Wrongful Arrest at the Rez?

 Did a Reservoir Patrol officer get out of line on a traffic stop? WLBT reported last night: 


Keely Sexton sued the Pearl River Valley Water Supply District, city of Flowood, PRVWSD officer Brady Chamblee, PRVWSD officer Destinee Malley, and Flowood police officer Lincaster Easterling, II in Madison County Circuit Court in November 2025.  

The case is assigned to Madison County Circuit Judge Brad Mills.  Attorney Billy Quinn represents the plaintiff.  The Attorney General represents the officers while Thomas Wright represents the District and Todd Butler represents Flowood.  

Several defendants filed motions to dismiss during the spring.  Judge Mills held a hearing on the motions in June.  No decision has been rendered.

I have read a bunch of the pleadings and watched the news story reservoir patrol were absolutely out of control in this incident. Flowood “retired” the dog shortly after the incident. The motions to dismiss on some of the issues will be granted on technical grounds, but the meat of the claims ought to to stand. Personally, I hope Billy Quin hammers the shit out of the defendants.

Saw this on the news last night. There was recorded footage of the officer talking to another officer and saying "she was answering questions so fast, and had answers for everything." That apparently, and surprisingly, was used as a basis for searching her vehicle. They will have a hard time with that in court.

When a drug dog smells drugs, they sit. That is the sign they have encountered them. WLBT showed the footage from the search scene. That dog, NEVER responded, even when directed back and forth multiple times. I hate to say this but he had him a woman on the side of the road and basically took her car apart because he could. He needs to go give up a little booty at parchment to level out his attitude and show him who he is around people who are tougher than he is when he has no gun in his belt.

Am posting this for a reader who couldn't get the site to work.

There will be a part 3 next week. I am very familiar with this case. They destroyed her suv beyond repair and had to get a new car. This is about an expired tag. This was pure abuse. Give a ticket and move on, but they wanted to drag her through the coals. She tried to video the dog but they didn’t want her to do that so they handcuffed and put her in a hot police car for 2 hours. Unbelievable!!!

Did the driver consent to the search? I was stopped once with one them Frank Melton roadside searches & was informed "I'm gonna search your pickup"...When I told him "Officer, you DO NOT have my permission to enter my vehicle" it was like his train of thought just threw a connecting rod out the side of the block...A few minutes later I was on my way!

Rodriguez v. United States (2015): Held that officers cannot prolong a completed traffic stop to conduct a dog sniff without independent reasonable suspicion

I wonder what the officers are arguing their “reasonable suspicion” was? They held her until Flowood could get there with the dog which violates Rodriguez.

Citizens who regularly drive the roads around the reservoir should think about attending the next public meeting at PRVWSD. The comment made after the car was destroyed in the search was , “I hate we didn’t find anything”. Disgraceful!!! Also comical to see the board members wearing mismatched socks.

What is it about Rankin that makes seemingly every story along these lines come out of that specific county?

In all seriousness, I hope that she gets all of the punitive damages that MS law allows. I suspect that punitive damages are limited against officers, even as to dipshit officers who hurt people on purpose, like this guy. However, I hope she gets every red cent out of him (and the agency that hired him too, although I doubt that punitive damages are available against police departments).

Also, I find it hard to imagine that lying to a police force on your job application isn't a crime. If so, then throw the book at this guy...

There is a December 2020 WJTV clip on youtube where a Pelahatchie police officer is disarmed by the man he is trying to arrest. "

Some of the local people on the internet are saying it is this officer. The officer in the video appears to be about 5 foot 4 inches and 125 lbs dripping wet. The officer's face is visible in the video.

Bystanders took the perpetrator down, reportedly to keep the perpetrator from being shot by the officer.

The officer appears to makeat least one mistake, but I am not an expert.

If the officer violated her civil rights, he should be prosecuted. Whoever is in charge of enforcing. These things should not need reminding or arm, twisting to go ahead and move forward with it. The system allows these things therefore it must be that the system wants these things.

Take away the qualified immunity and a lot of this bs goes away. Ironically, qualified immunity found its roots here in Mississippi, so I'm told.

Further, I remember when those cars were labeled Reservoir PATROL, not POLICE. There's a difference in what legally those officers can do. Despite what those ghost marked SUVs and trucks say, those guys are nothing but glorified park rangers. That's gonna bruise some egos but it's the truth and why they have to wait for real sworn law enforcement to show up to do any legitimate policing.

Looks like they got promotions and awards since the stop. Chamblee got Top Cop award 1.5 month after. Chief Dipuma got First Responder of the Year in November. Goes to show you there was no punishment or admonishment internally whatsoever. This kind of culture and environment breeds no accountability and encourages the idea of forcing to squeeze something out of nothing. They were trying to hit a jackpot of drugs and thought they were going to get praise, glory, and high promotions. You can see that in the body camera footage when two of them were upset and said they are sorry they didn’t find anything.

And what is Flowood’s body cam policies and procedures? He turned his body camera off before the K-9 search began. Does anyone know how to find out what their policies are?
