Paying More for Less

JPS sold $65 million bonds at a premium of $71 million at the end of November.  The professional service fees, excluding underwriting, was $346,250.  They were half of what they were estimated to be earlier this year but more than what the Rankin County School District paid last year for a $100 million bond issue.  The fees are posted below.

The fees were thus $382,250 cheaper than estimated but they are still more expensive than what Rankin paid last year for a $100 million bond issue that used some of the same firms for professional services.

The Rankin County fees do not include the underwriting fees of Morgan Stanley. The district said its fee would be $950,000 for an issue of  $178 million.  JJ estimates it to be approximately $533,707 (100/178 = 53%).  The total amount of the professional service fees including the estimated amount would be $846,700.

Yup, Lord Snow charged a little more than a third of what it charged JPS.  Government Consultants only charged RCSB 70% of what it charged JPS even though the Rankin school bond issue was 53% larger than the Jackson school bond issue.  Hmmm...... what is wrong with this picture?

I imagine this site's highlighting the fees is what caused the numbers to be more reasonable.

Hells bells. There are chancery court judges in Mississippi who won't let you close an estate without filing an itemized bill for the attorney's time and fees. Why in the world does BS and Balch and the like get to submit these flat fee statements that get paid without question-FROM PUBLIC FUNDS??? Don't get me wrong, I understand this is complex work and requires a great deal of time and resources...but C'MON MAN!

Selling bonds to prop up a FAILING school district with a rapidly declining tax base takes a hell of a lot more hoodwinking. Thus the higher costs.

I get what you are trying to say, but you can't tell me that Butler Snow found the JPS work just as easy to do as the Rankin work. I'm sure the project involved far more emails, calls and second and third sets of eyes by the legal team.

Not to mention that BS probably had to carry a lot more of the load for the less qualified finance team.

The fact that the bonds sold for a premium and at an attractive rate says that sophisticated institutional investors have a different opinion of JPS' and Jackson's finances and outlook than this blog does.

Time will tell.

I can tell you this, that in my line of work, customers who I think or know will be a bigger problem, not pay on time, and require a little more hand holding than normal, do not get preferential pricing. It may be a hunch, but maybe Rankin is a better customer than JPS.

The "sophisticated institutional investors" understand that the school district will soak the monolithic voting bloc Democrats who comprise 85+% of the local population for whatever amount of taxation necessary over the life of the issue to pay the freight. They know exactly who is getting screwed and that the screwing won't relent until the bonds are paid off. The also fully understand the political irony that a self-professed redistributionist "radical" mayor has greenlighted the fleecing.

Attn 1:37. Why does the state retirement fund put retirement fund investments in (junk rated) municipal bonds. What makes Muni's attractive is their tax free status which is moot when held in retirement funds. Regardless of the status on bond income (taxable or in municipal bonds, tax free) the money coming out in retirement is taxable.

This is government fuzzy math 101. You always intentionally announce a higher estimate from the outset, and when the actual costs are inevitably less, you make yourself look good and keep the sheeple happy.

Is not Butler Snow the law firm accused of complicity with "Lamar Adams Timber Investments"? If so, when will we hear the last of this kind of stuff committed by these "sophisticated lawyers"? Is there no way to "Shut them down." Maybe (God forbid) fines and expungements.I for one am tired of this stuff. If no other solution, lets bring John Grissom in and have him write a novel. The only problem is, it may be too strange and unbelievable to make a good story.

What about the $8 million Lord Snow is charging the Mississippi Development Bank to issue $875 million in bonds for a little known state agency. The new auditor needs to look into this and other bonds that have been issued. The state's Municipal Gas Utilities Board is going to issue these in January, 2019! Mr. Auditor - do what you should and investigate. PEER did a review of this board back in the 90's - not very favorable! And this is going on!

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
