WLBT reported the State Auditor is filing suit against Hinds County Supervisor Robert Graham:
Graham avoided WLBT but instead granted an interview to WAPT. Hmmm..... couldn't be because Cheryl might have asked him some real questions, would it be? Then there are these comments made on this website by CEO Charles Carter. I have verified their authenticity.
"Robert Graham has posted a list of former clients that he would have you believe hosted his 9-1-1 training company courses. Just as in other aspects of his life, this is untruthful. Eight of them were courses we contracted him to conduct for NECI as a contract instructor before we discoverd he was copying our course manuals and selling them as his. Some of these include the FBI Academy, FBI Field Office, Waco, TX Pasqui Yaqui Tribal Police, AZ Uncasville, CT and others.
Robert Graham has committed fraud on the City of Jackson, the citizens of Jackson, Hinds County and the State of Mississippi.
How could anyone with such a record of fraudulent activity not be ashamed to run for public office? How could anyone in their right mind elect him to public office?
If you re-elect him, you deserve him.

Graham fooled me for several years thinking he was a Lieutenant with the Jackson PD and 9-1-1 Director in addition to being an instructor at the JPD Police Academy.
I have since discovered that was a lie in addition to him making copies of our 9-1-1 training manuals, charging 9-1-1 agencies $495.00 for everyone he taught whicle the agencies were reimbursed by the state 9-1-1 board for the $495.00. He easily made $10,000 on some classes at the taxpayers expenses. He conducted many classes form 1996 until 2007 when we discovered the fraud and decertified him. In some classes, he used non-certified instructors contrary to MS statutory requirements for 9-1-1 certification.
When I notified Mr. Brantly, Finance Director at Jackson PD of the fraud, he said, "Let sleeping dogs lie." When I notified the state 9-1-1 board, they ask us to help them cover it up (Graham's fraud) by issuing certificates to all those 9-1-1 personnel he taught." We didn't. They (state 9-1-1 board) waived the certification for those taught fraudulently by Graham in violation of the MS Statute requiring 9-1-1 persons to be "duly certified" by one of the 9-1-1 certification programs "officially" recognized by the state board. Those individuals taught by Graham with bogus training materials aren't duly certified and are currently working unlawfully.
When we notified the Attorney General, we were told he is involved with an election and we don't have time.
When we told the State Auditor, we were told they would look into it. They did and fined him the $46k he received for "double-dipping" but did nothing about the crimes and the cover-ups by Jackson PD and the state 9-1-1 board.
When you are asked, "What's in your wallet?" you can say, "The hand of Robert Graham."

Scrutiny. Lt. Graham avoids it like the plague. They don't do scrutiny @ WAPT or journalism for that matter.

We have an excellent candidate for this post in the person of John Dennery, long-time Jackson restaurateur. This race will be determined by get-out-the-vote efforts. If you live in the first district, get all of your neighbors to the polls. Otherwise, forfeit your bitching permit when Graham is re-elected.
Reading this makes me furious and makes me so damn glad I don't live in Hinds County. The place is run by a bunch of thugs who are stealing the citizens dry. No wonder there is not enough money to do anything. If they aren't steaing it themselves, they are giving it to their friends through bogus contracts. This is just sick, and Robert Graham is a pathetic person.

I have met Graham in person he disgust me . He needs to be replaced as well as Kenneth Stokes .They will run the county into the ground.
Was he wearing his police uniform and carrying his night stick? If Graham was a Repub he would have been driven into humiliation already for his impersonating of real cops.
Poor Robert Graham. Graham's attorney Lisa Ross said "We've said from day 1 that we'll see the Auditor's lawyers in court" and "the doors to the courthouse are open and if Carter wants to file a lawsuit he can."
Robert Graham is feeling safe. Lisa Ross is always full of the kind of cocksure swagger and "bring it on" fearlessness that makes a client confident he will win.
Lawyers who know Lisa Ross know that ole Robert should be feeling anything but confident. Lisa's strengths include trash talking, being disagreeable for the sake of being disagreeable, and boldly daring her client's enemies to come after her client. Her weakness is that she does not have the skills to do anything productive for her client in court. When they get closer to trial Robert is going to realize that he's got a lawyer with a nasty attitude and empty head. In plaintiffs cases she can cover up her ignorance by finding a real lawyer to take over the case. Thats easy to do because the client does not have to pay the new lawyer. New lawyer gets paid from Lisa's contingency fee.
Not so easy in Robert's case. No money to collect so getting a cocounsel at the 11th hour to save the case is not an option. Robert is going to have to pay the real lawyer out of his pocket. By the time he gets to court he will have paid out more for lawyers than he could have settled the case for.
Poor Robert. He should have known better than to hire a lawyer from the ghetto.
Lisa Ross contacted a friend of mine needing an "emergency" response to summary judgment. My friend looked into it and told her that before she filed a response to s.j., she needed to respond the the court's second show cause order to explain why she had not complied with a previous discovery order. My friend declined to help under the circumstances and the case was dismissed, as the judge promised, for Ross's failure to show cause.
Bet you; NO I double bet you. No one has the cajones to actually go through with prosecuting corruption.
It is easier to palliate the masses.

It's really just that simple. They've taken over every state agency, every town in the Delta except one, and most boards of supervisors in this state. I would like to offer a response to the statement by the state 9-1-1 board on the issues of waiving the statutory requirements for 9-1-1 dispatcher certification in courses fraudulently conducted by Robert Graham.
When I provided them with documents from their own files that proved Graham had submitted fraudulent documents, they acknowledged the fraud but requested NECI issue certificates to legitimize the fraudulent training. We refused. We were then advised that since they actually took an NECI course, even though conduced under fraudulent circumstances, they were going to consider the students trained in one of Grahams courses as duly certified since they took one of the two course recognized by the state 9-1-1 board.
I understand their rationalization but question their authority to waive a statutory requirement, especially when fraud is concerned. However, I have since been provided with documents that demonstrate unequivocally that the course used by Graham was one from another training company previously rejected by the state 9-1-1 board, Professional Pride of Washington State. Therefore, the premise for their decision was flawed. In my opinion, there are employees in many police departments, sheriff’s departments, and 9-1-1 centers in Mississippi that are still working unlawfully as they have not met the statutory requirement outlined in MS HB 903, 1993, § 19-5-303.
Chapter 07: Standards for Successful Completion of the Emergency Telecommunications Training Program
102.05 Every student who successfully completes any type of training course will receive a vendor certificate, signed by the course instructor and/or other appropriate official, which evidences successful completion of the course. In addition, the course instructor or course vendor will send a copy of the vendor certificate and the course roster to the Board for purposes of state certification.
The state 9-1-1 board should be asked the following questions:
1. When you waived the requirement for a NECI certificate to be issued by NECI certificates, were you aware the training manual used by Graham was not an NECI manual but a manual made up partially by Professional Pride and other material by Graham?
2. If that is a fact and substantiated by documentary evidence, what will you do?
3. If you were provided with documentary evidence of fraud by Robert Graham, why did you not forward the information to the Attorney general as required on Page 19, 102.02, which states, “The staff may also initiate a request through the director to the investigative division of the Office of the Attorney General for further investigative support if needed.”
I know this is quite lengthy but necessary to make the points.
