State Auditor Shad White issued the following statement.
Today State Auditor Shad White announced the arrest of Pamela McNutt. McNutt is the former City Clerk for the City of Marks. She is accused of embezzling payments made to the city’s water and sewage, court fines, and privileged license payments from November 2017 to April 2021. McNutt was served with a $282,714.58 demand letter at the time of her arrest.
“When our investigators have good prosecutors to work with, we are able to stop public corruption together and send the message that there is zero tolerance for theft of public funds,” said State Auditor Shad White.
McNutt faces up to 20 years and $5,000 in fines if convicted. All persons arrested by the Mississippi Office of the State Auditor are innocent until proven guilty in a court of law.
A $50,000 surety bond covers McNutt’s employment for the City of Marks. Surety bonds are similar to insurance designed to protect taxpayers from corruption. McNutt will remain liable for the full amount of the demand in addition to criminal proceedings.
Suspected fraud can be reported to the Auditor’s office online at any time by clicking the red button at www.osa.ms.gov or calling 1-(800)-321-1275 during normal business hours.

I guess you grabbed this story off the WLBT page. It was headline news on their page two or more days ago.
Press release went out Thursday. I finally got around to posting it.
I don’t understand people that read this blog and criticize every little detail not to their liking. Just read the damn news like I do and take from it as useful or not!
If this shigity happened last year then so what!
Yeah. How about a little gratitude for Mr. Fish and his blog. He publishes stories about items of local interest that are often ignored by local "Media Personalities." I would have never had known about the depth of the Lumumba water crises but for Kingfish.
THANK YOU, Mr. Fish.
I wish Shad would pursue former Governor Bryant with the same zeal as these relatively small fish.
You can everything located in Marks for $280k
That troll stalks KF's every move but doesn't possess the stones to get in the game and compete directly with JJ.
12:21 embezzlement is a violation of the law. What law has Phil Bryant violated?
I'm back.
Break down the fine, Shad.
How much was stolen, how much it cost to investigate, and how much interest is tacked on.
Until you do this, I will consider you a chicken s--t.
“When our investigators have good prosecutors to work with, we are able to stop public corruption together and send the message that there is zero tolerance for theft of public funds,” said State Auditor Shad White.
Hmmmm.
I'm starting to think Shad might be not so happy some people think he's has been left holding the bag by a certain whistleblower.
In my little mind…I’m thinking KF is dangling a piece of bait in front Shad to let him know that , yes we know you’re attempting to do something but…you’re not. So, Shad needs to pursue the millions that are being stolen.
Bret, you and the Million Dollar kid are about to be caught up to.
How does $289,000 disappear in Marks, MS before anybody catches it? How much is the annual budget for the water department. Dang!
I like Shad. I'd like him a lot more if he targeted the corruption in Jackson.
How did she steal a quarter million dollars from a city that has at the last census reported a per capita income of $19,000
That's the average income per person. Per year...The population is a little over a thousand people. The total size of Marks, MS is 1 square mile.
I don't follow WLBT. I do follow Jackson Jambalaya.
It's called NEWS for a reason, 11:47. When WLBT or any other organization posts something 2 or 3 days after it appears here, KF (and others) accuse them of tagging onto his "breaking reports".
But, speaking of low hanging fruit, you can bet your ass we'll get twice daily updates here on the quality of Jackistan water and what Ludumbles sister said. If you people want to watch that daily soap opera, you're at the right place.
The State Auditor doesn't have the authority or the responsibility to 'investigate the governor'.
600 households at $40 per month, assuming they all had water, is $24,000 per month, so over 40 months that’s $960,000 of revenue. So, over that period she was able to steal almost a third of all the revenue.
@5:09pm
"The State Auditor doesn't have the authority or the responsibility to 'investigate the governor'."
Useless Lynn Fitch does, but chooses not to. That's why Shad broke up with her... his political future is at stake, and now he can throw as many rocks at her as he can find - and pretty much have a legitimate reason. She'll be tap dancing her lies for for the press, and KF then.
Is she still employed by the City?
Have y'all ever been through Marks? If someone had a recent "windfall" of $282k, you'd know it pretty quick and it would raise eyebrows, especially if said person worked for the town.
In order to properly point the finger(s) of suspicion and blame a person would need to see whatever communications were sent between the Office of State Auditor and the Attorney General's office.
The communications either do or do not accurately reflect the circumstances which either were known, or should have been known, at the time.
They probably won't be seen unless they are included either Shadrack White's or Lynn Fitch's next book.
Bankers/Financiers out there, consider: Cannot State banking regulations prevent this easily, without beating up on private accounts. Simply put requirement of three signatures on all government financial transfers over $250. Then Emma Embezzler can't write a fat check to herself (for travel, gambling and shopping) without two accomplices.
No way she stole $281,000.
I bet the real number is $15,000.
Shad's team probably spent $100,000 investigating.
And the other $166,000 was 18% interest tacked on from auditors dragging their feet.
Stealing is wrong. Ruining people for political gain is wrong too.
How close is Marks to the nearest casino?
