds and a convenience store and intersects Spillway at a 45 degree angle. It's incredible dangerous.
A fatality there is not particularly surprising, but it is sad.

@ 2:11 PRV pretty much bullies, I mean patrols, anything they can get their hands on around the rez. Those glorified mall cops would try to patrol all of Rankin and Madison county if they could.

What they are is a redundant service which means a waste of $. They do nothing that county S.O, city P.D. doesn't already do. They are a motley crew of misfits and rejects who do little but harass motorists on a few major Reservoir thoroughfares and in the parks, boat landings. P.D. and S.O. openly laugh at them and complain they just get in the way.

I see them riding all the way through Madison now just to take a tour through Haley Creek/Twin Harbor neighborhood. They must have gotten a complaint or two about somebody jumping the speed bump. What a waste of state-taxpayer-gasoline.
Sitisens ArAest: PRVWSD is not funded by state taxpayers. They are primarily funded by leaseholders and campground fees. The least you can do is a little research before you disrespect the officers that would put themselves in harms way to save us... even you...
12:29 - PRVWSD is a state agency. Their law enforcement budget is not funded by the leaseholders. The only way their law enforcement puts themselves in harms way is when they meet Waggener for lunch every day at a local buffet. They're a bunch of cowboys who answer to nobody and they want radar so they can sit around and prey on the good people who have to use Spillway Road to get to and from work.
The construction bonds were paid-off in 1992, and, since that time, the district no longer collects taxes. But, it is a state agency and state tax dollars do, in part, find their way to the operation. Funding relies primarily on annual lease fees from residential and commercial properties within the district for funding. Keyword PRIMARILY. Another keyword is COMMERCIAL.
So quit pissing on my leg claiming the poor people who live around the reservoir are providing all the money for operation of PRVWSD.
1:29; I think you mean to say the spillway is on PRV property. A small portion of Spillway road is on PRV property but by no means all of it. The location of this wreck is a hundred yards east of the McDonald's intersection. I see no need for PRV mall-cops to be involved any more than if the wreck was at Kroger.
Does McDonald's and the drugstore behind it lease from PRVWSD?
