Byram has had enough and is moving towards creating its own water system. WAPT reported:
Expect Mayor Lumumba to play hardball and charge an outrageous price for the pipes. Don't be surprised if the legislature helps Byram on that issue next year if the Mayor tries to use that tactic.

I live by the Jackson/Byram border… on the wrong (Jackson) side. Volunteered during Byram’s quest for incorporation but ended up in the 4 mile strip Judge Singletary gave to Jackson. I sure would like to be included in the Byram water system if there’s a way to make that happen.

Anybody want to offer a guess as to what those pipes could reasonably cost Byram?
A community legally and intentionally formed because they did not want to be part of Jackson.

This could set a huge precedent but could also be shot down quickly. The entities who are certificated to provide water have monopoly rights. For instance, areas that Clinton annexed are still under rural water associations and Clinton can't just take the customers without paying. Just because municipal lines change does not mean the provider loses the customers. Municipal boundaries and certificated water boundaries are completely separate.
That said, if this is allowed, then it is arguable that portions of Jackson could implement their own water provider also and leave Jackson's. But my prediction is that this is going nowhere.
About 12/15 years past due there Mayor. Sold my home at zero profit because The Mayor in Byram drug his feet and let our nice little city go to shit. A new water system and higher taxes can't fix what's going on over there now.

American, so the city of Jackson cannot holler “racism”.

Of course it’s racism. Jackson second percentage of black population behind Detroit. However, many, many tie it’s water, crime, garbage, school, pothole,ect. problems to “systemic” racism. No blame on their problems

Lol, the cost of this due to LOST "pipes" and meters will be mindboggling. People have no idea how bad it really is. Old school took the plans and all the knowledge in their heads to the grave.
