JPD grabs Hinds Catch & Release star at St. D.

JPD arrested yet another star graduate of the Hinds County Catch & Release Program. Undra Harper was charged with attempting to steal a car from the parking lot of the ER at St. Dominic Hospital in Jackson. His criminal history shows a pattern of indictments, low bonds, and no prosecutions. JPD issued this press release:


On Monday, February 16, 2015, Precinct 4 officers arrested suspect, Undra Harper, 34, for an Auto Theft at a local hospital.

Harper was observed by hospital security in the process of taking a patient’s vehicle near the emergency room. When the suspect was confronted, an altercation ensued.

Precinct 4 officers detained the suspect upon their arrival, and a search revealed that Harper was in possession of a weapon with the serial numbers filed off. A local check revealed that the suspect also had a warrant with Jackson Police Department for an Auto Theft that occurred in 2014.

Harper is a convicted felon with a lengthy criminal history and was out on bond under five indictments, stemming from a 2013 arrest for a series of Auto Thefts and Auto Burglaries. Harper was also on probation for a 1999 Armed Carjacking conviction at the time of his latest arrest. Auto Theft detectives attempted to interview the suspect, but he refused to give a statement. In addition to the Auto Theft charges, Harper was also charged with being a convicted felon in possession of a firearm during Monday’s arrest.


Harper has been arrested and indicted for more than a few crimes. Here is his criminal history:

*March 14, 2014: Indicted for auto theft. The bond is not known. No trial date has been set for Harper. No continuances have been filed. The file is just..... sitting in the clerk's office.*January 29, 2014: Indicted for five counts of auto burglary. SENIOR Circuit Judge Tomie Green set bond at $15,000.
*May 1, 2013: Indicted for auto theft at the U-Save Auto Rental on I-55 N on October 24, 2012. SENIOR Circuit Judge Tomie Green set bond at $10,000.
*April 30, 2008: Indicted for one county of receiving stolen goods. Judge Yerger set bond at $50,000. He later didn't appear in court and a warrant for his arrest was issued. That was settled BUT the District Attorney asked the court to drop the case on the grounds that Harper was an informant for the FBI. See the last page of the documents posted below. Judge Yerger granted the motion on January 19, 2010.

Kingfish note: Know what is missing from all of these files and prosecutions? A motion to revoke bond. The District Attorney's office has not filed a single motion to revoke his bond on any of these charges. Catch and release. He has yet to go to trial for any of the charges filed since 2008.

Unfortunately I can't find any cases on this guy in Madison or Rankin so we can't get Guest to do Smith's job and try to revoke his bond as we've done in other cases.

Isn't there some sort of emergency intervention available from the State? How can our elected leaders at that level continue to allow this situation to fester and grow worse? Will they act when a legislator or state officer or some other bigwig is mugged, robbed, carjacked and/or shot?

At least his cases got that far. A fella broke into my house on 12/22/13, was apprehended on the premises (girl power!) and still hasn't been indicted. I called the DA's office yesterday and apparently the case is still sitting on a detctive's desk at JPD. The whole system is broken.

instead of constantly blaming Robert Smith, why not look into what Judges Green, Gowan, and Kidd do. Weill is probably a nutcase, but at least he moves his docket. Green, as senior judge, is the main problem. If you deem yourself a reporter, dig there.

4:51 - I would like to see the Legislature take over Jackson, like how DC works. Not much in MS is more dysfunction than the Legislature, but Jackson is.

Hey 7:40 - you obviously don't know that in this day and age, very few cases go to a full jury trial. Most are settled by plea bargain, which puts a felony conviction on their record and sends them to prison for a sentence most likely similar to what they would have gotten had they gone to trial. Good DA's move the justice system along like this. Hinds county needs a DA that will move the bad guys off the streets and Hinds county jail into the state prisons. Smith just doesn't get it.

I am frankly surprised there was not a killing in the St. D. parking lot. A thug with this record having a weapon on his person being confronted by unarmed hospital security and a vehicle owner sounds like a recipe for murder to me. That donut-eatin' bunch of valet parkers are in no 'condition' to apprehend criminals.

I believe we have found the poster boy for what is broken in Hinds County. Don't believe for one minute that the FBI seriously trusted this guy. Or that he was necessary for their case/cases. Wonder what Judge Yerger was basing his decision on? If, in any way, the FBI is responsible for turning this criminal out to prey on others, something is badly wrong. It just looks to me like we have a DA who doesn't want to work and judges who think sparse calendars are part of their priviledge. Catch & Release is a great name for this pretense of justice.

Please, please, pretty please1 Let's not speak any negatives about Jackson. why this is just a couple of blocks from the safe haven of Fondren. This gentleman may have had a few "incidents" with the law, bu the is an undercover snitch for the FBI. a true citizen.Can't we cut him some slack?

Smith in the offfice or out should not make rat's ass worth of difference. The DA's Office should run lke a well oiled machine. Each and every assistant is resposible for the prosecution of those cases, even if the assigned ADA is out fot good cause. This includes taking a few minutes to "cut and paste" any manner of motions, trot down 1 or 2 floors and then argue them. All it takes to perform this smple task is a "warm body with a law license".
Still the responsibility falls on Smith to see that HIS OFFICE and STAFF do the job for which they are getting very well paid.
I can't for the lfe of me figure out f the whole bunch are inept or just plain lazy.

Neither. The third option is that it simply does not matter and they are well aware of that.

It's also a good example of the self-fulfilling prophecy in that they are performing at the lowest level of expectations and they have become what it was expected and intended that they become.

If you take an eighth grade gym class out on the track and announce that you expect them all to have completed one lap within fifteen minutes, how many do you think will circle the track in just over a minute? Maybe three. And those three will be motivated to compete against the other two and themselves. The rest will accept the fifteen minute challenge.

This Harper guy has made false charges against honest individuals, lying like he got robbed and assaulted. And the Jpd is believing this guy because this is what he does.Robbed, Assault and Carjack. Make false call and lie. Rob people and then cry innocents. He did my brother like this and my brother caught a charge. Someone got to do something to this guy because he is dangerous to society. I filed charges against him and I never heard anything back. Someone is protecting him from all his wrong doing and whom ever you are. I hope you are caught soon, because you are playing dirty. I know you either know someone who works at precinct 4 because this is where he does his dirty work, in their jurisdiction and always release on a low bond when he have 5 indictments and get multiple bonds when others get 1 or 2 bonds can not get another one. They probation be revoke and This Harper guy runs free. Where is the justice in this. Somebody need to do their job. I hope he rotting in jail from when I seen him on tv robbing a innocent fireman who was bless to get the upper hand on this Harper guy. Let’s see how this going to play out. But the judge still gave him a bond. This Must Stop!!

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).


Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required.
