House passed HB #1049, a bond bill. Check out this corporate welfare for some guys who have nothing but a bunch of pipe dreams and fancy talk:
(Line 2305): SECTION 5. Section 1, Chapter 348, Laws of 2009, is amended 2305 as follows:
2316 development located in Jackson, Mississippi, bordered on the north
2317 by Pearl Street, on the west by State Street, on the east by
2318 Jefferson Street and on the south by Court Street.
2319 (e) "State" means the State of Mississippi.
2320 (2) (a) (i) There is created in the State Treasury a
2321 special fund to be known as the "Old Capitol Green Loan Fund."
2322 The fund shall be maintained by the State Treasurer as a special
2323 fund, separate and apart from the State General Fund. Unexpended
2324 amounts remaining in the special fund at the end of a fiscal year
2325 shall not lapse into the State General Fund, and any interest
2326 earned or investment earnings on amounts in the special fund shall
2328 special fund may not be used or expended for any purpose except as
2329 provided in this subsection.
2330(ii) Money deposited into the special fund shall
2331 be disbursed, in the discretion of the Mississippi Development
2332 Authority, to provide loans to the county for improvements to
2333 infrastructure related to the Old Capitol Green Project and for
2334 construction of publicly owned facilities in the Old Capitol Green
2335 Project.
(b) The county may apply to the Mississippi Development
2337 Authority for a loan under this section. The proceeds of the loan
2338 shall be utilized by the county for the purposes provided for in
2339 paragraph (a)(ii) of this subsection.
2340(c) (i) The Mississippi Development Authority may
2341 require county participation or funding from other sources.
2342(ii) The rate of interest on loans made under this
2343 section shall be at the true interest cost on the most recent
2344 issue of twenty-year state general obligation bonds occurring
2345 prior to the date such loan is made.
2346 (d) If the county receives a loan under this section,
2347 the county shall pledge for repayment of the loan any part of the
2348 homestead exemption annual tax loss reimbursement to which it may
2349 be entitled under Section 27-33-77, and any revenue generated by
2350 county owned property or facilities located in the Old Capitol
2351 Green Project. The loan agreement shall provide for (i) monthly
2353 payments, as set forth in the loan agreement. The loan agreement 2354 shall provide for the repayment of all funds received within not 2355 more than twenty (20) years from the date of issuance. 2356 (e) Loan payments of the county shall be deposited into
2357 the bond sinking fund created in subsection (4) of this section.
2358 (f) If the loan payments of the county appear to be in
2359 arrears, the State Auditor, upon request of the Mississippi
2360 Development Authority, shall audit the receipts and expenditures
2361 of the county, and if he finds that the county is in arrears in 2362 such payments, he shall immediately notify the Executive Director
2363 of the Department of Finance and Administration who shall withhold
2364 all future payments to the county of homestead exemption
2365 reimbursements under Section 27-33-77 until such time as the
2366 county is again current in its loan payments as. certified by the
2367 Mississippi Development Authority......

