Prado AI issued the following statement.
PraCon Global Investment Group (“PraCon”), through its
affiliate PRADO AI INDUSTRIAL, LLC, (“PRADO AI” ), today welcomed the decision of the
Mississippi Public Service Commission ("PSC") that leaves intact the plain language of
Mississippi law and declines to reinterpret or narrow the long-standing statutory
exemption that allows companies to construct, own, and operate electric generation
facilities for their own private commercial use without regulation as a public utility. As
stated in its Request, PRADO AI's proposed power generation facilities will serve its
planned AI data center and AI semiconductor manufacturing campus.
In its initial filing before the PSC, PRADO AI stated:
Should the Commission exercise its discretion to decline this Request under
Rule 24.103.4, Prado AI will presume that the plain wording of the statutory
exception to the definition of public utility in §77-3-3(d) governs and that
Prado AI's Power Generation Facility is exempted from regulation by the
Commission.
By declining to issue a declaratory opinion, the Commission did not alter, limit, or
reinterpret the statutory exemption contained in Mississippi Code §77-3-3(d). PRADO AI
celebrates that the PSC and Mississippi law continues to operate exactly as written by the
Mississippi Legislature, allowing private companies to generate electricity for their own
facilities without being classified as a public utility.

from intervenors seeking a ruling that would have harmed economic development and
Mississippi ratepayers confirm the long-standing statutory exemption established by the
Legislature. We are grateful for the work the PSC has done and for its decision to allow the
law to speak for itself."

The company emphasized that the PSC's decision provides the regulatory certainty needed
to advance development of the PRADO AI Industrial Campus, a next-generation industrial
complex that will include AI Data Centers and AI Semiconductor Facilities with power
provided by self-generation through an onsite power plant.
PRADO AI confirmed that it will now proceed with permitting and development activities
associated with the project.
Metro Area Site Selected for Phase I Campus
PRADO AI also announced that, on Friday, it reached an agreement in principle regarding a
site in the Jackson metro area that will serve as the location for Phase I of the PRADO AI
Industrial Campus.
While the exact location remains confidential pending final documentation and approvals,
the site will form the foundation of the company's first integrated AI campus in Mississippi.
The company further disclosed that it is actively negotiating to expand the footprint of the
development beyond the initial site to accommodate future phases of growth.
"The demand for artificial intelligence infrastructure and domestic semiconductor
production continues to accelerate," Prado said. "Mississippi has a unique opportunity to
become a national leader in both sectors. Today's outcome allows us to move forward with
confidence as we look to bring billions of dollars in technology infrastructure, energy
infrastructure, and high-paying jobs for Mississippians."
PRADO AI stated that additional announcements regarding the Phase I site, permitting
milestones, strategic partners, and project timelines will be made as negotiations and
regulatory processes progress.
