Uh-Oh, Stokes Won't Be Happy

Jackson Mayor Chokwe Antar Lumumba issued the following statement about police chases yesterday.


Wednesday, the City of Jackson held a press conference in reference to a recent high speed chase led by the Richland Police Department that ended in a Jackson neighborhood. The City Attorney for Jackson, Tim Howard spoke from a legal perspective on where the law stands in the state of Mississippi when it comes to police chases. “The current law concerning inter-jurisdictional pursuits found in Mississippi Code Section 99-3-13 allows for such pursuits without regard for the severity of the alleged offense and with no requirement that the entering officer give notice to the jurisdiction he or she is about to enter,” stated Howard. Mayor Chokwe Antar Lumumba discussed having a conversation with metro-area mayors and the need to take a diplomatic approach to preventing police from outside jurisdictions from chasing suspects in Jackson. “We’ve had the grandiose statements that have been made by city leaders in the past, speaking to the issue and that has not led to a different result. It is very clear that the best course of action is to take on a diplomatic approach and work across municipalities and across jurisdictions in order to come to a resolution. To this end, I’ve already engaged in conversations with mayors across the metro area to talk about coming together along with their law enforcement leadership in order to address this issue,” said Lumumba. Mayor Lumumba also stated these inter-jurisdictional police chases pose a danger to the citizens of Jackson and in some cases, have ended in car wrecks and deaths. The Mayor added, “Simply saying we’re going to throw rocks, bottles and bricks at people doesn’t solve the problem. That just provides a grandiose statement that leads to more dissention, and more confusion and more police chases. It is best that we sit across the table and identify what the common ends and objectives are and from there, provide a solution that is in the best interest of our citizens.”


Kingfish note: Just one question. If there is a no-chase policy, what about stores such the Walmarts in Ridgeland and Clinton. The thief only has to run a few yards and he is across East County Line Road. A Clinton Walmart thief only has to drive a few hundred yards and he is in Jackson as well. Will it create a DMZ of sorts where thieves will hit these stores more, knowing their chance for escape is much higher? Something to ponder.

Why does Lumumba rattle on and on when trying to say something simple? Here's just one of many examples: "It is best that we sit across the table and identify what the common ends and objectives are and from there, provide a solution that is in the best interest of our citizens.”

His elecutionistic ramblings aside, what the hell is a common end and objective and providing a solution when crime is involved? I frankly don't give a rat's ass what he or anybody else in Jackson thinks about our law enforcement crossing a city line to apprehend a criminal.

A 'solution that is in the best interest of our citizens' is to take a real and sensible approach to dealing with the criminal element that stays in Jackson. The rest of us, those who live in surrounding towns, will worry about our LEO. You (Chocwe) need to concentrate on 'dealing with the problem'.

Whether one throws rocks and bottles or just throws words...neither has any effect on the problem.

The situation in Clinton and Ridgeland where the Wal-Mart sits almost on the city border only presents a problem when the police chase takes them miles into the city of Jackson. A short sprint down Highway 80 or through County Line Road parking lots will often be necessary to stop fleeing shoplifters, but high speed pursuits through residential streets are ultra dangerous to the public and should only occur when necessary to capture a person who has committed a very serious crime or who simply cannot be allowed to live at large. Police should always act as if their pursuit is in their own neighborhood and their own children are present. Remember, no matter what the perpetrator has done, no police officer is trained to discharge his weapon unless he knows innocent citizens are not in harms way. Why is a speeding car so different?

Yeah, ok. Just send message that all shoplifting is ok, and no chase is warranted. Then, watch businesses continue to leave Jackson because they are not being protected. Then, we'll hear that taxes are being raised because not enough business tax is coming in. Not enough jobs. And, it's all the fault of white people taking their dollars to Madison/Rankin. In the end (like everything else), it will circle back to RACE. No, Antar...it's not about black/white....ITS ABOUT GREEN. You seem like a fairly intelligent person, and I think you understand this, but you're pandering to the 80% base to get re-elected instead of trying to solve Jacksons' biggest issue. You're no different from every other politician who wants re-election. One thing you can say about Trump, he doesn't care whether he gets re-elected. He cares only about fixing things.

