The Ridgeland Zoning Board will hold a hearing tomorrow on a proposed 30-acre mixed-use development on Highland Colony Parkway. The hearing will take place at 6 at Ridgeland City Hall.
Mattiace Properties submitted the zoning application.* The application was obtained through a public records request. The property is currently zoned Mixed-used District (MU-1). Mattiace seeks a conditional use permit for residential dwelling units (otherwise known as apartments.). The property lies north of Highland Colony Baptist Church and south of the future UMC campus. It is bounded by I-55 on the east and Highland Colony Parkway on the west. The application states describes the proposed development:
The proposed development will be a mixed-use project with office space, retail stores and restaurants with a residential component to complete the mixed-use nature of the project, which with the nearby developments will be consistent with the growin national trend of live, work, dine and play projects with walkable features. The adjacent properties are offices and churches and a proposed medical campus. The residential dwelling units are compatible with, and complementary to, the adjacent properties as the units will provide residences for employees of the businesses and future businesses and members of the churches within a reasonable walking and/or biking distance. Therefore, the project represents a compatible use for the existing properties and the proposed medical campus by providing conveniently located residences.
The owner of the property is Highland Colony Land Company, LLC. The manager of the company is Don Cannada.
Kingfish note: Ridgeland posted numerous signs notifying the public of the hearing around the proposed development site. However, the signs only said "call 856-3877." Yours truly called several times only to get trapped in voice-mail purgatory.

there's a lack of affordable housing in the jackson metro area (outside of jackson). so many of the workers in and around highland colony (wait staff, kitchen help, cleaning people, stock people, cashiers) who have to commute from jackson a long way. this will certainly help those people into a better situation with less crime, better roads, better schools, lower car taxes, and no more commuting time.

Gene Magee shot down a 55 and older apartment community behind Highland Home a few years ago because "Ridgeland has too many apartments". Over 50% of Ridgeland housing stock is apartments or rental houses. I guess if you favorite developer says "I want to build apartments!!", Gene builds apartments. What a tool.

I always wanted to design and build a spec(ulative) church to sell. Maybe Mattiace will get Dean Architects to design one compatible with their already iconic Renaissance (Dean & Dean's g.o.a.t. design).
No mention anywhere in the application as to the number (quantity) of apartments. How convenient. Then the only response on the application to the question about security was security cameras.

In the past month I have visited,The Sound in Coppell Texas and Dania Pointe in South Florida. If done properly they could add a lot to the area. It’s needed the Toyota Music Factory in Irving is a huge draw for every demographic. The only problem I see is Mississippi being Mississippi, in retrospect I just don’t see the local economy being able to support it. Actually, the area can’t sustain high end anything…. Contrary to the belief of many of you !!!
So I am generally opposed for all the obvious reasons and concern about demand. Doesn’t the township have some apartments back there or are the only ones condos. Like above Crawford eye care and behind or above sombra. Asking a serious question. If so, those are so expensive they don’t cause any trouble as far as I can tell living near them for 15 years. Again I’d be glad to get rid of all the apartments and rentals. All the trendy live work dine shop ideas work in other states with more money and many more people working full time rather than in section 8 properties. The meridian over behind UMC would be a great place to live as a student or employee at UMC except the obvious crime and murder scene. Is that sort of what they are playing on here? I’m sure it will get shoved through like Costco and the fast food joints. Gene needs to be voted out. He’s had too many kick backs from his favorite developers over the years.
If you love your city and highland colony parkway, get to the meeting and advocate against this. This will affect everyone living in Ridgeland and Madison.

It is amazing all the misinformation and lies that are being posted. The same folks who didn't want the Butler Snow Building, The Township, Costco, Maple Street live above. O and I forgot some folks didn't want Dinsmor or the Renaissance. It it terrible that every good idea is being fought against even by some who have done development themselves. This area is zoned for this type of development and they are only asking for a conditional use which allows the city to put on conditions to make it the best. The cities master plan calls for this kind of development and it should be welcomed with open arms. Shame on the CAVE PEOPLE, (Citizens Against Virtually Everything)
You know, every time I go to Costco, or Costco fuel, and look at that development, I think to myself if anyone has any vision? Being that I live in Madison unincorporated it's somewhat concerning. I don't blame people that truly want a better quality of life. As an adult there's no way I would live somewhere with tainted water etc.
The issue is when those that relocate end up missing Jackson, and invite people into communities to wreak havoc.