Trollfest '09
Trollfest '07 was such a success that Jackson Jambalaya will once again host Trollfest '09. Catch this great event which will leave NE Jackson & Fondren in flames. Othor Cain and his band, The Black Power Structure headline the night while Sonjay Poontang returns for an encore performance. Former Frank Melton bodyguard Marcus Wright makes his premier appearance at Trollfest singing "I'm a Sweet Transvestite" from "The Rocky Horror Picture Show." Kamikaze will sing his new hit, “How I sold out to da Man.” Robbie Bell again performs: “Mamas, don't let your babies grow up to be Bells” and “Any friend of Ed Peters is a friend of mine”. After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.
Wrestling returns, except this time it will be a Battle Royal with Othor Cain, Ben Allen, Kim Wade, Haley Fisackerly, Alan Lange, and “Big Cat” Donna Ladd all in the ring at the same time. The Battle Royal will be in a steel cage, no time limit, no referee, and the losers must leave town. Marshand Crisler will be the honorary referee (as it gives him a title without actually having to do anything).
Meet KIM Waaaaaade at the Entergy Tent. For five pesos, Kim will sell you a chance to win a deed to a crack house on Ridgeway Street stuffed in the Howard Industries pinata. Don't worry if the pinata is beaten to shreds, as Mr. Wade has Jose, Emmanuel, and Carlos, all illegal immigrants, available as replacements for the it. Upon leaving the Entergy tent, fig leaves will be available in case Entergy literally takes everything you have as part of its Trollfest ticket price adjustment charge.
Donna Ladd of The Jackson Free Press will give several classes on learning how to write. Smearing, writing without factchecking, and reporting only one side of a story will be covered. A donation to pay their taxes will be accepted and she will be signing copies of their former federal tax liens. Ms. Ladd will give a dramatic reading of her two award-winning essays (They received The Jackson Free Press "Best Of" awards.) "Why everything is always about me" and "Why I cover murders better than anyone else in Jackson".
In the spirit of helping those who are less fortunate, Trollfest '09 adopts a cause for which a portion of the proceeds and donations will be donated: Keeping Frank Melton in his home. The “Keep Frank Melton From Being Homeless” booth will sell chances for five dollars to pin the tail on the jackass. John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.
In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online). If you don't want to go to the North Pole, you can enjoy Brant Brantley's (of the Mississippi Commission on Judicial Performance) free guided tours of the quicksand field over by High Street where all complaints against judges disappear. If for some reason you are unable to control yourself, never fear; Judge Houston Patton will operate his jail where no lawyers are needed or allowed as you just sit there for minutes... hours.... months...years until he decides he is tired of you sitting in his jail. Do not think Judge Patton is a bad judge however as he plans to serve free Mad Dog 20/20 to all inmates.
Trollfest '09 is a pet-friendly event as well. Feel free to bring your dog with you and do not worry if your pet gets hungry, as employees of the Jackson Zoo will be on hand to provide some of their animals as food when it gets to be feeding time for your little loved one.

I think this bill is removing the authorization for old bonds. As I heard it explained, it removes bonds from the books for projects that are never going to happen.

Key words are "apartments" and "leased". As has been pointed out numerous times on this blog, until someone is willing to BUY rather than LEASE downtown, where's the long term potential? Put "For Sale" signs on those dwellings rather than "For Lease" and there will be no waitlists.

I have a simple question. If all of those projects listed were/are such great ideas, why do they have to go to the government trough for money? The thinking is a young person starting out cannot afford a $200 k condo, but after seven years of leasing it, he may the can. The owner has the right to convert. It is not automatic.

4:56, as someone who lives and works in downtown Jackson, I would like to ask you to please stop race baiting. That is not a good look for those who want to continue to help Jackson grow, and it is distracting from any pertinent issue. I know plenty of minorities who live in the suburbs who are just as pessimistic about the city of Jackson as any person that posts on here.
The sarcastic prick who commented at 4:50 is correct in pointing out that the truth lies in the middle of what the two sides on here have been saying, Jackson is neither irreperable nor is it completely fixed. Downtown is not anywhere near perfect, but it certainly is improving as a place to live and it has great potential to improve further. That is no thanks to some of the people that live in the surrounding areas who zealously paint a negative picture of the place, either because they have an economic interest in businesses choosing their area over Jackson or because they are small-minded enough to think that Madison County could continue to prosper if it were to become a suburb of nothing. To their chagrin, areas of Jackson like downtown, Belhaven, and Fondren will continue to grow and better itself.

I drive downtown multiple times a week. I get off 55 at Pearl and make my way to Mill over Mitchell and many points in between. I don't hate any of it, but I'm wondering if I live in a different city than what these people are talking about.

No one is trying to compare Jackson to NYC. Get real. There have been enough apartments to move in recently, with another to be built on Capitol street announced yesterday in the clarionledger, so that no new restaurant has to depend on the "lunch crowd." However, even if your incorrect statement was accurate there is certainly a big enough lunch crowd for that in itself to make opening up down there worth it.

8:51 the answer is the same one used by thriving, large cities all over the country. Tax credits were invented to restore the vitality of core cities. If you look around the country in general and the south in specific, you see the strategy works. Yes government money is involved, just like it was at Dogwood and the Renaissance or the Township projects. You really need to spiff up on your knowledge regarding TIF, NMTC, Historic Tax Credits and the like. We are just late in the game.
Even the new "WholeFoods" and the "Nissan" expansion will be engaged in some sort of government program. If you don't like this, call your local and national legislators and petition for a moratorium or a change in the laws.

Most large scale development depends on public funding at least in part. Downtown is not unique in this. Developments in the suburbs do this as well... Yes, even the successful ones. The best example I can think of off the top of my head is Renaissance Mall. The planned Outlets of Mississippi is another example. The fact that government funds re involved means nothing.
