He's baaaaaaaaaaaack.

Rankin County Constable Tim Gardner resigned his position.  A special election will be held in November.  Guess who qualified for the election? Charles Lindsay.


Mr. Lindsay ran for Justice Court Judge in 2011.  JJ reported:

It seems we have a rat in the woodpile known as the Rankin County Justice Court District 2 election. Former Rankin County Constable Charles Lindsay, Junior is the candidate in question. Why do I write former? Because he was forced to resign after he tried to steal $28,000 from Rankin County.

The Clarion-Ledger reported on January 7, 2005 Mr. Lindsay resigned "after admitting he falsified court documents to obtain $28,000 in county funds." The wayward constable tried to bill the county for serving papers on people he never contacted or arrested. Mr. Lindsay entered a pre-trial diversion program and was placed on probation for five years. Then District Attorney David Clark stated "In order to do this, he had to sign a confession." However, there was one additional verse to this wretched song of public corruption: "Lindsay agreed never to run for public office again."

So the question must be asked: Why is this crook, and I do mean crook, running for office and why hasn't someone challenged his candidacy? He has no business sitting on the bench- period. What's next for him? Ticket-fixing? Judgments awarded to cute little honeys who come before him? Special deals with favorite lawyers? Apparently Mr. Lindsay got his record expunged after his probation expired. However, Mr. Lindsay still agreed not to run for office. Mr. Lindsay should not sit on any bench but one in the jailhouse, not the courthouse.

Charles was successful getting a lot of yard signs in my neighborhood.
I took your columns regarding his guilty plea, had them copied and put on the door of every house where he had signs.
His yards signs disappeared over night!

Are you certain the election will be in November? Isn't it possible the Republican and Democratic parties will hold a special election June 3 (when party primaries are held for US Representative and Senate) to pick their nominees?  ( See § 23-15-833 and § 23-15-841. )

Just checking because we don't need to let this scoundrel win in June OR November.

Constables get $25 bucks every time they bring someone in front of a judge or serve papers.

Lindsay would send out letters to offenders and tell them if they did not show up for court he would arrest them at their office. He then would get $25 dollars for every letter he sent out. The problem is he sent the letters to all the back log over the past 8 years then. So stealing is a tough word to use here. He did not fulfill the requirements for hand delivering people before the judge. Thats the problem. If you look at the history here all 4 constables were guilty at the time. Lindsay had more reimbursements because more people live in district 4 at the time.

A better question to ask is:
He had his record expunged so does the new law about felonies and public servant misdeeds with money apply?

The phrase "whitewashed" has been defined as "to prevent people from learning the truth about something bad, such as a dishonest, immoral, or illegal act or situation."

The version of the facts you present have been whitewashed (by Lindsay???).

Charles Lindsay had a conspiracy with one deputy court clerk. The conspiracy was: (1) a defendant with an arrest warrant appears to pay a fine to clear up the warrant; (2) the deputy clerk, at the request of Lindsay, would indicate that Lindsay arrested the defendant; (3) the defendant was charged the additional arrest fee; (4) Lindsay received the fee even though he had not arrested the defendant and had NEVER seen the defendant. 

The deputy clerk was removed and Lindsay was indicted and arrested for conspiracy to violate § 97-11-1 (Falsifying court documents).

The other constables DID NOT falsify court documents (lying under oath), but Lindsay DID falsify court documents (lying under oath).  The other constables DID NOT conspire with anyone to falsify court documents, but Lindsay DID conspire with a deputy court clerk to falsify court documents

Lindsay signed an agreement with the DA acknowledging that he had committed the crime, avoided jail time, and agreed to NEVER run for public office again.

According to the Weekly-Leader (part of Rankin County News), three people (Charles Lindsay, Fred Lovett, and Gary Windham) have qualified to run as Republicans in the JUNE 3 republican primary for the special election as constable. If any democrat qualifies, then the republican winner and democratic winner will compete Nov 4. Please don't let this criminal (Lindsay) win on JUNE 4 because Rankin County deserves better.

This crook was convicted of violating the public trust, specifically stealing public funds. He admitted it and, as part of his plea bargain, agreed never to run for any office ever again.

All I did was ask a question...what is his record in crime and safety and law enforcement...you tell me to scamper off. I just asked a simple benign question. Now you peaked my interest by accusing me of hijacking your post...that is either because you can't answer the question because you don't know the answer or you don't want to answer it because you do know the answer. I asked an innocent question. What is the answer? I just asked a question...not an invitation for you to spill whatever your issue is...I asked a simple question I thought someone could answer that knew something about the issue I questioned...

