The city of Jackson will get some desperately needed funds for its water and sewer system. The Mississippi Department of Environmental Quality awarded $35.6 million in ARPA funds to five water and two sewer projects in Jackson yesterday.
Jackson must provide a dollar for dollar match for each grant. The projects, grants, and project budgets are:
Fewell plant filter & transmission line project: $8.8 million grant, project budget: $17.6 million
O.B. Curtis plant raw water pump replacement:$1.65 million grant, project budget: $3.3. million
O.B. Curtis plant chemical feed automation: $1.45 million grant, project budget: $2.9 million
O .B. Curtis plant general pump repair & replacement: $8.8 million, project budget: $17.6 million
Fewell plant: $2.75 million grant, project budget: $5.5 million
West Bank interceptor sewer line & interceptor repair project: $7.5 million, project budget: $15 million
Mill St. sewer basin reconstruction: $4.7 million grant, project budget: $9.4 million
Total grants: $35,629,520
Total project budget: $71,250,040
Jackson applied for the funds a month ago. Mayor Chokwe Antar Lumumba issued the following statement:
“We are appreciative of the recently-announced ARPA projects approved through the Mississippi Department of Environmental Quality’s municipality and county water infrastructure program.
The City of Jackson was awarded all requested projects and this will go towards our ongoing efforts to provide reliable, safe and quality drinking water for our residents. We are grateful for the assistance and will continue to explore all potential funding avenues to achieve this end."

Ridgeland: EMCSDS & Purple Creek wastewater interceptor pipe rehab: $650,000 grant, $1.3 million project budget
Ridgeland: S. Highland Colony Parkway water storage tank & water supply well: $3.5 million grant, $7.4 million project budget
Raymond: East lagoon improvement: $514,548 grant, $863,720 project budget
Rankin County: Watershed protection & restoration program (B): $6.9 million grant, project budget: $15.5 million
Rankin County: Watershed protection & restoration program (A): $14.5 million, project budget: $32.2 million
Pelahatchie: Wastewater improvements: $339,758 grant, project budget: $7.2 million
MDEQ awarded grants of $140 million to 130 projects.

Hopefully, there will be someone NOT associated with the city overseeing “every dime” spent, but I seriously doubt it.
Jackson is a world class city for flushing money down a toilet. Hopefully, there will be steel cables instead of stings attached to these funds.

ARPA = bribing taxpayers with their own money.
I’m ok with this but we need transparency as to who the contracts are awarded to and make absolutely sure that no kick backs or pay offs are given to public officials while retaining qualified contractors who will not be forced to use non qualified subcontractors just to get the project.

Engineer Robert Lee with city of Jackson told me the other day his dept is so busy with water situation that the intersection light in front of JA is on hold. That’s how stupid this mayor is. They don’t have money for intersection repair bc this dumb mayor is spending all time and resources on water rather than letting state deal with it. Yep Lumumba has caused this and all employees at city know it.
And how realistic is the "matching" capability?
Will the funds just languish as usual with the legislature so they "look" good and have time to find new improved ways to siphon it off to friends and relatives?

Several years ago when I was selling my mother's house in Ridgeland, I had a man from Jackson come out to give an estimate on some yard work and cleanup since he had done it for us for years. We were good friends having developed a relationship over the years.
He's retired and has a lawn service and drove up in a new City of Jackson pickup. I asked if he were working for the city now. He said he was a 'Project Coordinator'. I asked what that is. He said it's sort of a job given to people who support the mayor, and the job is to stay in touch with a project and report back to the mayor's office off and on on the status of the project as it progresses.
Jackson will never provide the required match, It will lie and and cheat. All Federal funds will spent by the time lack of match is found. About 5 million of real good will come from the project.
