The murder of little Kingston Frazier was nothing short of evil. The Jackson metro area was paralyzed. A family was devastated and traumatized. Grown men and women cried when the news of the murder was reported. Seasoned cops said it was the worst day of their careers. However, the Hinds County Sheriff's handling of the case raised questions not to be ignored. A suspect was released. The Amber Alert was not submitted for several hours. Public statements were made that weren't true but were later called mistakes. Law enforcement should never be above reproach and the murder of Kingston Frazier is no exception.
The day's horror began when Ebony Archie stopped at the Kroger on I-55N around 1:00 AM (May 18). Police sources say she was at the Last Call bar prior to going to Kroger. She left her child in the car with the engine running. However, there was no real need to do so as the temperature that night happened to be rather cool and reached a low of 68 degrees.
The three suspects - Dewan Wakefield, Jr., DeAllen Washington, and Byron McBride, Jr. - just happened to be cruising the parking lot -up to no good - while she was inside Kroger. McBride allegedly stole the vehicle with Kingston still in the car even though there were two deputies working the Kroger security detail at that time of night. The child was alive when McBride drove out of the parking lot. It is not known if either deputy was present in the parking lot when the kidnapping took place.
It should be noted that JPD provided all public information about the case until Kingston's body was found even though it was the Hinds County Sheriff's Office's case . It was JPD Chief Lee Vance who held a quick press conference to get information to the public about the kidnapping so the child could be saved. HCSO had a duty to inform the public and enlist its help yet was more than happy to let JPD pick up the ball and run with it.
Readers know the rest of the events which took place that tragic day. The car and Kingston's bullet-riddled body were found on a road in Gluckstadt later that morning. Police arrested the three suspects later that day. However, the Sheriff's handling of the case raised several questions.
The Madison Sheriff's Office charged DeAllen Washington and the other two suspects with capital murder. However, DeAllen Washington turned himself in to Sheriff Mason. The Hinds County Sheriff inexplicably released Washington so he could surrender to the Madison County Sheriff:
Sheriff Mason refused to answer any questions or provide any explanation for his actions. He flippantly told the reporters present to go talk to Sheriff Tucker.
Understand what happened in the video. The Hinds County Sheriff released a capital murder suspect, a 17 year-old youth who is suspected of taking part in the murder of a six-year-old child. Washington was not handcuffed. Hinds County deputies did not transport him to Canton nor did Sheriff Mason keep him in custody until Madison County deputies could come get him. The Sheriff simply turned him loose and told him to go to Canton. Don't forget to stop by Mickie D's and get a happy meal. More than a few law enforcement officials contacted this correspondent to express their outrage at his release. Releasing Washington was inexcusable. The Sheriff owed the public an explanation but instead told the media to basically get lost.
However, the Sheriff stirred things up some more at a press conference held at 5:30 PM later that day at the Madison County Sheriff's Office. Sheriff Mason said:
At approximately around 2:30 this morning, we had one of our deputies working at the Kroger, he witnessed a female coming out of the store, and they made eye contact and she mentioned, my car is missing. Uh, at that time, that deputy, he drew a case number for the report and at that time we felt it was an auto theft not knowing the part about the child in the back. Uh, when we found out later it was a child in the back, we immediately notified Highway Patrol and put out an Amber Alert.
Unfortunately, Sheriff Mason's statement does not coincide with the facts. HCSO dispatch notified JPD of the auto theft and kidnapping at 1:28 AM. JPD dispatch notified all JPD units to be on the lookout for the stolen car with a seven year-old baby at 1:37 AM (10:10 in the audio posted below). (The minutes referred to in the timeline are the time in the recording. The actual clip is 30 minutes. For example, the 1:37 AM bulletin took place at ten minutes and ten seconds in the audio recording posted below.)

It is not known why the Sheriff claimed his deputy was not told about the theft and kidnapping until 2:30 AM. Two Hinds County Deputies were working at Kroger on a private security detail. One was working inside of the store. The other deputy was supposedly watching the parking lot. The kidnapping took place. JPD was notified at 1:28 AM by HCSO. Commander Tyree Jones arrived to the scene at 2:30 AM. JPD also issued this tweet at 2:28 AM:

