The Jackson City Council's Public Safety and Parks Committee is meeting right now. The meeting is live-streamed here. Let's see what Dr. Chief has to say. The post will be updated below.
* JPD prepares to train a new class of recruits in October. 5 recruits cleared paperwork. 6 just passed the physical fitness assessment. 7 are taking the test. Chief says looking to host at least 33. 9 just graduated.
* Looking at implementing a health and wellness initiative.
* JPD obtained a grant to pay for two drones.
* Parkinson asks what is a minimum level entry position at JPD. Chief says majority of such jobs require GED or equivalent. 21 years old is minimum age but waivers can be issued.
* Chief is looking to "civilianize" positions to free up police officers.
* JPD has 208 sworn officers. How many patrol officers? Foote asked how many were patrol officers. Chief said "130 are in patrol." When Foote started asking about shifts, Chief wanted to go in executive session.
Foote said "what worries me is we are falling short on police presences in our neighborhoods." Foote said there are 11 officers (on average) per shift in each precinct. "We can not be satisfied with 130 patrol officers" said Foote.
* 3 officers resigned while under resignation.
* Looking at having a Sergeant's test. Last one was in 2021.
* "Although we are desperate to hire, we will not. hire desperately." Doing so is what got JPD in trouble, said the Chief.
* We are doing "$1.4 million in overtime."
* On rehires: "We were just taking back anybody."
* Suggested holding training academies at night or two or three nights a week so it's easier for people to become police officers. Councilwoman said that was tried before and they problem was "they had no kind of discipline." Chief said that was indicative of bad officers.
* Foote said he "resented the notion that police officers (recruits) need to be babysat." Clay said she agreed with him.
* Clay got confused on the 208 certified officers versus 130 police officers. Chief corrected her.
* Chief said no officers have had to turn in their vehicles. They are still allowed to take them home if they live in Hinds County.
* Foote took up the subject of cameras and the real-time crime center. Asked for a brief summary.
Chief said RTC should not be manned by sworn officers. Someone who has not gone through academy should not be sitting through whole shift watching cameras. There are four positions in RTC. "With only four people, how does it work?" asked Foote. Chief: "It doesn't." There was NO coverage on the weekends. She said best way to solve the problem is using AI software.
Not all vehicles are equipped with mobile display terminals to access the RTC. Many officers don't have the laptops or iPads to access RTC. Last training on RTC was four years ago when established. RTC should be a force multiplier for police officers.
Only 99 of 264 private donor cameras are operable.
Hartley asked more questions about the number of inoperable cameras. The Chief said they would need to go into executive session to discuss it. Uh-huh.
* The monthly energy cost for each camera is $88 and another $43 for the AT&T connection. They are paid even if inoperable. "We've been victimized," said Hartley. The CAO said the bargain the city thought it was getting for the cameras has not benefitted the public.

Does the chief understand the limitations on executive sessions under Mississippi law?
It's generally accepted that it takes 5 people to cover one position for a 24 hour shift if you want them to work at 40 hour week. You can do the math for 130.
Physical fitness assessment consists of: Eating a medium sausage/cheese pizza in under 20 minutes; eating 6 donuts in 5 minutes; ability to walk to your patrol car from roll-call in under 10 minutes; ability to fit behind a patrol car's steering wheel.
Hope they haven't and aren't granting waivers for the GED or equivalent.
Just one more of many reasons the tax base left.
If my math is close to correct. That’s about $40,000/ month, for cameras that only 1/3 of actually work,.aren’t monitored on weekends, and you’ve just informed the public that many don’t work and aren’t monitored full time. How much did the city of Jackson pay for this system?

Before long, JPD will be under 200. The officers hate her and are leaving. Horhn picked the wrong person to lead JPD. Capitol Police will eventually expand. Brackney does not work well with others.

Before we go to bed tonight, let’s all say a prayer for our Capitol Police, in thanks for them being present and for their continuation. Then, when you have time, write your rep, the governor, whoever, and tell them to increase their salaries and extend the CCID. It is working so well and we could not be more grateful for Capitol PD and Chief Bo Lucky. Let’s also all pray for JPD and that they could find solutions for the issues they are facing. Those officers are brave and we are still most grateful for their service.

The criminals probably don't even care whether or not anyone watches the JPD cameras.
The criminals already know the chances of having any of their crimes they commit in Jackson interrupted by JPD is close to zero.
The criminals already know that most crimes lesser than kidnapping or murder probably won't be investigated and charged even if reported by someone who witnessed the crime and has video of the crime.
Watching the cameras? They are too busy texting, playing cards, and surfing the net.

So the real-time crime center basically is what we thought it was - just a contract of Lumumba to steer.
Didn't a councilman suggest that changing the names of streets would reduce crime? Therefore, all we really need to do is rename all the streets for various local band directors. Then all this killin will finally stop.
Apparently she does not. If there is evidence of malfeasance or crime she needs to get off her ass and make an arrest.
Oh, it is better than that, the RTC was run by Lumumba's in-house JPD mole Vincent Grizzell. (Pudgy's brother.) Ain't hard to guess who might have had their finger on vendor selections for RTC equipment.
What we don't know yet is if Vincent Grizzell wants to tout his manhood.
Officers can take vehicles home if they live in Hinds County? I know two that live in Gluckstadt and they both bring their vehicle home.
The "Maple Linder Report" in 1997 said we needed 680 officers in our crime hellhole THEN. My God. We are done. The culture has won big time.
