Entergy cut off power to an apartment complex in South Jackson after it discovered meter tampering occurred. Residents called WLBT's 3 On Your Side for help but once WLBT started digging, the plot thickened. WLBT reported:

I lived there (3rd floor) in 1973. We sat around the swimming pool many a hot night. I see the pool is now gone. It was a fun, safe and CLEAN place to live back then. Why do people think it is okay to throw trash on the ground and leave it? For Christ's sake, you're not paying rent. At least be grateful for a free roof over your head and pick up the garbage!
One resident had security concerns because of the darkened apartments. “Because you don’t know if somebody is going to come in, kick your door in and shoot or do whatever,” she said.
So all these tenants were evicted TWO YEARS AGO and have not paid rent for two years. Did they not notice they were not being dunned for rent, and were living rent-free for two years? I have never had a landlord that failed to notice if a tenant was not paying their rent for TWO YEARS!

Multiple landlords have alleged that evicting tenants in the City of Jackson can be a waste of time, if the tenants that were evicted just move right back in. They’ve stated you will not get any help with the Jackson Police.
Just more Democrat pro-crime BS that took off with Kane Ditto and his hiring of Jimmy Wilson. The best thing the current owner of this property can do is sell it to an amateur that thinks Jackson is savable, or let it go for taxes.

Poor reporting by WLBT; they kept referring to these individuals - who they put on air and let them air out their grievences and poor conditions - as "tenants".
No WLBT, they are squatters. If they are not renting the apartment spaces, they are not tenants. Tenants are individuals who occupy space rented to them by a landlord. This landlord evicted these individuals and, at least according to your report, they were not supposed to be on the property.
How many able bodied people live in these apartments but get a check from the government because it's easier to do that than work?

How long did they live there while paying no rent and getting free electricity and free water? Sort of hard to go back to paying for what you use.