Well if the Rankin County LEO's can't chase suspects into Jackson, then the well armed and trained concealed carrying citizens of Rankin will openly and publicly defend our standard of living with deadly force.

Then Kingfish can post some more lynching articles from 100 years ago and a millenial liberal arts major at Jackson Free Press can compare a dead shoplifter bleeding out in the Bass Pro parking lot to assassination of MLK.

Law enforcement in Madison and Rankin counties need to start profiling heavily. Stop and search any suspicious vehicle from Hinds county and charge any infraction possible. Many people driving and riding in these vehicles already have outstanding charges and maybe even warrants against them. This is the best way we have available without being able to fence the thieves in Jackson.

Fortunately for the police these perps don't know where to go in Jackson on a 100 mph chase. They keep driving into their own 'hoods off Bailey Ave. or Medgar Evers drive etc. Take 'em into Eastover or through the Old Canton Road neighborhoods. Let 'em slam their stolen Crown Vic into one of those living rooms. New pursuit policy on the way.

When Crack was the drug of choice for black kids in 80s, laws were inacted to lock em up and throw away the key. Now that white kids are overdosing it's an epidemic that requires education and compassion. You won't see a high speed chase on 463 or 51 in Madison and promise you there are shoplifters in Walmart and Kroger. How about Ridgeland...no shoplifters in Renaissance.

Sooner or later enough big wrongful death or serious personal injury jackpot cases are going to fall into Morgan and Morgan or some other scumbag hustler lawyers laps that the city coffers of these small towns will dry up. If you think the police can chase a shoplifter and tear up the neighborhood wait til you see an ambulance chaser chasing that case.

If the criminal vermin would stay stay on their side of the Pearl River then the high speed chases wouldn't happen. It appears that they have run out of business and innocents to prey upon in their neighborhoods.

The City of Jackson can be soft on these parasites if they want to, but it won't be tolerated in Rankin County. We will use deadly force to defend our family and our property. And no Rankin County Grand Jury will indict us for self defense.

Oh yeah, the perps were from Jackson. AND they were apprehended. Simple answer to this problem, parents need to teach their children right from wrong.

Why not just install remote-activated tire spikes on the small city-Jackson line on the routes taken by the crooks? When a car attempts to run from the cops out of whatever small city (at 10 or 100 mph), the cop hits the, um, "schvoogie button" and the chase either ends or slows WAY down. Yes, the initial cost would be there, but it might be money well-spent.

I was a prosecutor of felony cases for almost 20 years. The first rock, bottle or stick that got thrown at a law enforcement officer in Jackson, I would indict the perpetrator for assault on the officer. If he admitted he had done this because that what Kenneth Stokes had advised, I'd indict Stokes, too.

The mindset of Jackson and it's leadership is revealed in Kenny Stokes wild raving where he called for "bottles and bricks" as a response to police chases in Jackson. Notice, he did not call for bottles and bricks to be used against the crooks who caused the chase. You never hear of community revulsion or official outcry against shoplifters who endanger their neighbors with high speed flight from police. The response is always a limitation on the ability of police to protect business and property. That's why business and property will continue to leave Jackson. While this mayor is trying to impress his radical comrades in Detroit, San Francisco, or wherever, his city will become an economic ghost town if he does not address this poisonous mindset.

I don't know what 10:37's legal experience is, but I've practiced law for 40 years, and he's got a point. There are more lawyer ads on TV now than there are ads by used car salesmen and aluminum siding salesmen. Not coincidentally, there is much more frivolous litigation, and the American dream is changing from getting a job and working hard to getting rich quick by finding someone to sue for something. Sadly, the practice of law used to be more dignified.

In the hypothetical scenario, if someone was being chased for shoplifting at a Walmart and ended up killing or injuring a random stranger in a wreck, I would be infuriated. I would much rather 20 shoplifters got away than a single innocent life be taken. I think the multi billion dollar corporation will be ok if someone makes out with some free electronics.

