The Charlie Foxtrot Continues

 As if the Charlie Foxtrot could not get any worse, here come the dueling proposals.   Yup, MEMA and  the city of Jackson issued  separate RFP's for  managing the O.B. Curtis water treatment plants.  The city of Jackson issued this RFP today:

Request for Proposals (RFP) for Operation, Maintenance and Management of O.B. Curtis Water Treatment Plant, J.H. Fewell Water Treatment Plant, Tanks, and Well Facilities

Project Summary: The RFP is to select a proposer that will provide full time operations, and maintenance of the City of Jackson, Mississippi, water treatment facilities and various components of the water system. The award will be for a one (1) year emergency contract and the successful proposer will be eligible for additional procurements made by the City of Jackson for similar services. Due Date: November 7, 2022 Due Time: 1:00 PM CST Location: City Hall, Office of Municipal Clerk, 219 South President Street, Jackson, Mississippi 39201

PURPOSE: The City of Jackson, Mississippi invites the submittal of proposals from qualified firms interesting in providing full service operations and maintenance services for the City of Jackson, Mississippi, Water Treatment Facilities: the O.B. Curtis (OBC) Water Treatment Plant (WTP) located at .....

 

However, MEMA issued an RFP Friday for a contract to operate the O.B. Curtis water treatment plant for a year.  

The Unified Command of the Jackson Water Crisis incident, at the request of our federal partners, has issued a request for qualifications (RFQ) for operations and maintenance at the City of Jackson’s water treatment facilities. The Unified Command is seeking a 12-month emergency procurement contract for staffing for operations, maintenance, and management of OB Curtis Water Treatment Facility, JH Fewell Water Treatment Facility, tanks, and well facilities of Jackson. 

 Current Emergency Management Assistance Compact (EMAC) contracts end on October 20, 2022. The Emergency Measures declaration ends on November 29, 2022. The Unified Command is proactively seeking long-term solutions to sustain the state’s work at these facilities.

 

“MEMA is acting as the coordinating agency for the procurement of this contract. Staffing has been a critical issue at these facilities, and we are ready to move to the next phase of stabilizing Jackson’s water services. Our top priority is life safety,” says MEMA Executive Director Stephen McCraney.

 

MEMA announced today it was expanding Hemphill's role at the water treatment plants to ensure proper staffing.

COJ has now publicly stated with this RFP that they are capable of running their water system without state or federal assistance; that is, now that they have already received the assistance needed to pull it out of a ditch.

Problem is that state .gov will have a preferred contractor as well, and the feds will have someone they want to get the bid. All politicians are the same, some can just hide the corruption better than others.

As a MS taxpayer, I'd say treat the mayor as the petulant child that he is, and get out of the COJ water business.

This is strategic because Chokwe has to appear to be proactively trying to resolve the issue while Bennie T is up in Washington painting the State leadership the evil whites racist descendants of plantation owners who are trying to kill the majority African American citizens of Jackson with bad water and gun shows!

I am sure that businesses qualified to do this are aware of the WM vs Richard's fiasco. By city's issuing an RFP in addition to MEMA issuing an RFP for the same thing guarantees that no one qualified to do this will respond. Not getting caught up in this nonsense. I would imagine had MEMA issued the contract, they would pay for it. If Jackson issues a contract, they would pay for it. How many shades of stupid can Jackson possible have?

The State has an interest, as Reeves said, in not fixing Jackson's water again. Qualified businesses should specify in their proposal that will contract with MEMA or a receiver, not the City.

Jackson can't run the water/system. The problems:

1) lack of effective leadership
2) poor hiring practices
3) lack of proper skills and work ethic among employees
4) lack of management
5) lack of accountability
6) lack of knowledge and understanding

They just aren't capable. They can't do it. You are asking folks that couldn't run a lemonade stand to run a major city. You are asking folks that can't get out of bed until 8:30 AM to be at work at 8:00 AM. They can't do it. They just can't. The state or federal government has got to end this and take it away from Jackson. Jackson can't handle their business.

I love paragraph 2.6.1 in Jackson's RFP. It says that the company is REQUIRED to extend a job offer to each current City of Jackson employee at the plant. The offer must be equal to or greater in pay, and they must keep them employed at least 6 months.

