JACKSON – Gov. Phil Bryant issues the following comment on the passage of House Concurrent Resolution
9 (HCR9), which passed the Mississippi House today by a vote of 64-57.
MS House of Representatives Adopt Alternative to Initiative 42 (Gunn)
Jackson, MS—Today, the MS House of Representatives passed House Concurrent Resolution 9 (HCR9) providing for a legislative alternative to Initiative 42 by a vote of 64-57.
“House Republicans have been focused on designing a clear alternative to Initiative 42,” said Speaker of the House Philip Gunn. “With HCR9, focus is on educational output and accomplishments, not just funding for the sake of funding. The operative word in the alternative is effective. We want schools that are accomplishing something. We want schools that are effective.”
The alternative states: “The Legislature shall, by general law, provide for the establishment, maintenance and support of an effective system of free public schools.”
It focuses on three factors:
·Keeping the decision about funding in the hands of the voters, not a judge for whom voters cannot vote.
·Preserving the integrity of the Constitution by maintaining the separation of powers between the legislature and the judiciary.
·Focusing on educational outputs and accomplishments.
“If the legislature is removed from the process, the people are being removed from the process,” said Speaker Gunn. “Their right to say how their money is being spent is being taken away. Initiative 42 proposes to do just that—remove the people from the process and put that decision in the hands of a judge for whom the people cannot vote.”

This is not a facetious question. As a Jackson resident in District 56, what has Gunn done for our part of Hinds County? Anything? I'm curious.

@9:37...they sure did, but when he said to name names they got real quite. 13 people threatened by the Speaker they said, so Gunn said tell us who they are. Only 2 GOP voted NO.
In reading Gunn's quote in the CL yesterday, I have yet to see where he denied the strong-arm tactics. What he did say is there was no proof and stop talking about it. He wants to talk about the amendment instead.
I would too if I had just threatened a bunch of lawmakers.
The fact that only 2 Republicans voted "NO" does not prove that strong arm tactics were not used. It could tend to show that they were. The people who know aren't saying exactly what happened. They are just saying there is no proof. That could change.
This sounds like some bull shit Billy McCoy might pull. Or Buddy Newman and his chump Sonny Meredith.

If it weren't bogus, what an awful idea it is to put education solely in the hands of those who , for the most part, are undereducated and unwilling to bother ( their excuse is " too busy" to read and learn anything about effective or efficient educational systems!
If your wife's or daughter's pregnancy is in crisis, do you want the opinion of a midwife or an obstetrician who might actually know more? ( And suggesting our legislature knows as much about education as a midwife knows about pregnancy is an unfortunate insult to midwives!)

And, do you believe Judges automatically know a whole lot about education? I believe we have several in the Legislature who have spent a great deal of time studying education. Nevertheless,we have voted for this Legislature and they are vested with the task of making law.
The bozos in public education have done nothing but pay themselves very, very well to remain on the bottom.
My two cents is that we need (1) more money spent on education and (2) a more responsible body in charge of the spending.
Writing checks to Jackson Public is a waste.
Education should not be up to 82+ school districts. Create a division of education (maybe within the office of the governor, like with Medicaid) and give it authority over teacher qualifications & duties, curriculum, etc. Then hold it & the gov accountable.
Screw the people. The Tea Party intellectuals in the Mississippi Legislature know what's best for us.

What happened - when you took your GED they failed to teach you the basics of our democratic republic? The "people" are represented by the elected legislature. You might not like them - the "Tea Party intellectuals" or the other idiotic "intellectuals" that pander to the other side(s) - but they have been elected to allocate the spending of my (and yours, if you are paying any) tax dollars.
None of the four Chancery Judges - Owen, Thomas, Wise or Singletary - were elected by the people to appropriate tax dollars for any purpose, including education. And I'm not sure I would put them as a group above the intellectual level of the legislature either.
I don't think teachers, superintendents,etc in MS are paid very well. Look at the superintendent of schools in Carroll county. I read somewhere today that he is paid $18,000 per year. Does anyone here think that is a living wage?
Nice cherry-picking 12:47AM. Apparently the Carroll County Superintendent does make $18,000 if you can believe what you read on the internet. His predecessor made more than $80,000, so I'm not sure if he is wealthy and is somehow foregoing his normal salary or what. The average teacher in Carroll County makes $40,078 & the average Superintendent makes close to $100k. And Carroll County School District only has 1000 students. In addition to the Superintendent, they also have an Assistant Superintendent. How many layers of bureaucracy do they need to educate 1,000 students?
