This correspondent filed a public records request with the Department of Public Safety for the following information last week:
"1. List of all concealed carry permits issued in 2011 and 2012 by the Department of Public Safety or Mississippi Highway Patrol."
I made the decision to file the request after Senator Will Longwitz filed a bill to prevent the state from releasing the names of such individuals in public records requests. It looks like Senator Longwitz wasted his time filing the bill as DPS refused to provide any names in the letter below. What is real interesting is the letter does not cite any law or court decisions. It just says they will not provide the names and actually says, are you ready for this?, the reason is because the law is going to change. Going to change? So we are now going to start basing decisions on what the law MIGHT be in the future? Unbelievable.
Perhaps I should start writing about a certain blonde and her affinity for mufflers. Oh yes, Mr. Cruz, I know all about that one.

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since you apparently believe that all government data should be public, I assume you won't have a problem posting the following:
1. The tag numbers of all vehicles that you own.
2. The information from your drivers license.
3. Your birth certificate.
4. A copy of last year's tax return.
Just because a government entity needs some information on a private citizen to implement particular laws doesn't mean it should be publicly available.
I could understand your ire if they refused to provide a list of individuals convicted of a crime, but I really can't figure out what your agenda was with this one.
I had one for years and didn't renew last time, but what's the big deal? If you have one, it's a public record, people. Don't like it? Then either a) don't carry or b) (you fill in the blank).
So if you and DPS are correct, why do we need a new law? Are Baker and Longwitz pandering?

I am sure that he, like myself, and most commenting around here, feels as though the state should have an actual law forbidding the release of the names and addresses of concealed carry permit holders. We all saw the fiasco in NY recently when some newspaper up there printed the names in that state and they made public private individuals information, including police officers, Judges, prosecutors, teachers, etc., for the bad folks to find. Not to mention the criminal element being able to know where to break-in to try and steal a gun. The reasoning behind DPS's response is actually UNBELIEVABLE, even here in 3rd world Mississippi!!!

6:30, you are "close" to being correct. No, we don't need a law keeping these public records closed.
What we don't need is a law requiring you to have a permit to carry. If you have the right to own a firearm, which you do, then why do you need to pay a fee to the state to get a permit to let you carry it with you?
Longwitz and Baker are pandering - and many of the folks posting on here are falling in line. They ought not be complaining about records being made public - which right now they are - they ought to be complaining about the legislature requiring you to get a permit in the first place, and giving this information to the government.

Because other states have interpreted the rules regarding public information differently, and while those currently responsible may not feel it's anyone's business who has a CCW permit, they may be replaced in the future by some who feel differently.
I still support the Longwitz/Baker bills because it provides an explicit legal framework, rather than hoping that the DPS doesn't decide to follow the lead of other states.
We need to know who has a firearm permits are since someone who undergoes a full background check,fingerprinting and training cannot be trusted to own a gun which may decide to go on a rampage. After all only law abiding citizens own guns.

The (slight) advantage of having a permit system is that it allows us reciprocity with other states that have permit systems. A Vermont resident may carry legally in his own state without a permit, but he has no reciprocity with other states.
I'll worry about fighting the no-permit battle when we get there.

While I'm sure that might have been his intent, I don't find that stated in the opening remarks. If KF 'explained that', where can I find this explanation? I'm often accused of not being able to read, and sometimes maybe I'm guilty. This may be one of those times, but, for the life of me, I don't see any such explanation from Kingfish. Or are we expected to read the Fish Man's mind as to his intentions?

I would hope there will be some exceptions to releasing names.
I would hope, for example, if a person is threatened.or about to be arrested, law enforcement can know if the person making the threat or to be arrested, has a concealed weapon or if there is a weapon in a home where they are making a domestic violence call.

That's not accurate. As I read the letter it states that privacy concerns were the reason. The blurb about the law changing comes after use of the word "Moreover." As in "as a further matter" or "besides" or "in addition", etc.
The letter does not state that the law changing as a reason for denial of the request.
As a conceal carry permit holder, a practicing concealed carry citizen, I'm quite happy with the letter.
I'm guessing some here are too young to remember when they published, in the Clarion Ledger, new permit holders all the time.

The information discussed is being withheld from the public, not from the law enforcement community. When you are stopped by an officer, before he approaches your window, he is aware that one has a concealed carry permit.
With that said, law enforcement has no right to know whether one has weapons in your home. As a U.S. and Mississippi citizen, you have a right to bear arms and law enforcement assumes that every citizen utilizes that right.

I have no intention of publishing their names and said so in an earlier comment. However, when they serve up this slop for an answer, which is wrong by the way, then I can and will call them out on it.
