Ibrahim Khoder's problems took a turn for the worse when the Hinds County grand jury indicted him for perjury on April 5. Khoder is the alleged owner of the notorious Hotel O on I-55 N Frontage Road.
Jackson Municipal Court Judge Jeffrey Reynolds has been trying to demolish the eyesore for over a year as Khoder and Noah Muthana played shell games in his court.
Khoder testified at a December 16, 2022 hearing that he was not. the owner of the property. County property records state he owned the property from 2002 to 2020 when he allegedly sold it to Noah Muthana. Khoder repeatedly did not pay his taxes until a Sheriff's sale was imminent. The records state Muthana assumed ownership of the hotel property in 2021. Khoder even produced a quitclaim deed at the hearing that showed he transferred the ownership to Muthana although he held a "mortgage" on the property.
Khoder claimed he no longer owned the property and merely provided financing to Muthana, the so-called buyer.
However, the Baton Rouge resident got a little too cute for his own good. Khoder filed an emergency petition for a restraining order against the city of Jackson on April 17, 2023 to stop the city's code enforcement action against the hotel. Attorney Carlos Tanner represented Khoder. The petition states:
The Amended Order is void and cannot be enforced because it was entered without citation, summons, or legal notice of any kind to, or process against, Mr. Ibrahim Khoder, the Property's owner and securitized mortgage holder. As such, the Amended Order is a classical taking without due process of law....
Court. However, the City never issued any citation, summons, or notice whatsoever to Petitioner Khoder -the Property's owner and majority stakeholder - for a court case alleging violations against him.
10. Each of the citation the City issued with respect to this property were addressed Petitioner Muthana. Mr. Muthana has a minority equity stake or ownership interest in the Property....

JPD investigated and charged Khoder with perjury. The grand jury indicted Khoder for perjury. The indictment states:
Ibrahim Khoder falsely and corruptly affirmed, under oath, affirmation, or legally administered declaration, that he is the owner of Hotel 0, the property located at 4639 North Highway 55, Jackson, Mississippi 39206, by and through his filed Verified Emergency Petition for Temporary Restraining Order, Preliminary and Permanent Injunction, and Other Relief, in the First Judicial District of Hinds County Chancery Court
Khoder is 75 years-old and represented by attorney Ali Shamsideen.
In the meantime, while the Defendant games the legal system with meritless appeals, his dangerous eyesore of a Hotel continues to exist and be occupied. The undersigned passes by the shuttered Hotel nearly every day and sees it bustling with people, with multiple cars in the parking lot. A small child was seen recently playing with his toy at the Hotel. And, despite the Fire Marshall shutting the Hotel down as a fire hazard and part of the Hotel, in fact, burning a few months ago, people still live in the Hotel.However, neither Muthana nor his lawyers, Carlos Tanner or John Hall, appeared in court that day. A frustrated Court issued an arrest warrant for Muthana. Muthana has not yet been taken into custody.
Undersigned also strongly believes, based on the testimony in this case, his observations, and experience as a Municipal Judge, that other illegal activity, like prostitution and illegal drug use/sales, is taking place at the Hotel on a daily basis.
This dangerous public nuisance must end.

As of Sunday, someone had erected a plywood sign that stated in red spray paint "We are Open" and placed it up against the building. I giggled thinking that one of the occupiers of that "hotel" is now attempting to charge for others to sleep there.
It has gotten unbelievably bad. People living in squalor. Shameful conditions.
Horrible embarrassment for the so called Capitol City. Had business guests in town who commented on this fine establishment at a major interstate exit and homeless beggars on every corner. Frank Melton would've driven the machinery to mow this thing down and ask for forgiveness later!

I wouldn't be a bit surprised if Khoder and Muthana have both left the country. I vote the remaining structures be demolished and the property given to the contractor for his payment.

I also note that Ali Shamsid-Deen was a law clerk for former circuit judge Tommie Green, before he was municipal judge for Jackson.
Ali was truly a pioneer of the catch-and-release movement in Jackson.

Ibrihim Khoder does not own this property. As I recall, he previously owned the property and sold it to the present owner and took a note and deed of trust for collateral.

We're talking about Jackson. It doesn't MATTER. At least the homeless have someplace to sleep. Around the corner from 'O', they allowed a beautiful and practically-new library to ROT: demolition-by-neglect, basically. I'm sorry for those who still have property within the city (They've tried to sell. Of course they've tried to sell). But it's OVER. The outside world is not going to "discover" Jackson. No movers-&-shakers or hipsters are going to flock there - EVER. Whether or not do-gooders and government continue sending "help" to Jackson, it won't matter. "Help" won't even delay the decline, at this point, the corruption and incompetency have become so bad.

You don't realize what a cesspool Jackson has become until you go out of town for a week or so. You can go just about anywhere and it will be nicer, cleaner and safer than Jackson.
Best thing I did as a father was to teach my kids to get the hell out of this bedpan of a city the moment they graduated from college.
Our "boy wonder" of a mayor has done a great job, hasn't he? Let's give him another four years so he can finish the job.

The sad part us even if you were to go to somewhere with a bad reputation it's night and day. Last year my wife and I tried a carless vacation to Birmingham and even then it was night and day. Of course we stayed downtown.

Excuse my dumb question. Back and forth in the court system. At what point, legally, can the city of Jackson tear this down? I don't understand what the city is waiting for.