How is his record with law enforcement? Well, I'd have to say it isn't good in that he has one. He admitted to a crime, was convicted and then his record was wiped clean after a certain amount of time had passed. Good on him for not getting into more trouble, which would've made his initial conviction stay on his record.

So, one more time. He has a record with law enforcement, along with every convict sitting in jail right now. How's that for experience?

Please go to the Chancery Court and review Gary Windham's $248,554.00 tax lien. He didn't file taxes in 98,99,2002,2003,2004,2005,2006.
Mr. Larry Swales can provide documentation

Also, check the facts before spouting information. The DA at the time was well known to push personal vendettas. Moreover, he was a documented prescription drug abuser.

That is true. In studying the election, I found that and also and other things and found that Lindsay was never prosecuted, never pleaded guilty, was never tried, and never convicted of anything. I kept seeing the "Former Convicted Constable" headlines...I actually emailed Marsha Thompson that the information was completely wrong and legally impossible and that the person interviewed said the charges were dismissed and dropped. They never responded and never took the story down.

I was commenting that the previous post was true. I also found that information. But there is more. There is a family history in this opponent with Rankin County you are just not going to believe. When I started watching this election, all I saw was "Former Convicted Felon..." referring to Lindsay, who was never tried, prosecuted or convicted...never pleaded guilty according to his file, which file I got to see. There is a family history in one opponent that is true and is a history of abuse of Rankin County funds...felony convictions in a couple ways. It doesn't end with taxes. That is just one candidate.

There is definitely displaced dialogue in this race. There are a few individuals responsible for the mess we see and the control of information away from fact. Probably the biggest news in this race is what motivated that manipulation and the history behind the story...good old fashioned Rankin County history.

Why are the lawyers supporting Gary Windham? I reviewed his tax liens, and he in fact owes $240,000 +/- in back taxes.
Why does he want a public job? His wages will be garnished to satisfy tax liens!! I don't think a Constable would be able to satisfy the liens for at least 2 terms.

One would assume so. But we have no felon in this race. They are all OK to bear firearms as far as I can see...There are no felons on the actual ballot. My only question is does this felony ban on firearm possession extend to household family members of people who have to carry weapons in a line of work and keep weapons in the household? The lawyers you ask about probably know the answer to that question.

I saw it a month ago. Why are they still bothering Lindsay, who was never even prosecuted, never pled guilty, was never tried or convicted.. when there is a federal tax lien and this bona fide felony file in regards to an opponent. Tell me why this story is so compelling about Rankin county and why the role of the press is so interesting.

I was actually told my information by voters I talked to in curiosity over a special election. All I did was verify what they told me about Windham, Ms. Faye and Ms. Windham and the IRS and what they report as to their support of Lindsay, who by the press seemed dirty on the surface. The voters admire Lindsay and admire Hale. That is Rankin County...they are a lot more astute than anyone understands. I suppose that is why they are studied as a demographic.

I checked the Chancery Court records in Rankin County. MR. GARY WINDHAM owes over $240,000 in unpaid taxes.
This is ridiculous for him to even contemplate being in a public position. I voted for him initially until I saw this website. He WILL NOT get my vote in the runoff.

People need to get their facts straight. Gary Windham does NOT OWE TAXES...surely you all know that any and/or all of what he and his family HAVE would have already been SEIZED. Also, paperwork thy delineates the mistakes made by the CPA but borne by Windham have not made their way to the Rankin County Chancery Courthouse. Wake up people. Lindsay is what he is and always has been--there is a HISTORY THERE TOO AND NOT JUST IN STEALING TAXPAYERS' money!!! Sick, sick, sick and should NEVER BE IN ANY TYPE OF PUBLIC OFFICE!!!! We have a fine facility located in Sunflower County, MS that is designed to address the needs of Charles Lindsay!!!

Hey, Kingfish...I don't know a Jackson, Rankin, or any CPA in the universe dumb enough to make a 240 something thousand dollar mistake. Nobody with any sense would run for election with that "mistake" not corrected.
It has just been released into national media that Ms. is #1 in corruption in government...You got people like this blogger blaming a CPA for 240 something in tax liens backed by the "group" in Rankin county. There is not a CPA that dumb in the whole state...I would hate to be Windham's CPA...now I am going to find and talk to his CPA. I bet the CPA disagrees.

Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
