Jackson City Engineer Dr. Charles Williams submitted his resignation today. The former interim Public Works Director will leave the city’s employment on April 29. Best wishes to a man who had a thankless job.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. He was the best they had. He was the cream of the crop. Having said that, he was still incompetent. However, if he goes to the right place, he can probably learn, and be trained, and do a good job. At Jackson he was simply the tallest midget.
He appeared to be a really good guy caught up in a trap developed by a worthless Jackson bunch of ne’er do wells, elected and paid for by the Jackson city taxpayers. He will land on his feet and be able to sleep again. Thanks for your unappreciated service. Maybe he is lucky enough to move some where with running clean water and flushable toilets.

Only doctors should use the term. Educatators, certainly shouldn't use the term, PhD is more fitting, but nothing is worse the dentists and preachers using it.

I sense you're not familiar with the terms exempt and non-exempt as relate to the Fair Labor Standards Act and employee classification. Read up, if interested.

The standard is that "Dr." shall only used by someone with a "terminal doctoral degree."

I bet those who oppose the use of the term "doctor" to refer to those who have doctoral degrees, don't have one themselves.
Also, the difference between "Doctor" and "Ph.D." is not one of degree or qualification, but of who is using the term.
Persons holding the degree write their name without "Doctor," but with "M.D.", "Ph.D.", etc. after the name. People who speak to those people call them "Doctor."
But most importantly, it matters not a whit what the uneducated masses prefer. Folks with doctoral degrees are still doctors.
Smart to get out. HE was another DEPT HEAD that was making 70 % more than his help. He gets to slither out in the highest tier. Much like many local city and county emps. Not saying they shouldn't make the money but it should be fair. So if you are "the help" it's public information to find out what the boss is making. Some are pushing six figures with barely any time in the books while you are having to work two jobs !
I did a lot of work with the City. Charles was always a voice of reason.
He has been the spokesman for a city that has lots of infrastructure issues.
The salary they paid him wasn’t enough.
He was on the news being interviewed every time something broke in the city- which was often.
Jackson is going to have a very difficult time replacing him.
Hope he enjoys retirement or his next job.

So why did he retire? Is something coming down the turnpike and he said I'm getting out of the way? Overpaid? Seriously? If anything, the opposite.
There is not enough money to cover what this man endured. He was the Public Works Director and the sorry mayor did not re-appoint him. He did return to his former position as City Engineer. So basically he was de-moted, yet stayed on and did the same job. Power play for the mayor. I'm sure he didn't like being challenged by someone who knows more than he does.
Most engineers are exempt from working overtime & are not allowed to be paid. This is standard in the job description as they are licensed ‘ required to take refresher courses every 2-4 years I believe. That salary may sound like a lot but is Actually low compared to private sector( especially ) being a department head.
FYI. Keisha Powell was paid $150K per year. Yeah Dr. Williams probably made $128K while he was "director" as that is I believe what they paid Robert Miller. I believe his salary was reduced when he went back to City Engineer only.
I know him as a very smart, dedicated, devoted public servant who worked over and above the requirements of the job. He was/is immersed in trying to fix issues that have beleaguered the City of Jackson and its citizens for decades. There is no amount of money that would be adequate for the job. And, BTW, just because you didn’t find him sitting at a desk, or putting out cones does not mean he wasn’t working. Good job, Dr. Williams. Very proud of you.
All I know is there was this part that wasn't ordered for 9 months and we can all agree that The Mayor wasn't in charge of ordering said part. He is resigning as the shit hits the fan. As I said, justify it by name dropping .
Good luck finding a more competent, licensed PE to replace Williams.
Mississippi, let alone Jackson, isn't high on anyone's list of places to relocate unless you pay them a king's ransom. Don't believe me, ask MDOT how well they are doing in backfilling the exodus of their top engineers.

That is not how it works.
There is not a high enough salary, or an I-told-you-so moment grand enough to be worth taking this job, while y'all keep electing incompetent buffoons who seem to thrive on making every city task difficult and inefficient.

Let me put it like this on a scale of 1-10 (10 being the highest, 1 being the lowest).
Charles Williams was a 5, maybe a 6. Nothing special, not exceptionally hard working, not greatly competent. However, he had some skills, was a good person, and was far better than the 1's, 2's, and 3's he worked with. I also think he had a desire to do the right thing, the right way. In his defense, it's hard to get anything done when you work with clowns.
There are plenty of folks in the 7-10 range who would be an improvement over Charles. But those folks aren't going to accept the job. They would laugh if Lumumba called them.
Odds are, they will replace Charles with a 2 or 3, which will be a downgrade.
I hate to see him go. He was the only one who had any sense. I wish he would run for mayor of Jackson!
