Ramesh Ramchandran purchase Grand Chateau Apartments through his Atlanta company, Kayram Atlanta, LLC in 2021 for reasons only known to him. The complex fell into an extreme state of disrepair. Jackson Code Enforcement officers cited Grand Chateau no less than seven times in February 2024, May 2026, April 2026, and August 2026 for unsafe and unsanitary conditions.
The owner claimed he evicted the tenants before June 2025. However, media reported this summer that residents were cooking over open flames and bootlegging electricity from Entergy. The pictures posted below show the poor condition of the property.
Code Enforcement Officer Robert Brunson testified at the defendant's September 10 trial the property is across the street from an elementary school. Residents complained the ownership did not perform basic maintenance. The opinion states:
Broken windows and locks remained broken. Wild animals roamed with no animal control. No trash service was provided. Water had been cut off from the building. Officer Brunson also testified that Entergy reported tampering with the electrical lines. The record includes photographs of a downed utility pole and disconnected electrical service equipment on the Property, consistent with this testimony.
Code Enforcement recommended demolishing the apartments in the August 2026 citation. The May 2026 citation directed the owner clean up the property and remove all trash and debris. Ramchandran ignored the order.
Ramchandran claimed the building went "unmanaged due to gun violence." The defendant alleged he evicted all tenants by June 2025 but did not renovate the property as planned because of "gun violence." In an indirect admission he did not supervise the property, Ramchandran said he was "shocked" to learn squatters were living in the apartments a year later.
The defendant argued he needed help from the city in making the apartments habitable so he could rent them to Jackson State University students. Ramchandran said he hired a security company but did not hire a replacement when the security company "did not work out."
Jackson Municipal Court Judge Jeff Reynolds said the property "is a dangerous menace" and noted the defendant took no action to fix any of the problems cited by Code Enforcement.

Somebody asked this on another thread but I didn't see an answer, and now can't find the question. What is the advantage to out-of-state entities (many with apparantly foreign-born owners, like Mr. Ramchandran here) to buy up blighted properties, never to renovate? Not just apartments, but houses have been bought up too, and never are put back on the market or rented. They're just allowed to fall in on themselves. Some are even in relatively desirable locations, so it's not a case of no one willing to buy or rent.
Is it a tax write-off? A visa scam? So many have foreign-born owners I suspect that is a good possibility.
I think he should serve his sentence locked in one of his hotel rooms with no electricity, sewage, or water but lots of rats, cockroaches and bedbugs. Our prisons are too nice for him.
If he kicks them out they just come back. JPD should help patrol the apartments to keep the trespassers out! The city had no problem accepting property tax money from him
Thats my red lawnmower dammit!
Why don’t local people buy them?
Those people are trespassing and are not be forced to stay there
9:52 Private property
Wonder where he be. Wonder if they'd extradite from overseas.
Let's not be too judgemental.
It could be he's just been too busy buying Senior Living Centers to take care of his business in Jackson.
$$$ Note: Georgia Secretary of State shows a Hioghlands Senior Living Clinton LLC with a Principal Office Addrerss of 575 Laurel Oaks Ln, Milton, GA, AND a Registered Agent/ Designated Agent of Ramesh Ramchandran. Which appears to be the address where City of Jackson had him served in a previous JJ post.

Private property with trespassers Trespassing is a crime enforced by law enforcement
He is an Indian and doesn't give a shit about our "arrest warrants" because he knows that nothing will come of it, and by nature, is a shitty person. Watch and see. Diversity is our strength.
When will you understand. People from 3rd world countries such as the gentelman who owns the apartments think they are ok because 3/4 of his country live like this. They do the same thing with the gas stations. They are run down, nasty and sell expired food and are rude has hell. This is not India this is the United States. They do this with everything.
There is no reason for the taxpayers to pay for JPD to patrol and protect the public from an attractive nusiance operated by an out of state slumlord.
"Is it a tax write-off? A visa scam? So many have foreign-born owners I suspect that is a good possibility."
First, the fact that an "investor" is foreign is not in and of itself hard evidence as to the type and quality of the investment. Local, US born-and-bred would-be investors who are both successful and failures make mistakes all the time on properties in their own country, state, and city. Think the Lamar Adams scam.
As to non-US citizen would-be investors being some indication of the type of deal, it could be an actual scam, but often it has a basis in one or more legal schemes allowed by both US and foreign governments, ala EB-5 and E-2 visas, the Indian "LRS" - Liberalised (it's Indian, so "s" rather than "z") Remittance Scheme, loans without US credit scoring, etc., etc., etc. There is a whole legit, or at least legal, industry devoted to such things.
Naturally, given the amount of money, there is a whole sub-industry devoted to shady practices and outright scams. Given that a lot of the would-be investors have no real knowledge of the US areas or the real estate market in them, nor any easy way of verifying everything, it can be easy pickings for shady types and outright scammers.
In the case of EB-5s, most/many "investors" are really buying green cards and view monetary ROI as gravy if any happens to come. If green cards are the real ROI, they wouldn't care what the project involves or if loses money as a whole.
This particular complex could be the result of any number of underlying reason(s), from plain old bad investing by Ramchandran himself, to one or more legal schemes, shady versions of legal schemes, or an outright scam.
Worst investment ever. For some reason buys a dilapidated apartment, and is now going to jail over it. Would have been much better off just burning the cash in the street.
If people don’t want outsiders buying property here then local people should invest then. No one is stopping locals from purchasing properties
When will liberals ever learn this truth? Thank you, 10:31.
As an aside, (if real) he does have a healthy head of hair
His mugshot should reveal whether it's real.
@10;24 trespassing is a crime that can only be enforced by local enforcement. If he kicks them out and they come back then they are trespassing and JPD NEEDS TO BE INVOLVED. That’s why we all pay property tax for
No 10:43, just simple economics.
As soon as he arrives in Jackson he will inquire about whose palms he needs to grease to make this go away. He will be in the right place for that to happen, just like in the "old country."