The best solution might be to make police departments pay for their lost lawsuits out of their own budgets and salaries instead of making tax payers fix their negligence. Maybe if their retirement funds were on the line, they would actually have an incentive to use some common sense occasionally.

I hate the idea of individuals committing crimes and fleeing for the Jackson city limits in order to get away. However, having spent 30 plus years in law enforcement and seeing some of the crashes resulting from a high speed pursuit, please consider this. Once a high speed pursuit begins there is a high likelihood that there will be an automobile accident. Either the perpetrator crashing or a law enforcement officer crashing. Consider this, your husband, wife, son, daughter or other loved one is injured or killed in the accident and you learn that the pursuit was because of a stolen TV from Walmart or other minor offense, after that you are ok with the pursuit, then chase on. I don’t know the solution to this issue, I do know that my loved ones lives are worth more to me than apprehending a misdemeanor shoplifter.

What I'm saying is that it's a slippery slope, and when the criminals believe there is no recourse for shoplifting, businesses will take note, and depart. I don't know what the answer is, but to make continuous public announcements that cops will not enforce petty/misdemeanor crime, that's troubling. And, yes, that's what Lumumba is basically saying. Kinda like paying the water/sewer bill. When people believe there is no recourse, they wont pay...and that belief spreads. In other words, if you give an inch, people will take a mile.

The lack of curiosity about this issue is stunning! Read up on the issue from law enforcement experts!
Weighing the risk to the public doesn't result in a failure to " catch the thief".
We live in a modern world where co-ordination between law enforcement is not " dial up" or " radio wave" anymore!
Innocent Mississippians have died in police chases over a failed attempt to forge a check and stolen cars. Catching the perp later when you have descriptions of the car, the license plate and the perp by other than a chase is successful simply by co-ordination and trapping.
There are circumstances when a chase may be necessary for the greater good, but property theft isn't one of those!
Having agreed upon guideline and methods in place is not rocket science and will save lives...maybe YOURS.

5:45 Please stop casting those who are concerned about these dangerous chases as people who "suggest we ignore shoplifters..." . I suggest that our police officers are intelligent and capable enough to PRIORITIZE their pursuits so that they don't endanger innocent people unless the situation warrants that kind of action. It's like shooting. We expect an officer to know when it is appropriate to shoot, not just when it is legal. Sometimes a fleeing shoplifter should be chased and apprehended, sometimes it is too dangerous to the public to do so. I simply say put in place a policy that allows the decision to be made, in real time, depending on the circumstances. I say this as a parent who lives in a relatively quiet community wondering what it would be like for a crook and the police to come down my street and plow through my yard to catch someone who stole a T.V. set. Stop shoplifters...but not at any cost.

Stolen cars absolutely should be chased. Too often they are used for the commission of more serious crimes or used by fugitives from other states. How many times have we read about a killer or violent criminal caught because he was in a stolen car?

As for the police chases themselves, the good cops will indeed prioritize. Then there are the cowboys. They work in small towns. They might get a homicide every few years, some aggravated assaults and a carjacking during a year, and that is it. They want some action. You know, like the replacements at the end of the war in Band of Brothers. I wanna shoot a Nazi. Where's the enemy?

What is ironic is the stores in Jackson often don't arrest shoplifters, right Kroger? I've personally watched the deputies at Kroger catch shoplifters only to see management tell them to turn them loose after recovering the merchandise. Others will have them arrested but then don't bother to show up for court.

So, you equate the value of your loved ones life to that of a $500.00 TV from Walmart ( which may cost Walmart $250.00) As I said, In don’t know the solution but I have seen several innocent people seriously injured during in a crash during a pursuit. I initially believed in pursuing criminals no matter the crime but I changed my mind over the years. Hopefully no one close to you will be injured in one of these crashes, but if it happens I bet your thoughts change. Oh, I am a republican.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.
