Quinn campaign established a non-profit

The Regina Quinn for Mayor campaign apparently formed a non-profit corporation last summer. John May, Jr., the husband of Ms. Quinn, formed Jackson United to Elect Regina Quinn on June 18, 2012. The incorporation documents state the purpose is "political advocacy and issue education." There are no similar organizations registered with the Secretary of State as a political committee. It is unclear why the non-profit was formed as Mississippi law limits donations from corporations to $1,000. This correspondent spoke to a representative at the Quinn campaign and asked to speak to Ms. Quinn. She did not call back with a comment about this issue.

It is hard to argue you're doing issue advocacy when your name identifies a candidate you're trying to elect. It is also hard to believe it would be uncoordinated when her husband runs it.

It is legal, the Secretary of State does not require a political candidate to be incorporated to run for office.

This is definitely illegal. No wonder they haven't filed a finance report. The lawyer who doesn't know the law. This could get really bad for Quinn.

Ok Anonymous show us the Carfax or in this case the law that says the non profit is illegal in this case.
As a non profit any funds not used are required to be given only to another non profit.
Quinn unlike the other candidates will not profit from her mayoral bid.
I would ask the other candidates if they would pledge to donate their remaining funds to the betterment of Jackson and not pocket it for their personal use.
Any takers???

None of you are correct - or incorrect. At least, based on the limited facts known from this post. The SOS does not require a campaign to be incorporated 11:42 - in fact doesn't expect one to be. However a campaign committee or candidate, while not an incorporated entity is also not a non-profit organization. However, a non-profit cannot engage in political activity Kim, and this one certainly seems to be more than an issue-advocacy group. Looks to me more like someone outsmarting themselves trying to set up an organization to beat campaign finance limits.


BTW, Kim, your challenge is meaningless unless we know what the non-profit used the funds for - just like any other non-profit, if 'administrative costs' (salaries, i.e.) eat up all the money then there is nothing to pass on to another non-profit.

If the non-profit were set up to take campaign contributions and is substituting for a campaign committee, has it filed campaign finance reports? Has it spent money on behalf of the candidate? Has the campaign set up a campaign committee in addition to this non-profit? Answer these (and other) questions - then we decide which of you six mouth-breathers, all with an opinion and none with the fact - happened to be lucky and get the right answer.

I believe there are non profits that can engage in political activity. When we were setting up the Tea Party this came up. There are some...
But the suggestion was there illegality.
You have offered no more light then the rest of us...

Kim, I certainly didn't offer any more light. Because I don't have any of the facts, other than the fact that there was a nonprofit established and that it supports Quinn. What I said was that various people said this was legal, and others said it was illegal. Based on the limited facts given so far, it is my opinion that nobody knows but many think they "know". Imagine that!

Kim, your example of the Tea Party is interesting. I don't know which IRS code section the TP is organized under, but I do know that once the CMTP decided to "support candidates" it formed a Political Action Committee (PAC). Basically, a (federal tax exempt) non-profit can engage in supporting "causes" but not candidates. In the beginning, that is what the TP did - might raise a question as to whether that still fits.

The interesting question about the post here is whether the non-profit supporting Quinn is a "federally registered tax exempt" non-profit, or whether they just filed the paperwork with the MS SOS to incorporate. Nothing indicates any federal (501c[3], i.e.) tax relationship.

I agree with the previous postings - there is not enough information here to tell whether this is "legal", "illegal", an attempt to avoid some campaign laws, or just ignorance.

Interesting questions - too bad none of us have the info to know the answers.

I especially like the unnecessary use of quotes in the filing: "Jackson United" to Elect Regina Quinn. As in, we don't actually think Jackson is literally united for this purpose. Jesus, her campaign is turning into a clusterfuck.

7:40 - sorry I insulted you with my terminology. I apologize. Happy now?

My point was that people that immediately comment that this is "illegal" or that this is "legal" without knowing any of the underlying facts - only see a post that raises interesting questions - need to drop back and take a break. Shooting off from their mouth (fingers?) with their personal opinion, probably based on the candidate not the issue of the post, might have a better term than 'mouth breathers' but I couldn't come up with it at the time.

@9:07 having to spin unpaid taxes and two bankruptcies, then not filing a campaign finance report on time and now having to answer questions about this non profit...clusterfuckery if you ask me. I don't think I can vote for someone who has a track record of fiscal irresponsibility failing to meet legal obligations and known deadlines.

Well Im sure you all keep up with the media and JfP news blogs so I know you have all heard MS SOS and AG office say that everything the Quinn campaign has done as far campaign incorporation is legal!! It's very quiet on this blog now.

What is sad is it took a Republican party chairman to explain how it was all fine and kosher and do a better job explaining it better than anyone on the Quinn campaign. Y'all owe him a fee.

And the SOS didn't say anything I didn't above. I pointed out the law on corporate donations. I also did not say it was illegal. Just thought it was interesting.

Kingfish, Im not on her camoaign staff I was speaking as a supporter. I was just basically pointing that out to those who said it was illegal. I dont think the staff really needed to address or explain the issue, it was self explanatory. Kim was helping those who were saying it was illegal understand why it wasnt.

Trollfest '09

Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).

Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.

Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".

In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.

Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

Relax at the Fox News Tent. Since there are only three blonde reporters in Jackson (being blonde is a requirement for working at Fox News), Megan and Kathryn from WAPT and Wendy from WLBT will be on loan to Fox. To gain admittance to the VIP section, bring either your Republican Party ID card or a Rebel Flag. Bringing both and a torn-up Obama yard sign will entitle you to free drinks served by Megan, Wendy, and Kathryn. Get your tickets now. Since this is an event for trolls, no ID is required. Just bring the hate. Bring the family, Trollfest '09 is for EVERYONE!!!

There will be a hugging booth where in exchange for your young son, Frank Melton will give you a loooong hug. Trollfest will have a dunking booth where Muhammed the terrorist will curse you to Allah as you try to hit a target that will drop him into a vat of pig grease. However, in the true spirit of Separate But Equal, Don Imus and someone from NE Jackson will also sit in the dunking booth for an equal amount of time. Tom Head will give a reading for two hours on why he can't figure out who the hell he is. Cliff Cargill will give lessons with his .80 caliber desert eagle, using Frank Melton photos as targets. Tackleberry will be on hand for an autograph session. KIM Waaaaaade will be passing out free titles and deeds to crackhouses formerly owned by The Wood Street Players.
