Perry "Drank a Couple of Beers at Work While Euthanizing Dogs"

Jackson Animal Control Officer Paul Perry pleaded guilty to First Offense DUI and Destruction of County Property in 2016.  Mr. Perry has been under fire recently for refusing to seize vicious dogs that kill pets in Jackson.

JJ obtained a copy of the police report through a public records request. The report is posted below.  The report states Perry drove his Nissan Titan over a road sign and into a ditch on January 4, 2015 on Yandell Road in Madison County.  He walked away from the scene of the wreck.  A Madison County deputy went to Perry's home since he lived only a mile away from the wreck.  His wife said he was not home and called him.  Perry told his wife he was at the neighbor's house next door and that someone stole his truck.    The police report states:

Mr. Perry had a strong odor of an intoxicating beverage coming from his breath. His clothes were soiled with mud (there were several imprints in the mud at the location of the wreck), and his pants were unzipped. There was a large wet area on the front of Mr. Perry's pants; he later stated the he "pissed" on himself. Mr. Perry stated that he worked for the Jackson Police Department as a Animal Control/Police Officer. He stated that he drank "a couple beers" at work while euthanizing dogs. He stated that he stopped at the Exxon station on Gluckstadt Road to get a 24 ounce beer and was robbed at gun point. Deputy Thompson questioned Mr. Perry as to why he did not go inside the gas station to call 911 after his truck was allegedly stolen. Mr. Perry's response was that he was "Scared." Also, Mr. Perry had a cell phone in his hands when Deputy Thompson first encountered him. Had Mr. Perry been carjacked at the Exxon and walked home, as he stated, he would have walked within 10 feet of the location where his truck was wrecked. Mr. Perry was asked to give a breath sample on a preliminary breath test and he submitted. The device indicated that his breath alcohol concentration (BrAC) was .19 . Mr. Perry appeared to get confused about his account of the preceding events during Deputy Thompson's questioning. Due to the totality of the circumstances, Deputy Thompson believed that Mr. Perry had in fact wrecked his truck and walked home to avoid an encounter with the sheriff s department, because of his grossly inebriated state. Also, Mr. Perry still had his wallet and cell phone on his person. He was instructed to get into Deputy Thompson's patrol car to ride back to location of the crash. The truck doors were locked and Mr. Perry did not have the keys on his person.

Perry flunked the field sobriety test.  However, deputies discovered something else when the truck was pulled from the ditch:

When the vehicle was pulled from the ditch by Sander's Towing, Deputy Moore noticed that there was a deer in the truck bed, because there was an opening in the bed cover of the truck. The bed of the truck was covered with blood that was in a liquid state. Also, there was steam coming from the deer as we raised it up and saw a bullet hole. There wa a spent 30-06 cartridge lying in the bed of the truck. Also, there was a spotlight lying on the front passenger's side floorboard. Mr. Perry stated that he killed the deer in Clinton before he went to work that night. Game Warden Bobo was contacted. He stated that he could run a temperature test on the deer, but would not likely get a confession from Mr. Perry. Mr. Perry was held at the Madison County Jail on a $1550.00 bond.
Perry pleaded guilty in Madison County Justice Court to first-offense DUI and Destruction of County Property on November 8, 2016. He paid a $500 fine and court costs for each offense.  JPD took no disciplinary action against him.

The JPD Animal Control Officer has been the subject of controversy recently.  A trio of pit bulls recently terrorized a Northeast Jackson neighborhood and killed a family's pet pug. The owners of the hapless pet told the Jackson City Council that Perry refused to seize the dogs even though the Jackson Municipal Code states dogs that kill pets should be seized.  A Belhaven woman also told the  City Council last week that Perry refused to seize a dog that killed her pet Pekinese.

Kingfish note: Refuses to enforce the law.  Somehow can't seem to stop vicious dogs from killing zoo animals.  Gets a criminal record while working for JPD. DThis video says it all.



One of the victims said he was the "Epitome of everything that is wrong with Jackson."  The Kingfish disagrees with Mrs. Litton.  Perry is perfectly qualified to work for the city of Jackson.

The Lumumba administration better start getting their act together and getting something done. How many poor animals have suffered because of this worthless city employee. I thought city employees had to live in the city limits of Jackson. Apparently not Mr. Perry. Fire him Chokwe!

Hell, this day and age, game wardens can arrest you for less than reasonable suspicion and you can get in more trouble with wildlife than most other cases. Im surprised the ole 'possum cop didn't go in for the kill on this one.

You know, if you pay attention to the people who make the above argument, they are usually soft on crime. They like judges who bless convicts, turn killers, loose, and give little bond, if any. They have no problems with killers who beat people to death in Waffle House parking lots getting ten years or less. They usually argue there is no crime problem either.

Of course, they will scream bloody murder if a thug kills a six year old child in cold blood but if a pack of pit bulls kill that same six year old child, oh well, that's life.

Depends on whether they lived outside the city limits before the ordinance was changed in 2014. If hired after the ordinance went into effect, they are *supposed* to move to Jackson within 6 months from hire date.

Now do you really think they enforce this?

Thankfully for Mayor Choke, the majority of outcry is not coming from his voter base. It is simply coming from the gentrified opposition who no longer have a strong voice in the City of Jackson.

I live near Yandell Road and there are a number of people who work for the City of Jackson out there. How do I know? They all drive city vehicles such as police and maintenance. I have seen a city of Jackson animal control vehicle out the several of times. Did he wreck his work truck?

This is the same guy who gave out personal information to thugs who threatened to kill Chrissy Cheshire, an animal rescuer in the Jackson Metro area. This deplorable excuse for a human being works in conjunction with other horrible excuses for human beings in Jackson who capture dogs for dog fighting. Apparently Cheshire rescued a dog or multiple dogs that Perry was supposed to get to give to the dog fighting ring because Perry wasn’t answering the Animal control phone so the cops let Cheshire have the dog(s). Perry unleashed on Cheshire and then gave her name and personal info to the other guys who, in turn, threatened her life if she kept getting in their way. City of Jackson did NOTHING. Standard. This guy needs to GO...preferably to some solitary cell where no one will ever have to deal with him again.

Thank you for shedding light on this issue, Kingfish. Perry is a waste of taxpayer money.
This is not a partisan issue- he needs to go. There are plenty of people on all points of the political spectrum who despise animal abuse and people who abuse their positions of authority in general.

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online).
