Sex, Lies, & Videotape: Ivana Claims Another Scalp

The Ivana Williams scandal claimed yet another um, scalp. The Mississippi Highway Patrol fired Master Sergeant Jeremy Lott after discovering the two troopers exchanged nude photos. MHP terminated Williams in February for sending nude photos of herself to other troopers as well as committing other infractions.  A synopsis of her case is published at the end of this post.  

Lott served as a trooper for 18 years. His April 2, 2024 termination letter states:

Internal Affairs launched an investigation into allegations that you requested and/or received nude or sexually explicit photographs from former Trooper First· Class Ivana Williams approximately three or four years ago while she was employed with the agency.

You admitted that you and Williams exchanged nude photos of each other over the course of a two-to-three-year period when you both were assigned to the SOG team, some she sent per your request. You acknowledged that Williams was completely nude in the photos that she sent and that you sent her photos of your naked penis, per her request. You a1so admitted that the communication started when Williams got assigned to the SOG (Special Operations Group) team and you were assigned as her supervisor.

As part of the investigation, you were asked to turn over your state-issued cell phone. A data dump was performed, and the data extracted revealed seven sexually explicit photos of nude women and/or female genitalia, including a photo that appears to be of Williams completely naked. The data dump also revealed a completely naked photograph of you. All of the pictures are time-stamped February 2022.

During your due process hearing, you stated that Williams told you she had naked photos of herself and admitted telling her that you would like to see them. You were in a superior role to Williams when she was assigned to SOG and acknowledged that she would have been required to comply with any directives you gave her. You also said admitted mistakenly using your state cell phone to exchange photos with Williams, noting that you thought all of the communication took place on your personal cell phone.

Lott refused to accept his firing but instead lawyered up and appealed to the Mississippi Board of Employee Appeals. Lott's attorney, Daniel Waide, argued in an April 12 letter to the Board:

At no point has Trooper Lott ever been in a supervisory position over the female trooper involved in the matter. Despite both being troopers for years, neither has fallen in the same chain of command because Trooper Lott and the female are assigned to different troops under different regions. Therefore, the decision to terminate was not based upon accurate facts, requiring reversal and reinstatement.

In addition, throughout the state spouses are allowed to work within the same entities so long as they work under different chains of command, which would be exactly how this situation unfolded. At no point was Trooper Lott ever a supervisor of the female involved. Throughout the state employees are allowed to be in relationships, even with people of a higher rank, so long as they are not in supervisory roles. This accepted rule was not followed for Mr. Lott, nor was state policy followed....

Trooper Lott does admit to ""misuse of state property"" in sending messages to and from the female trooper on his state phone instead of his personal cell phone. However, the department's application of this ""rule"" is arbitrary and does not comply with its own rules. First, many troopers around the state do not have personal cell phones at all and use ONLY their state issued phone for everyday use, including Snapchat and other social media. Therefore, every communication made by those troopers not for work use would be considered ""misuse"" requiring" "that multiple troopers be terminated. Thus far, the department has made no effort to treat all troopers equally. If the rule is enforced across the state as applied to Lott, the State may not have any troopers.

Lott cited his 18-year unblemished record in support of his appeal. After defending himself, Lott engaged in a bit of "What about them":

Second, many non-white Troopers have cost the taxpayers tens of thousands of dollars through ""misuse"" of property, including wrecking patrol cars while on personal time and having family members/girlfriends in the car. Or en route to non-state related employment. These non-white troopers have suffered no repercussions for costing the state over $100,000 in actual damages. Lott's so- called ""misuse" cost the state taxpayer nothing and was an oversight by Lott- in addition to be several years ago."

In addition, multiple non-white and off-duty Troopers misused their uniforms, positions, and equipment to interrogate a minor - whom they pulled from school under false pretenses - because the minor broke up with a family member. This matter was well known to supervisors who did nothing. This matter could have resulted in significant liability to the department and the taxpayers. These matters are far more recent than the allegations against Lott. If use of Lott's phone to send a few personal messages amounts to a terminable offense, then the department must ensure that Lott is not treated disparately from these non-white Troopers who committed objectively more serious forms of "mis-use."

Lott asked the Board to reinstate him to his former position.


Synopsis

A lawsuit filed in Rankin County Chancery Court in December 2023 accuses Williams of sexually assaulting another woman.  The petition for a restraining order accused the former trooper of videotaping the sexual assault and sharing the video with other troopers.  The alleged victim filed a complaint with the Attorney General's office but no action has been taken on the complaint.  
The termination letter states the alleged victim filed the complaint with the Attorney General in 2023.  A.G. Investigators interviewed Williams in July 2023.  However, Williams did not notify her Troop Commander of the interview as required by General Order 2.3.2.2(i).  The letter states: 

You told Internal Affairs that you notified Master Sergeant Eric Henry of your interview with the Attorney General's Office, either the day of or the day after and Captain Chriss Turnipseed two or three weeks later.  However, you did not notify Troop C Troop Commander Ricky Dean.  

You admitted in your due process hearing that you did not notify anyone prior to your interview. 

The failure to properly notify her Troop Commander was a serious offense.  However, more serious offenses doomed her chances to remain a trooper.  The letter cites her unprofessional conduct or what was once called behavior unbecoming of a trooper, as the reason for her dismissal.  

Williams  performed poorly on questions involving the lawsuit on a polygraph exam. 




The polygraph exam and the lawsuit were just the beginning of Command's problems with the wayward trooper as Williams apparently has a thing for porn.  

The letter states "In your due process hearing, you admitted sending or showing illicit pictures while on duty.  

