The Fondren is plagued by an affliction. However, the affliction has a name: Todd Higgins. Higgins is not happy unless he is setting fires and tearing up houses, which he has been doing for years. Unfortunately for the victims, he is a star pupil of the Hinds County Catch & Release Program.
The Capitol Police arrested Higgins and charged him with malicious mischief on December 17 for allegedly vandalizing a house on Patton Avenue. The police report states:
Undeterred, Higgins went back to his usual ways. Residents complained on Nextdoor:
Pennsylvania Av residents woke up to a guy trashing the yards with dumped out garbage. He knocked our gate down, turned on the water spouts, threw garbage all the way up to Kings Hwy. He’s small frame wearing a black hoodie. The last time I saw him was 7:45 headed up King’s Hwy towards Old Canton. I called Capitol Police and they are looking for him. I see him pretty much everyday in Fondren. The last few days he’s been around Pig & Pint/YANA Club. I’m certain he’s the guy that stole a few packages off of my porch. he hangs out there so he can duck into Yana when the police are on him. Unfortunately all the neighborhood can do (even after I had the judge trespass him from Fondren in June) is wait till commits a felony level problem like he has several times in the past. Raymond jail is not taking or holding any misdemeanor crimes Yep,tore all the Christmas decorations down Fondren Pet Salon I saw him dumping trash in the middle of the day last week. Also saw police cars nearby that were ignoring it.

Readers are familiar with Higgins. JJ reported in June 2025:
Higgins is well known to local law enforcement. PD arrested Higgins in May 2020 for arson and allegedly threatening to kill the homeowner. Jackson Municipal Court Judge Jeff Reynolds set his bond at $500,000 in an effort to keep him from committing more mischief.
The Hinds County grand jury indicted him for third degree arson later that year. The case was assigned to Hinds County Circuit Judge Adrienne Wooten.
Higgins pleaded guilty to the indictment in September 2021. Judge Wooten sentenced him to serve 3 years in prison but suspended 361 days of the sentence and gave him credit for time served. She ordered him released from jail that day and ordered him placed under supervised release for all of one year. After gaining his freedom, Higgins returned to doing what he does best: being stupid.
PD arrested Higgins again in January 2024 for burglarizing a vehicle at North Mart Plaza. A Jackson Municipal Court Judge set his bond at $2,500.
Undeterred by his arrest, Higgins struck again in February when he allegedly stole two handicapped bicycles from Independence Living. The Capitol Police charged him with grand larceny since the bikes were valued at $5,000. Judge McDaniels set his bond at $50,000.
The Hinds County grand jury indicted Higgins for grand larceny in May:
The police arrested Higgins a few months later in June for allegedly breaking into Q-Customs on I-55 by smashing the front window with a brick and stealing several items. JPD charged him with burglary of a business. A Jackson Municipal Court Judge set his bond at $25,000.
Higgins pleaded guilty to the grand larceny indictment in December 2024. Special Circuit Judge Barry Ford sentenced him to serve five years in prison but suspended two years of the sentence, giving him credit for time served. He is to serve two years of supervised probation upon release. Earlier post.

here’s a guy known as the “Caveman” that has been frequent problem in the Fondren area. He has been known to steal and vandalize. The good news is I saw him at intersection of Lakeland Dr and Old Canton Rd across from Aladdin’s restaurant where the Capital Police had him handcuffed and on the ground. I hope they can keep him in jail longer this time.
Unfortunately for the residents of Fondren and Belhaven, they are on their own as judges and prosecutors aren't serious about protecting them from the likes of Todd Higgins.
Kingfish note: Dear judges and prosecutors: If you want to know where vigilantism starts, this is it. You have failed Fondren and the hard-working people who pay your salaries and keep you in office. Y'all want to bitch about businesses leaving Jackson. THIS is why they leave Jackson. Start doing your damn jobs or else we will start doing them for you.

Wow if some of these liberal pansy Fondrenites would just exercise the castle doctrine they could easily solve this problem themselves. And there is a reasonable fear of mortal danger when dealing with a known arsonist on your property. Also easy enough to plant a bic and a bottle lighter fluid next to his corpse.
Bradley Welborn exercised the castle doctrine in self defense and JPD charged him with assault. I never heard how that played out before he died.
Shoot him. He's a white man in Jackson so it's unlikely you'll be prosecuted for it.
You would think these circuit judges in Hinds County would understand that this kind of individual needs to be dealt with. That means imposing the maximum sentence available every time this creature bobs up in their courtrooms. But no, this is Jackson. We think effective law enforcement is a product of white peoples oppression even when creatures like this one are white. One can hope that he will get himself shot one of these night.

The mentally ill should not be allowed to wander the street. Most are incapable of self care. We must legislate humane incarceration in mental health facilities and pay for those facilities.

Jackson did not create the mentally ill but it does attract them. This diverts them from the surrounding towns and suburbs. It's really a metro problem but Jackson bears the brunt.
So Jackson has no way to jail misdemeanor offenders, at least until they post bond?
Most misdemeanors are punishable by 30-365 in jail. But Jackson and Hinds County have no way to enforce such a sentence??

I am certain you are being facetious. The truth is that budget issues weren’t the primary drivers for disbanding federal government mental health facilities. It was revulsion and trepidation from learning how the USSR and EEC (now EU) used the legal system and mental health as a political weapon against dissent. You didn’t even need any pretense of a show trial. Just a judge signing an order behind closed doors and you could get lobotomized and shock therapy until you became a vegetable.

There is no "law and order crackdown" that will solve this problem of the mentally ill. It's a matter of spending the money required for their treatment and housing. Jackson alone does not have it and the surrounding areas which benefit from Jackson don't want to contribute. This man and his type do not fear incarceration and they will not stop their antisocial activities. The question is whether we have the will to pay for the solutions. As long as the problem can be confined to Jackson, I think not.

I recently binge watched an 80’s british series called Yes, Minister followed by Yes, Prime Minister (after Jim Hacker became PM) and it is really sad to contrast the past with what everyone has lost in the last 40 years. Both series were popular in the US back in the 80s on PBS and aired on Mississippi ETV. Now British leadership are just pure evil.