This is the problem. The water availability to 160,000 people is at stake and the city if worried about some incompetent government worker losing their job. It should be about proper service to your customers. If getting water to your customers in a dependable manner requires some folks losing their job, then so be it. This is why Jackson can't succeed at this. They can't keep their eye focused on water service. OB Curtis exists for one reason and that is to provide water. It does not exist to provide jobs.

The mayor and his leadership team are all idiots.

Chowke will recommend an unqualified vendor to the city council. They will reject the potential contract. Chowke will veto their rejection and issue a notice to proceed to his vendor. The city council will reject payment to the vendor until they threaten to walk after 6 months of not being paid. Then they will be paid since it’s a settlement.

Now we see why Chowke didn’t want to expedite the appeal with the MS Supreme Court.

I am not a procurement specialist by any means, but the city is not looking for a request for proposals, they are seeking a request for qualifications. But then again we are talking Jackson so am RFP gives them more flexibility in tailoring their procurement to a preferred vendor that meets their astronomically high DBE goals.

As I see it, this is a no-win situation for the state, because it is located within the city limit of Jacktown and is dependent on its water supply. If the majority of state office were located elsewhere, then it could let the CoJ just implode on itself. Maybe it's time for the brains underneath the gold dome to start kicking around the idea of moving the state captiol.

This is why it’s so important for NE Jackson and Belhaven area residents to turn out for local elections
They only vote on national elections and overwhelmingly vote Republican. They are the source of money for the city and need to turn out. Ashby get the Ne Jackson ole miss crowd out to vote. My gosh what a waste it is not to vote while south and west Jackson have a turnout of 13% of vote. Lumumba won with a 15% voter turnout. Let’s stop being stupid

The city won’t pay. That’s why the state had to step in in the first place- contractors won’t touch Jackson with a 10 foot pole unless they can bill the state or the feds. They were sick of doing work for the city and not getting paid. To get paid in Jackson, it seems the contractor must be sufficiently black AND liberally grease certain palms. Richard’s Disposal obviously figured it out; Waste Management didn’t. Project performance isn’t a major consideration.

And that, my friends, is how all the money disappears while nothing gets fixed. Ask the mayor — he’s an expert. He made the $90 million Siemens settlement disappear practically overnight! He’s a dammed magician!

Two weeks ago, WSJ gave an accurate account of the entire timeline of events leading to State take-over and fix of Jackson's water system, largely faulting the incompetence, lack of leadership and management skills and political prejudice of the Mayor.

The only hope is for the legislature to go into an emergency session and change the laws so that the State can take over Jackson and remove Lumumba and the current City Council and replace them with some new form state controlled body. Another options is divide the city up, turn the current city council wards into their own cities, carve out downtown and Belhaven/Fondren, and let the current Councilpersons run for Mayor of their Ward-city. Let the State control the water, trash collection,
and maintain the streets. Then the new “mayors” can just continue talk and do nothing and complain about the white people. But they can’t actually screw anything up with their incompetence.

The people of Ms. should be blamed for this whole circus. What other state in the United States has their capital city in another country? The people of Ms. should not have to pay for all of the services to a city that is not even in the U.S. Our government is already paying off most of the population of Kush with our tax dollars. Any other money that is spent on keeping Kush from turning into a third world city is wasted. It is already a third world city and nothing the state or country can do to keep it from becoming more of a shit hole.
Move our capital out of Kush and put it back into our state.

If Andy Gipson, in addition to being Ag Commissioner and Marshal Dillon, could act as City Manager, Jackson could recover from becoming Woke with Choke. Gipson plans and executes accordingly, he's a leader.

@8:24 I actually remember that being in the MEMA proposal as well and don't have a problem with this requirement. Especially given how few employees the city hired for the water plants in the first place, I wouldn't think keeping them on for at least 6 months would be a deal breaker to the companies wanting to come in, but who knows.

I would be interested to know what portions, if any, of the COJ proposal did differ from the MEMA proposal or if they just changed the names on the first page... either way, the constant whining from the mayor about the groups that are actually trying to help is truly unbelievable. It's pretty much damned if you do, damned if you don't for the state at this point.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.