The reason this proposed development is not wanted or needed is the increased traffic, wear/tear on the roads, crime, various criminal activity, apartments that might soon be section 8 housing, and the tenants that apartments seem to ultimately attract.
As far as the Costco area, I was against that but the Walk Ons bar/restaurant is IMHO not a business that should be located in an area like Highland Colony. Next thing you know that business will be building and outdoor music area.
If Gene's Handlers (Andrew/Buster) are for this then Gene will probably be dishonest about it just like he was with the Costco mess.
Mattice lives in NE Jackson. So does the 2 big home builders in Madison. They live in ne Jackson also.
Mattiace is currently putting apartments in Capitol Towers….in 3 or 4 floors and the Lamar life building will be mainly apartments in the near future.

Mississippi can't support anything high end. Not until the metro area and state has a population boom.
This could be good if done properly. But that's a big if.
What you need is to make them nice enough and expensive enough to keep out the rifraff, but not too expensive because at a certain price point renters would just go buy.
Most med students are already drowning in debt and wouldn't want to shell out 2500 a month to live 25 minutes away from campus. Ditto for law students.
Young professionals would rather buy a house than shell out that kind of cash.
Families are out because they need the space.
Who does that leave as the potential market? Retirees who want to be close to grandkids but like to travel and don't want to be pinned down anywhere. But most people that age don't want to deal with a landlord and/or couldn't afford it.
What option does that leave? Lower the price, bring in the rifraff, lower property values.
More optimistically, if Shad White's plan to stop the brain drain actually comes to fruition, these would be ideal for young professionals who don't want to deal with Jackson crime. Rent in a nice area for a couple years while working at an upwardly mobile job then settle down and buy.
I may be wrong, but it seems like the path to success here is awfully narrow.

Ridgeland has always been a joke of a city. It’s ridden the coattails of Madison. Up until now it has done a decent job of being a buffer from Jackson. When the time comes that the renter citizens of ridgeland realize they make up the voting majority, the city is toast. And the few decent houses there will pay out the wazoo in taxes. Renters will soon rule ridgeland, whether this fiasco comes into play or not. Also, Buster Bailey and his family are the closest thing to the mafia Mississippi currently has.

If you think for a minute any developer, homebuilder, or property management groups gives a damn about the people living around their money maker you are sadly mistaken. All of the above will overpromise and underdeliver to make a $1. I been around every facet of real estate my entire career and all these guys care about is the bottom line. They will lie to your face and do anything they can get something approved and then spend the least amount possible to make the most profit. EVERY SINGLE ONE OF THEM. Even the "good ones" that are heavily involved in church and the community.
Buster also lives in Jackson near mattice… Yates daughter and son in law, duckworth… geez, seems all the people that built the buildings in Madison and flowood live in Jackson.

Due diligence was done. If they don't want to provide any information, that's on them and not my problem. The post is accurate. Residential could mean condos, townhomes, apartments for sale or lease.
Notice how they avoid the word “apartments”, although they will be rental units.
That said, Costco is a good development, better than a Sam’s that is in Madison.
So Ridgeland is going to let Mattiace take them for a ride once again? Mattiace defaulted on his TIF for the Lowe's development on the Ridgeland side of County Line and the city ended up footing the bill. Now he's behind on his TIF payments for Renaissance. so the writing's on the wall for what will happen next. But before he defaults again, he wants to build another development that's too expensive for most small businesses to maintain a storefront. Mattiace may be trying to pack in residents to boost sales at Renaissance, but apartments aren't the answer - and these will end up being apartments and not condos, no matter what the paperwork says now. Ridgeland residents, don't let Mattiace try to claw his way out of one debacle by building another.

Here is the thing on the apartments. You can build them not using government/federal funds but if you sell them and the buyer uses federal/government funds to help purchase you have no control over NOT subsidizing these apartments. Now using the words government/federal may not be the exact words but I was involved the the original apartment scrum in Madison 30 years ago. Why do you think that all the apartments In Ridgeland are subsidized for most of the residents? Gene told me years ago that Ridgeland had screwed up by allowing so many apartment years ago in the 90's.

The Jackson metro area is not New York City (or even DFW, Florida, etc.) as far as apartments/"mixed use" and the variety of potential tenants/residents. Yeah, I know, no shit, Captain Obvious. And yet again, what would seem to be obvious...isn't at all.
Assuming they are getting the motherload on incentives..TIF, tax abatements. Probably still doesn’t underwrite.