Mason could not provide details about his statements that Archie did not immediately tell the deputy her son was in the car. He said he would have to check with the supervisor who had been on duty to get that information, despite having said it Thursday. Article.Sheriff Mason defended his statement on Facebook:
In one of the initial news conferences that was held, I reflected on a time frame that was relayed to me by my officer in the field. I reported what I was briefed on by the supervisors on the scene. While I shared approximate times, the information remained the same and those time lines have been cleared up now. Even after going through the approximate time lines on our radio system, interviews had to be conducted, and every moment was precious. We sought to include all pertinent and accurate details. We did all that was necessary to conclude the investigation, despite what you may be hearing.It's the deputy's fault. Got it. The Sheriff's statement at the press conference caused more outrage to be directed towards the mother. His statement caused many people to assume she was in Kroger for over an hour while her child was in a car with the engine running. The comments made about her were not too nice in their nature. The statement also expects one to believe that a mother, even if intoxicated, wouldn't at first tell the police that her child was kidnapped, a statement that was belied by JPD bulletins.
However, the excuses did not stop with Facebook postings. More questions were raised when it was discovered that the Mississippi Highway Patrol did not receive the Amber Alert activation form until after 4:00 AM - more than 2 1/2 hours after Kingston's kidnapping.
Mississippi Department of Public Safety spokesman Warren Strain said the Mississippi Bureau of Investigation received the Amber Alert notice at 4:06 AM and issued the alert twenty minutes later. That was nearly three hours after JPD got the notification from HCSO. The Clarion-Ledger reported in the same article:
Mason said part of the delay was due to trouble getting information about the car. Archie told authorities the car was not in her name because it had been bought from another person.
“These people bought the car from someone else, so the car was not registered to them. We had to get the information about the car,” Mason said. “The lady couldn’t tell us nothing because the car wasn’t registered to her. We had to take time to figure out the license number and serial number and everything.” Article
There is just one problem: the tag number is not required but JPD posted the license plate number on Twitter at 2:28 AM - over an hour and a half before MHP received the Amber Alert activation form. JPD issued an APB at 1:37 AM that stated the vehicle was a Silver Toyota Camry and that was 2 1/2 hours before the activation form was submitted to MHP. JPD actually sent out three messages to its units in less than ten minutes that stated the same description of the vehicle and two of them stated a kidnapping had taken place.
The Sheriff's claim that the alert was delayed because it took some time for deputies to obtain the license plate information is either not true or shows a lack of knowledge of how the requests for such alerts are processed.
However, the registration information is not required on the Amber Alert activation criteria checklist. The checklist is posted below. The first page has five "yes or no" questions. Link to Amber Alert activation form. It also states:
The alert must contain a description and photograph of the child, a description of the suspect or suspect vehicle, as well as the details of the abduction. Law enforcement should carefully consider not initiating an alert if there is not specific information for the public to use to assist in the recovery.There is no requirement for a VIN or license plate number for the vehicle. Such information is obviously useful and needed but the alert can be issued without this information. The second page asks for additional information such as the identifying information of the child, basic information upon when and where the incident occurred, and additional useful information if available.
So let's get this straight. The kidnapping takes place around 1:00 AM. JPD is notified at 1:28 AM and issues an APB that contains a vehicle description at 1:37 AM, and repeats it again a few minutes later. JPD tweeted the description, the kidnapping, and license plate number at 2:28 AM. However, the Hinds County Sheriff's Office does not submit a completed Amber Alert Activation form until 4:08 AM. The Sheriff claims the delay was because it took deputies awhile to obtain the tag number, even though the information was obtained before 2:30 AM. He also claims the mother didn't tell the deputy at first that her child was kidnapped, although the Archie family says that is not true. The JPD bulletins mention the kidnapping and Kingston's name. The Sheriff sets free a capital murder suspect in the case and tells him to go turn himself in to the Madison Sheriff. He next claims at the press conference that the mother didn't notify deputies until 2:30 AM and then weren't told at first about the kidnapping of Kingston Frazier. He thus blames the mother for the delays and his deputies as well.
The question that must be asked after reviewing the case : Is the Sheriff in over his head?

JPD has always refused to answer calls at Krogers because the Sheriff's Office works there. Plus, the Deputy on shift at Krogers was too inexperienced to know any better in what to do.

This thread by The Kingfish, to me, has several gaping holes that could be inaccuracies.
1) Kingfish has more than once assured us the boy was alive in the back seat in the Kroger parking lot. How does The Kingfish know this to be factual? What direct and specific evidence is there of that claim by The Kingfish?
2) The Hinds County Sheriff, whether competent or incompetent, has said consistently that the mother did not initially report that the child was in the car. So, Kingfish decides to lend credibility to one or members of the Archie family (who were at home in bed supposedly) who claim she DID advise them of the child being in the car.
How does The Kingfish explain relying on a comment(s) from family members who were not even present but who obviously have a stake in their version being believed?
3) Why has The Kingfish, our humble correspondent, consistently refused to question (if even to himself) where the mother was in that store for over an hour, what was she purchasing, where is the receipt, where was her bag of items and why was her cell-phone not confiscated and examined to see what, if any, calls she made or received just prior to leaving the night-club or while in Kroger? And if the mother was walking around inside the store for over an hour, did the deputy who 'was assigned to patrol inside the store' see her or report having seen her?
4) Why has The Kingfish expressed zero interest in finding out whether the three boys under arrest were at the nightclub, what their gang association might be or if others closely related (by social affiliations - gangs) to these boys were at the club birthday party given for the mother.
Looks to me as if The Kingfish has bought the story provided by the family and is also convinced by something a teenager in jail for murder might have said the morning he was jailed.
In his haste to 'convict' the Hinds County Sheriff for being a bumbling idiot, it would seem Kingfish is letting other parties escape scrutiny.

Sounds like a defense attorney decided to post on here. The whole case makes me saddened beyond belief. For the victim, for his family and for the wasted lives of the kidnapper/murderers. I heard the other day that about 300 of Jackson's youths are committing almost all of the mayhem in our City. We need to get on their cases and never let up. I am the poster who previously, in another thread, corrected Kingfish and attempted to explain the Amber Alert Activation process since it was reported in a cursory, sterile light. In practical terms, in cases such as this, a proper vehicle description is necessary.
The sheriff alluded that a description was not made available by the mother. The sheriff also stated that the original notice to the HCSO deputy was of only a stolen vehicle and not of a kidnapping.
The JPD dispatch logs dispute both of these public posits from the Sheriff.

It has nothing to do with what family members stated, but with the fact that the first reports states a 7yo baby was taken. Again, this is another of your red herrings, eat again.
3) It has been shown that the mother was not in the store for over an hour. That "storyline" was created by the Sheriff misstating facts, either intentionally or unintentionally. Yet again, this is something simply and easily disputed, now and when more information is made available. 4) Kingfish's lack of stating something that may not be true does not equate to "zero interest." Facts will come out and any affiliations founded in fact will come out.

The HCSO did not contribute to the death of this child. But it mishandled the situation, at a bare minimum.