Then there is beer.  Did someone say beer? 


Porn may have been mentioned earlier but it is not the last time it is mentioned in the termination letter.  


After cataloguing her various offenses as a Mississippi Highway Patrol Trooper, Colonel Haynes decreed: 

Your actions constitute inefficiency or other good cause as and pursuant to Chapter 7 of the Mississippi State Employee Handbook your employment is terminated effective immediately.  
Williams appealed her termination to the Mississippi Employee Appeals Board.  Earlier post on appeal.

Just like being a lawyer or medical doctor is a privilege, the same holds true for being a law enforcement officer. Considering the huge power that they hold, we need to do everything possible to make sure that all officers are held to the highest ethical standards.

I pretty much agree with Trooper Lott on this one. I think it's pretty well known that non-white employees can get away with a lot more at just about any job. Supervisors are afraid to reprimand them for fear of a discrimination lawsuit. I have definitely experienced it at my workplace. I have a friend at a federal agency that says all they will hire are non-white employees, whether they can do the job or not.

This type of behavior destroys families. Just imagine wives at home learning their husbands are fiddling with employees they supervise. This female trooper should have a guilty conscious but with all the social media she posts, I don't think there is an ounce of remorse.

I hope more departments download cell phones of employees that are never held accountable for their actions.

I'm actually kinda liking this chick. She's crazy, and she deserved to be fired. But she is also exposing a bunch of folks who deserved to be let go as well. So she's helping the taxpayers clean house a little bit.

Yes, there may well be guilt by others for other non-related offenses. Trying to tue this nude pic violation to wrecks of trooper cars is a stretch even under the butehataboutch argument.

Whether investigations have been or are being held there is unknown to me - probably to all of us. As he argues, the claims he made a have occurred much more recently than his violatoon; and his dismissal has only recently occurred. Who knows maybe there could be actions in those instances as well.

But, those actions by others does not change his guilt. Just as the Trumpettes argue 'butwhatabouthillary' or 'butwhatabouthunter' when trying to dismiss Trump's criminal actions.

I feel for you, naw it ain’t fair! In time you will look at this experience as a blessing! You will recover! What you did I think is not an offense that you should loose your employment, but those sitting on that throne off I 55 I’m sure have done worse! The timing is just wrong and too many players involved.

My heart goes out to all involved, however it is indeed a wake up call.

To the Troopers not involved this is what I call Hands on Training on what not to do on or off duty!

As I said the other day:That's the problem with allowing women into a previously all Male environment, but which is still dominated by men. The same holds true for the military. Since people follow human nature, and since humans are fallible, instances of sexual abuse and misconduct will continue to occur. I know this may not be correct to the DEI crowd, but I have been around long enough to be a good judge of human nature.

Williams is simply bringing to light the way MHP has operated for the last fifty years. Skirt chasing troopers have been unchecked and their actions have been overlooked for a long time. It used to be the trooper gets moved to another district for a while. Just like they did with Williams when she went off the rails. I know a lot of people that had to make a change of address until the heat died down.

Yes, MHP's Trooper School is physically tough. But they beat you so bad you either A) can't retain any information or B) as long as you can be a physical beast they will push you through the academic part.

MHP has need a culture change for a LONG LONG time.

Nothing he is saying isn't true. I spent 15 years working in law enforcement and saw many of the things he says happened at MHP happen in that department I worked for (it was not MHP). A white officer would get fired at the drop of a hat but a non-white officer could get away with anything. An EEOC compliant would usually get you your job back though and if you were going to be a big enough pain in the ass you'd get stuck in a position where the top brass would never have to see you so they'd just let those lucky few collect a paycheck and sit in an office.

So, WLBT reports this: "ACKSON, Miss. (WLBT) - A state trooper fired for requesting nude photos of someone he supervised will now be protecting and serving in Rankin County, 3 On Your Side confirmed through county records.

The state’s highway patrol fired Master Sergeant Julius Hutson on April 2.

Less than two weeks later, supervisors in Rankin County gave him the approval to work for the sheriff’s department as an investigator.

“From my understanding and our background investigation, it was a policy violation from MHP and there were no accusations of criminal activity of any kind,” Sheriff Bryan Bailey said after being told what led to Hutson’s firing."

The blankety blank High "duly elected" Sheriff of Shame AND the Board of "SUPERVISORS" approved this? WTH!!!!

What Trooper Lott did pales in comparison to what other state employees have done recently . True , it may look bad for his character to those who choose to be judgmental and who knows some may view it as a form of art . Yes , a mistake was made but in the big scheme of things it really was something done in poor taste but truly should not be the cause of him being terminated from an 18 year unblemished position as a state trooper . With all the problems society has these days is this what the state is going to stand its ground on ? 18 years is a long time to have an unblemished record so it would seem that if Trooper Lott was not Trooper material then more than a few nude photos would have been in the spotlight by now. He might even be a jackass but that doesn’t mean he should lose his career over something like this .

After the show, Ms. Bell will autograph copies of her mug shot photos. In a salute to “Dancing with the Stars”, Ms. Bell and Hinds County District Attorney Robert Smith will dance the Wango Tango.

John Reeves has graciously volunteered to be the jackass for this honorable excursion into saving Frank's ass. What's an ass between two friends after all? If Mr. Reeves is unable to um, perform, Speaker Billy McCoy has also volunteered as when the word “jackass” was mentioned he immediately ran as fast as he could to sign up.


In order to help clean up the legal profession, Adam Kilgore of the Mississippi Bar will be giving away free, round-trip plane tickets to the North Pole where they keep their bar complaint forms (which are NOT available online).
