Well, well, well, check out this little bit of language in HB #1663, otherwise known as the "bond bill":
Two Hundred Thousand Dollars ($200,000.00) of any monies 271 deposited into the fund during Fiscal Year 2023 shall be used to 272 provide grant funds for the establishment of a band and music 273 program for a nonprofit organization in this state that is qualified as exempt from federal income taxation under Section 275 501(c)(3) of the Internal Revenue Code.
This language appeared in the second conference report for the bill. Nothing like seeing such things stuffed into bills in conference committee at the last minute behind closed doors. Text, history, & amendments of bill.

100% pork in repayment for political support on other things. Doesn’t have to be a band. All those infrastructure projects put in bond bills have nothing to do with merit. They are political repayment.

I don't know exactly how to research this, but I am about 99.743% sure that somewhere in Mississippi there is a 501(c)(3) organization that is/has a band and music program, and the organizer(s)/leadership of that organization are political friends of whoever wrote this into the bill.
I would bet that a very large chunk of that $200,000 goes directly into the pockets of those political friends in the form of compensation or consulting fees.
Did anyone go read the whole thing? There is no context to the blurb above. The line numbers don't match so this is probably from an early version. It's for the Mississippi Center for the Arts. Ans the third party entity that they hire for a band project has to provide matching funds.

The way the rules are set up you can't find out who stuffed this in the bill. Conference committees are closed to the public and exempt from public records laws. That is where the real damage is done for obvious reasons.
901 don't know how you can determine this is for MS Art's- they are included in another section of this very small (18 page vs normal 1800 page) bill.
Might be, but ain't nuttin' here that says so, and it would have been easy to include them as part of the deal in the language

I have on good authority that it is something for Magnolia Heights, the private school of Rep. Trey Lamar.
Trey Lamar also inserted $150,000 in this bill for renovations at Magnolia Heights.
Lamar also inserted language from the recommitted foster care bill to the pregnancy crisis center bill that allows tax credits for donations to eligible private schools. Magnolia Heights got the program maximum of $250,000 last year. Way to look out for your personal interests, I mean constituents!!
