It appears the city of Jackson missed out on a major grant for repairing Woodrow Wilson Road because it could not properly fill out an application.

The Central Mississippi Planning & Development District distributes federal road funds to cities and counties. Up for grabs was a $6 million grant to fund improvements and repair to Woodrow Wilson from Mill Street to I-55. Jackson would have to provide $2 million in matching funds for the grant.
Commissioner Pete Perry asked Public Works Director Lorenzo "St. DuBois" Anderson about the status of the grant. Mr. Anderson confessed the application was rejected because it was incomplete. Yup. The city of Jackson missed out on a major grant to fix Woodrow Wilson because it could not fill out paperwork. Sounds familiar. However, Mayor John Horhn reassured everyone as he said CMPDD would administer a second round of grants in November.

Too bad they never gave a thought to all the people undergoing treatment for cancer, some in a very fragile condition, on their way to the UMMC cancer center from I-55. There is just no excuse for Woodrow Wilson being in the condition it was.
Pathetic. Can't the city hire someone dedicated to completing these kinds of applications? My mother-in-law used to do the paperwork for JSU to secure grants.
This exact problem happened under Chokwe in 2018 too. Woodrow Wilson was set to be funded and they didn’t fill out the paperwork. What a damn shame. At least the CMPDD is going to repave Old Canton next month.
I believe the city realized what a big mistake this was and they went out and paved over the awful spots on the hilltop of Woodrow Wilson. Now, instead of your car’s transmission falling out and your trailer coming detached, it just feels like a simple speed bump!
Man. I really wanted to believe in Mayor Horhn. This is most disappointing. I believe if they weren’t so focused on crying racism! about the airport maybe the application could have been completed fully. Woodrow Wilson is the most important road besides Lakeland in Jackson. Our VA and State’s only Children’s Hospital is accessed via WW, and the city’s portion and MDOT’s portion both look work out and pitiful!

This same thing has happened many times in the past and through several recent administrations. The people they hire to handle technical paperwork often have the qualifications for the job but not the training and experience. Without proper oversight they simply kick the cans down the road and deadlines pass and opportunities are lost. It comes back to poor leadership. Actually it's no leadership.
Thank goodness for Pete Perry. At least someone is honest and holds City of Jackson personnel responsible and accountable. This was a coverup until Pete asked the question that should have led the discussion. We dropped the ball.

Woodrow Wilson doesn't just need resurfacing - the entire foundation of the roadbed must be rebuilt or the new pavement won't last.
It ought to be apparent that it does not matter who the mayor is. The names may change but the unchanging characteristic is incompetence. That’s not going to change until the population of the city changes
Of course ,this is totally understandable- the COJ was to busy running the airport and the water & sewer department and installing the missing red light on Old Canton @ Colonial-they can't do everything. Bless their heart!

It's this level of incompetence since 1997 administration that has stripped this city of its integrity and beauty. Look at the airport and water system failures. It's not going to change. They will play race card and play the poor little victim song instead of admitting the truth. Jackson is not rising anytime soon so get a new slogan such as Simple Simon.

Jackson does not hire people because of their experience and knowledge. They have other qualifications that must be met. They just can't find people with experience and knowledge that also has the qualifications they need to work for Jackson.
The meeting has the same level of energy being expended as that being applied to the action items on the task list.
there is an entire industy that came into existence to fill out government forms for entitled but ignorant people. Some genius deternine that most people on government assistance are lazy and stupid. And the government is willing to pay for the service to sign up more people for these services.
This incompetence appears to lie with the Public Works Director. Hopefully this apparently bad appointment by the mayor is not repeating itself in other departments.
The City said on WAPT yesterday that they were broke. They don’t have the matching funds.
And frankly they couldn’t run a one clown circus on a good day. 🎪

Nope. From watching previouos meetings, the matching funds for this project have been approved and sitting in waiting for several years now. A couple of months ago Mayor Horn said this was his top priority project, while his Publlic Works Director sat beside him and never let on that he failed to get an application turned in.
Incompetence at its best, but reflects more on the Mayor than it does on his selection of Anderson to fill one of his top two positions - the other being a Police Chief and it doesn't look like that one is working out too good either.
Thank God he got Peter Txxxx in place to try to oversee all these areas; appears to have been the only good appointment he has made.

PTL… a new and wonderful red light has been installed on Old Canton/Colonial… while it is long overdue- it has been replaced and working well- Thankful for the basics!

Jackson has become an eyesore of our state. The people that reside in Jackson can’t elect a qualified, serious person to save their lives. The next people elected will have the same mentality, song and dance.
Incompetence. Do they not have leadership? A COC? Supervisors? Managers? Jackson just needs to be taken over by adults and send all the children home and ignore their pouting.

You know, probably the saddest thing to think about for Jackson (and most decrepit cities in the USA for that matter) is the fact that Capitol St should be decked out in American flags and decor and there should be a massive patriotic parade tomorrow like there was decades ago. But now we “can’t afford it” and really no one would even go. We’ve lost so much in the USA. Still lots to be thankful for, but we have no real communities anymore.
FYI. This section of WW has been bid previously with an MPO share. It was way out of the available funds. Long story short, they had to let that money go back so they could try for more.
This is the gateway to UMMC and the state owned stadium. I’m sorry, but the state should allocate the funds and pay for it from I-55 to State Street. Let the City handle the section to Mill Street.
He's in a bind. If he fires fools and hires competent, honest people, the Lumumba crowd will come back with a vengeance and the City will be even worse off. For Dems, government is a patronage jobs program, first and foremost.

From watching a meeting of the Commission a few months ago it appears they approved money for a contract to redo the section around five points.
I believe the city has not realized what a big mistake they made in hiring this new public work director. His track record so far hasn't been stellar in any way (can't even answer questions from the Council during regular meetings or sub-committee sessions, can't give an answer or info in the Commission meetings) and now drops the ball on a major deal that was due only to his incompetence. Six million for the single most important project on his plate and he can't get an application filed? And he still receives his $150,000 salary?
True, Peter is by title over all departments, but it isn't his job to do all the work of any of the departments. Neither can the Mayor, although as one famous president once said - the buck stops here, so yes it falls on the Mayor's head that he hired an incompetent employee of a big-time buddy to run one of the most important departments in his administration. Now it falls on his head that he is evidently willing to put up with this continued incompetence and keep that guy in his high-four paying PERS position and live with his failures.
Woodrow Wilson is not the state's responsibility, it is the City's. And yes, the City did apply for and receive a couple million dollars for this street a decade ago which were returned this year with the intent to apply for a larger grant due to the cost of the project.
The state is spending over $25 million on State Street for the city; just how much do you think the state should spend for Jackson's streets?
But since you mention it, the State did provide $4 million to the city for another street outside of its CCID funding. Wannna know which street that was for? Hang on --- Woodrow Wilson! So, the state has given the city approximately half of what was needed for this street already - if, IF, the city had done its work and gotten an application submitted for these other funds, this street would be redone at no cost to the city.
But.................
Jackson, the city of incompetent leadership. The next city election will bring more of the same. Keep the grift going for the next generation.
