Medical Mariscammer Busted

What is it about medical marijuana that brings scam artists out of the woodwork.  Mockingscam, Corey Ferraez, and Thomas Moore, not to be confused with St. Thomas Moore.  Moore bilked investors out of millions of dollars for a medical marijuana operation while using the money to live high on the hog.  The Securities and Exchange Commission announced:

On September 30, 2026, the Securities and Exchange Commission charged Thomas J. Moore, III, a resident of D’Iberville, Mississippi, with misappropriating approximately $1.94 million from approximately 20 individuals in connection with a medical marijuana business Moore primarily owned and controlled.

According to the SEC’s complaint, filed in the U.S. District Court for the Southern District of Mississippi, between at least December 2021 and August 2024, Moore raised approximately $4.94 million from investors to whom he offered and sold equity interests in Mississippi Green Oil, LLC, a Prentiss, Mississippi-based medical marijuana company that he established in or around December 2020, and represented to investors that he would use their money to develop Mississippi Green Oil’s business.  As alleged, Moore spent approximately $1.94 million of investor funds on personal expenses unrelated to the business of Mississippi Green Oil including jewelry and travel.  Moreover, the complaint alleges that Moore also told investors that they would receive short-term profit distributions commensurate with their equity interests but Moore failed to pay investors any distributions.  The complaint further alleges that Moore failed to disclose to prospective investors and investors the existence of various related lawsuits filed by other Mississippi Green Oil investors alleging, among other things, failure to return their principal and pay promised distributions.

The SEC’s complaint charges Moore with violating Section 17(a) of the Securities Act of 1933 and Section 10(b) of the Securities Exchange Act of 1934 and Rule 10b-5 thereunder.  The SEC seeks a permanent injunction, a conduct-based injunction, disgorgement with prejudgment interest, and a civil penalty against Moore.

The investigation was conducted by Cecilia Danger and supervised by Jessica M. Weissman, Fernando Torres, and Stephanie N. Moot, all of the SEC’s Miami Regional Office.  The litigation will be led by Michael Mikulic under the supervision of Russell Koonin.

Moore founded Mississippi Green in Prentiss in December 2020.  He touted the company as a cultivator and processor of medical marijuana.  Once created, Moore started soliciting investments while stylin' and profilin'.  The lawsuit provides more information on his hijinks:

4. Defendant also attracted and retained investors by promising short-term distributions that he said would begin as soon as thirty days and no later than nine months after they invested in Mississippi Green. He told investors that he and his company would make these distributions on a quarterly schedule. However, Mississippi Green did not generate sufficient revenue and struggled with licensing, equipment, and cultivation delays. Despite these setbacks, Defendant continued assuring investors that distributions were imminent, even as none were ever made.

5. Compounding the deception, Defendant failed to disclose that other investors had already sued him for failing to pay them as promised. By the time Defendant solicited many later investors, at least one lawsuit had been pending for several months. Defendant nonetheless continued raising money and, on at least one occasion, falsely told an investor that he had not been served with any lawsuit.

To persuade some investors to invest, he disseminated slide decks that detailed Mississippi Green’s business plan and contained financial information and projected revenues. One of the slide decks projected first-year revenue as high as approximately $64 million, while another one projected between approximately $40 and $60 million.

17. After an individual decided to invest, Defendant and the investor executed a “Letter of Agreement” in which the investor agreed to pay a certain sum in exchange for a percentage equity interest in Mississippi Green. Typically, an investor paid $300,000 for a 1% equity interest.

In fact, Defendant began misappropriating investor money right away in December 2021 and continued doing so until at least August 2024. Among other things, Defendant spent approximately $189,000 on travel and lodging, $180,000 in grocery and department store purchases, $145,000 on fast food and restaurants, $100,500 on clothing and jewelry, $20,500 in private school payments, $698,000 in cash withdrawals, and $180,000 in transfers to family members. Defendant failed to disclose his misappropriation of money to investors when he solicited them throughout the Relevant Period.

26. Defendant told various investors and their relatives in text messages, over the phone, and in person, that they could expect a quarterly distribution by a certain date upon investing. Fueled by these material promises of short-term distributions, some investors took out lines of credit on their homes to invest in Mississippi Green.

These included medical marijuana licensing delays throughout 2022 and 2023, as well as equipment, electricity, and cultivation problems in 2023 and 2024. Indeed, it was not until July 2022, that, on behalf of Mississippi Green, Defendant applied for a medical marijuana cultivation license with the Mississippi State Department of Health. The company would not receive its cultivation license from Mississippi until June 2023. Further, Mississippi Green did not actually begin to plant the marijuana plants until October 2023, which produced a substandard crop that was sold at a deep discount. Mississippi Green planted a second round of crops in February 2024.

For example, on May 6, 2022, after receiving $100,000 of investor money, Defendant spent over $21,000 within a week on restaurants, hotels, a vacation package, and other entertainment.

38. Several times, investor deposits into one of the Moore-controlled accounts coincided with Defendant overdrawing or nearly overdrawing the same account, prompting him to raise more money from investors, which would then only jumpstart the next cycle of misappropriation. In June 2022, Defendant overdrew a bank account into which he had directed $1.2 million in investor deposits. Of that amount, he misappropriated approximately $438,000, which included, among other things, approximately $241,000 in cash withdrawals and over $38,000 in transfers to family members. Similarly, after raising $200,000 in March 2023, Defendant spent over $59,000 that same month on cash withdrawals, travel (hotel and airfare), jewelry, restaurants, florist purchases, and entertainment.

The SEC asked the Court to disgorge Moore of all ill-gotten gains and proceeds. The complaint charges Moore with  violations of several statutes involving the fraudulent sale of securities.

The case is assigned to District Judge Louis Guirola, Jr and Magistrate Bradley Rath.

"Fueled by these material promises of short-term distributions, some investors took out lines of credit on their homes to invest in Mississippi Green."

Sorry, not sorry. If you do this, you're an idiot and deserve what you get. No matter the investment. Mississippian's are easily deceived and duped.

@11:55

You in fact do NOT deserve what you get you horses ass. People are constantly told to invest and make intelligent decisions with their money, and someone who is attempting to do this, and loses their shirt did not "deserve" it, any more than anyone else who loses money on an investment. I am sure you have never lost money on a stock huh....... You are prob a CFP who makes 75 grand a year hustling people in a polyester suit who thinks they are gods gift to finance.

That pig has money and weed in the photo that’s so cool !

Two things can be true at once. It's true that you should not stupidly and foolishly hand your money over to what should have looked like a shady, too-good-to-be-true, kind of proposition. And truly, that can be your fault. But it's also true that we should use the full weight of law to come down hard on people who bilk people, whether they are smart or not so smart.

I doubt much, if any, money will be recovered.

Is Snoop Dog still in the business? I hear that he and Martha Stewart's medical marijuana business is "legit" and profitable.

12:08, 11:55 here. Not, not a CFP. I do my own, invest in ETF's that are proven. Sure, there have been ups and downs, but for the most, part I always end up in the black. Low or no cost index funds, flip some land here and there, and make safe investments. Making base hits slow and steady versus trying to hit home runs. I don't invest in hip new fads like weed farms. Yes, I was invited to the pitch meetings when these things got legal. Smelled a rat from the get go. Only one was legit, but even then, I wasn't putting my money in them. "If it sounds too good to be true....."

Legalizing an industry that has been illegal for a long time does not get rid of the type of players who were drawn to it back when it was still illegal.

If you can't trust (legalized) drug dealers, I mean who can you trust, really?

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.

In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!

This is definitely a Beaver production.
