51 lbs of heroin seized

Rankin County Sheriff Bryan Bailey issued the following statement and pictures.


Rankin County Drug Interdiction Task Force Deputy Seizes 51 pounds Heroin on Interstate 20

On Monday January 22nd, 2018 9:15 p.m. Rankin County Interstate Interdiction Task Force Deputy Lindley conducted a stop on a white Ford S.U.V. on Interstate 20 in Rankin County for a traffic violation. During the traffic stop the deputy suspected the vehicle was transporting drugs and/or contraband. A consensual search exposed 51 pounds of Heroin concealed inside the vehicle. The driver Arlene Viridiana MOYA, and passenger/vehicle owner, Trisha Lynne IBARRA, were placed under arrest for aggravated trafficking of Heroin and transported to the Rankin County Jail. Trisha Lynne IBARRA had her 3 month old child in the vehicle with her.

Rankin County Court Judge Tom Broome was contacted about the welfare of the child. Judge Broome ordered that Child Protective Services respond take custody of the child.

District Attorney Michael Guest will bring the suspects before Rankin County Court Judge Kent McDaniel for an initial appearance. No Bond has been set at this time.

The wholesale street value of the heroin is approximately $2 million dollars. The retail street value of the heroin is approximately $10 million dollars.

This investigation is continuing.

Makes me wonder if these task forces are a good thing or not? I thought the whole "drugs go east, money comes west" thing was standard procedure to those who question their motives. Or that's what the questioners use to fit their narrative. Seems it doesn't fit in this situation. Good Job Rankin County Sheriff's office.

SO is operating within its normal jurisdiction and performing its normal duties.

Unlike the Hinds SO which is operating in Morton in I-20 yet somehow can't seem to do the same thing in Vicksburg.

The Rankin County Interstate Interdiction Task Force is made up of Jurisdictions that work Interdiction teams all over Rankin County. They are made up of sheriffs deputies, ICE agents, and officers from different municipalities. They work all over Rankin County when needed. That said, I travel I-20 between Jackson and Forest all hours of the day and night. I see these guys out there all the time. I have NEVER seen a Hinds County SO anywhere in Rankin County. Might have happened a few times for some various reason, but its not on the reg.

Why is Hinds SO working 2 counties away when we have a huge drug/crime problem in Hinds County. How does Victor Mason authorize/justify this?

I'm not talking about that kind of task force. That is something operated by the Rankin SO within its own lawful jurisdiction.

I'm talking about law enforcement agencies who normally wouldn't be involved in stopping interstate drug trafficking because it is outside of their jurisdiction forming partnerships with local PD's that just happen to have interstates so they can play cowboy on the interstate and look for money.

do a public records request for the total number of Interstate stops for traffic violations by XXXXX county vs the number of stops that end up being a drug bust AND the ratio of those total stops that are locals vs detainees from other states

this is THE reason why county sheriff's departments do not get radar. Law enforcement has become a business. County sheriff departments' primary role was never meant to be traffic enforcement. Using traffic enforcement to stop the drug trade sounds like a noble idea, except for the fact that the primary motivation is the seized assets.

For local law enforcement this is a no-brainer. No one is going to complain about deputies stopping people from out of state

Hard to believe these arrests are due to driving violations. Suspect there is more to this interdiction. But thanks for getting these drugs off the marktet. Oh where were they going, to what market?

How do they come up with the retail value as $10 mill vs street value of $2 mill? Retail would mean legit right? The only legitimate buyer of heroin is Big Pharma right? They said heroin was coming and I think it's safe to say it's here now!

Great job using taxpayer dollars and resources to make an arrest which will have zero impact on the availability of drugs instead of investigating violent crime. The drug war is failed. Marijuana was the first to go legal, only a matter of time before we wise up about the rest.

The arrests are NOT due to driving violations, they are a result. The deputy sits in the middle of the interstate and reads plates. Finds a plate from TX/NM/AZ etc and follows. Articulates a traffic infraction (there are so many possible, it's quite easy just to pick one, such as "swerving in lane"). Initiates stop and proceeds to coerce the occupants to allow for a search.

This was cake and eating. The purpose of a sheriff depart. to have plate readers is to sit on the Interstate and profile vehicles that hit one of those few states and then identify a traffic infraction in order to initiate a stop.

The traffic stop is just the gateway to search for drugs. This is big business for the LE community

The majority of the drivers transporting drugs like this are recruited to drive the vehicle to a particular location. Not saying they aren’t aware they are probably carrying drugs but they don’t know where it’s located in the vehicle. They need the money. Putting them in jail for an extended period really serves no purpose.. there is an endless supply of those who need the cash. Losing the shipment is just a cost of doing business. But is one batch that won’t go up someone’s nose or vein.

Haven't you heard, the Patriot Act, Freedom Act and Liberty Act have gutted our Constitutionally protected rights against unreasonable search and seizures....oh wait, that only applies to Legal US residents, the illegals get the benefit of claiming sanctuary space where no Leo can touch them under federal law. I remember a few years ago someone in Madison (city/sheriff) stopped a work van on I-55 and found a LOT of dope in empty propane tanks. Stop and think about where to hide stuff in cars and trucks, seems to me that that have run out of ideas. Watching Live PD over the last year the drug stops in the West have simply been packed in sport bags or just packed in the back of an suv. No attempt to hid in any way. As someone said price of doing business. Like retailers planned markdowns.

Supplies are increasing not decreasing so a few losses are nothing to the cartels.

Now, having said that I hope the cartel guys burn in HELL for the misery that bring worldwide.

Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online).
