Espy just wants a slush fund. If he actually wanted a source for additional support to law enforcement the language would have been straight forward.
Beavis: " I think he said Espy ... huh, huh ".

It says kickback; not kickbacks. The context doesn’t make sense if it meant kickbacks. Who would bribe them to invoke a tax? I still can’t believe Judge Martin granted the TRO. It makes her look so bad. She should be so pissed at Blackmon.
Thank goodness for a free (relatively) press. Even the awful press is a blessing.
