Rankin County Sheriff Bryan Bailey issued the following statement and mug shots.
Two standoffs at the same time within two blocks of each other.
On Monday around 7:08 pm, deputies were dispatched to Fairfax Circle in the Bellegrove subdivision off of Spillway Road for a hostage/standoff situation. Rankin County 911 received a call from a female victim inside the residence stating she was being held captive at gun point by her estranged husband, Anthony Todd PAYNE. The called stated her two year old son was also in the residence.
PAYNE then realized the victim was on the phone and took the phone away. The victim was physically restrained, but was able to access a phone when PAYNE left the room and dialed 911. She then hid the phone and left an open line with 911.
Once deputies arrived on scene, they made contact with PAYNE who advised them to leave his residence or he would shoot them. PAYNE also advised he had hidden numerous explosives in the yard. This was proven to be false.
Initial responding deputies were able to secure the exterior of the residence while waiting for the county SRT (Special Response Team) to arrive on scene. While waiting, 911 was able to establish contact with PAYNE, who advised them he was releasing both individuals that were inside the residence. Once released, they were taken to a staging area at St. Marks Church on Grants Ferry Road where they were interviewed by Sheriff's investigators.
At the request of PAYNE, he was put in contact with the SRT commander, who was previously known to him. Once on scene, the SRT commander was able to talk PAYNE out of the residence where he was taken into custody without further incident.
PAYNE was wearing a ballistic vest when he was taken into custody. He also had numerous magazines for an AR rifle on his person. Investigators then executed a search warrant on the residence and located an AR rifle, a handgun, numerous hunting weapons and a gas mask.
PAYNE is an inactive Marine that may have been trained in some of the same tactics used by SRT members.
While taking PAYNE into custody, dispatch advised of a second domestic call that was two blocks west of the Fairfax call on Bent Creek Circle North. Patrol deputies and SRT members then responded to that location. This second call was within walking distance of the first call.
This call was received from a 12 year old female from Bent Creek Circle North. She stated her step-father was beating on her mother. They were able to leave that location and met up with deputies at a safe location.
While the victim was speaking with deputies, other deputies and SRT members were able to take Jeremy Martinez LEWIS into custody without any incident.
PAYNE will be charged with kidnapping and domestic violence. He will be held without bond in the Rankin County Jail pending is initial appearance with Rankin County Court Judge Kent McDaniel.
LEWIS has been charged with domestic violence and failure to comply with a lawful order. His charges are misdemeanor charges and he will be given a court date in Rankin County Justice Court once a bond is set.
Due to juveniles being on scene at both locations, Rankin County Juvenile Court Judge Tom Broome has been notified to address any juvenile or custody issues that may exist.
We are thankful both of these calls ended without anyone being injured. This is the type of resolution we would like from all standoff situations.

Note to self: if there is a SWAT standoff within walking distance of where you are, don't start whooping on your woman.
So while there's a cop standoff with an ex-marine who's holding his estranged wife and child hostage, some dude a half a block away just starts beating his wife? With the cops in spitting distance?
Sounds like one of these guys is crazy and one is just plain stupid.
