There is a reason Jackson's Mayor is called "Lyin' Lumumba." The Mayor's latest fairy tale involves Jackson's water system. Anthony Warren at WLBT reported:
Jackson Mayor Chokwe Antar Lumumba said JXN Water will have to improve collections, or garbage rates could be increased to cover the cost of a new long-term waste-hauling contract. In the city’s latest episode of Ask Antar, Lumumba said the city will be able to pay for the new trash contact with Richard’s Disposal using the current sanitation rates if collections with JXN Water improve. However, he said if that doesn’t happen, the monthly rate for sanitation will have to be raised from $37 to $40. “Currently, he’s collecting at about 52 percent, which is the worst in the history of our water enterprise,” he said. “The city of Jackson, after everything we dealt with, with stranded water bills, the lowest we ever went to, which is not ideal, was 72 percent.”
Not one word of this statement was true. Not one, as the numbers tell a different story.
According to the December 2023 quarterly report, the latest available, JXN Water collected nearly 64 percent of billed residential and commercial revenues, about 12 percentage points higher than the mayor’s claims. Officials with JXN Water are optimistic collections will continue to improve, saying that they’ve recently switched over to a new billing system, and are about to begin severance on commercial customers who don’t pay.... In 2017, Lumumba’s first year in office, Jackson brought in $61,027,825 in revenue from “sales to customers.” In 2021, the year before Henifin was appointed, the city logged just $33,091,148 in water and sewer revenue, audits state. It was Mayor Lumumba who secretly instituted a moratorium on cutoffs for non-payments that lasted nearly two years. When people realize they don't have to pay their bills, guess what happens? They don't pay their bills. Collections plunged under the Lumumba administration. For him to lie about Henifin is par for the course.

WLBT article shows collections going back to 2017 ($61M). Everything on that table regarding percent collected is off. City projected the same dollar amount in 2019, 2020, and 2021 ($58.8M - a bogus number)!
In either 2014 or 2015 (after Siemens meter installation) revenue was $70+M! Problems started when the signal transmitters started failing and no one was maintaining them. That's why customers stopped getting bills! They just send bills to people they had usage info on. Forget the rest of them!
Yes, it's very telling that there were no protests over the water utility until there was someone else to blame besides the Lumumba Administration, and someone who fortuitously happens to be white.

Lumumba, who two years ago brazenly and falsely disparaged the Council members Stokes and Foote for being bribed by WM, directly into the microphones and cameras surrounding him on the steps of City Hall, last week threatened to sue any one and every one, for all they have or don't have, who dares to suggest he, Lord of the Flies, has taken or propositioned for kickbacks, such as for forced imposition of 45,000 96 gallon garbage carts no one wants.

This is a good example of why we need a professional to lead the day-to-day management of the city operations. The citizens of Jackson need to rise up and demand that we convert to a "city manager" form of government. Let's get rid of the corruption that is endemic in the current culture at city hall!
For 12:19pm, in fairness to Mayor Dumbass, I think he meant water is an “enterprise fund”, which is a government accounting way of describing a good or service to the public for which fees are charged and collected.
This water system isn’t going to work until someone has the balls to CUT OFF DELINQUENT ACCOUNTS! Lil Choke is taking advantage of this by threatening to add more $ for trash collection. How convenient that he will have to increase rates to his bucket of grease with Richards. Or if Teddy ever actually commits to cutoffs, it will be major outcry time for all the protesters and rukia and they’ll cry racism that the white man is cutting off water to the po people and the bills ain’t right.
The Rukia posse numbering a dozen or so, outfitted in like-colored tee shirts, are duped into marching and shouting marxist slogans (Free the Poor, Free the Water, etc) in the largely deserted streets of downtown, a vulgar display of ignorance, a disgrace that should make Judge Wingate wince in shame. Good for WLBT for speaking up. Here's what I want from my three local channels (WAPT, WJTV, WLBT): Actually report all of the lies. Press conference--question him while the camera's are rolling. Investigative pieces. If all you do is report press releases, then I just change my channel. Why watch that and why go to your websites.

I hope I live long enough to get out of Jackson with the clothes on my back. For now, I am just stuck. What possible reason would anyone want to live here? My water, sewer, and garbage are now right around $100 a month. I am retired and living on a fixed income. Old Jackson water was not only filthy and dangerous, but it wasn't billed correctly or billed at all. New Jackson Water is now charging me $20 a month for sewage service and still estimating the water. I've never even had sewage service. I have a septic tank. I am being billed the $40 to include sewage just because I live in the last annexed part of the city. Who's water bill am I subsidizing? The people at Jackson Water (wherever they are) tell me they don't know when I will get a new meter. My bills will remain estimated until whenever and there will be no refunds if I've been over billed. I can't appeal the sewage fee. I am a one person household. Between the outrageous taxes for schools that no longer have students and the new improved garbage and water system, I can't afford to live here. Ain't nobody looking out for the taxpayers. I'd vote for Donald Duck if he could offer something besides more problems. Just where does the money go?
