State Bean-Counter Shad White issued the following statement.
Today State Auditor Shad White announced Special Agents from his office have arrested Effie Ramsey, former Simpson County Justice Court Deputy Clerk, for embezzlement and alteration of records. Ramsey is accused of embezzling funds collected from fines and pocketing the money for herself. She was served with a $1,348.05 demand letter at the time of her arrest.
“We will continue to hold the line on misuse of your taxpayer dollars, big or small. This is why we’ve been able to recover more money in the last five years than any other five-year period in the history of the Auditor’s office,” said State Auditor Shad White.
Ramsey faces up to 20 years and $5,000 in fines if convicted. All persons arrested by the Mississippi Office of the State Auditor are innocent until proven guilty in a court of law.
A $50,000 surety bond covered Ramsey’s employment at the Simpson County Justice Court. Surety bonds are similar to insurance designed to protect taxpayers from corruption. Ramsey will remain liable for the full amount of the demand in addition to criminal proceedings.

That little money, 5 years probation, garnish her wages plus 8% interest at wherever she ends up bagging groceries until it’s paid back. Considering it will cost on average $30,000 a year to lock her up, that doesn’t benefit taxpayers.

Mark my word, this is a scheme he has found and is exploiting. Before long, municipalities are not going to be able to get surety bonds for employees due to this. I would love to know the numbers of those he has caught that have surety bonds, versus those who don't.

My guess is someone did not get credit for a fine they paid, and they had proof they paid it. Probably found by happenstance.

To all of you hating on Shad for what you think that he has, or has not, done, please educate yourself on exactly what the Auditor's office can, and cannot, do. That way, you won't look like a bunch of morons to those of us who have made the effort.
Within the scope of what the OSA can legally do, Shad is absolutely Rocking that job. His predecessor, Stacey Pickering, by comparison, was a slug who never pursued or referred anyone for prosecution.

Knew it was a middle aged woman before even opening the article. Shad is too afraid to go after the corruption in cities like Jackson or Canton
$645 in principal that is the amount actually taken. Supervisors take that in equipment used for personal use for them and their buddies in a month. Not saying the theft is correct but seems our dollars could have been better spent on something else. Just tell her to pay it back or else and go on with going after more important things.

Shad White is a government bureaucrat who is not only bright but also hard-working. He's doing extremely well at following his job description. Isn't that what the average citizen wants to happen? Isn't that what so many of you lowlifes complain about? So many times you will see people raging on about "Drain the Swamp," as if all of the bureaucrats are pencil-pushing clock watchers, etc. Do they want to dismiss not only folks like Shad, but also the people who are clearly working hard for him, and for US! Come on, now, it's time for so many of you to refocus--or to focus in the first place on what you apparently slept through in a civics class.
And the constant stupidity about TANF corruption!! Ok, one more time: the State Auditor digs into the facts of how our money is spent or misspent. If evidence of misbehavior is found, the Auditor informs the State Attorney General, who has the power to prosecute the alleged criminal behavior. Could you who want to hang this issue around Shad's neck please find a way to acknowledge that Shad's office did all the heavy lifting and now it is up to Lynn Fitch not only to bring the New family to the ground, but also go after what looks like corruption in higher places. I know that something is going on at the AG's level, but the evidence of anything substantial is just not there.

State Audit staff, including special investigators, by law, visit and audit county offices on a scheduled, periodic basis.
Nowhere in their job description or duty assignment will you find, "Unless it's really a bunch of money stolen, just ignore it and move along."
It isn't the fact she got caught and the Auditor demanded the money back. She shouldn't steal.
The real issue here is a man using his officer to crush little people for political gain. This woman deserves punishment. But he just ruined her.

Shad was live at an Itawamba county supervisor board meeting with a demand for one of the supervisor's to pay some money for working on private property. There has been no press on that. It makes me wonder if Shad is cherry picking.

What his staff did is make every other clerk within twelve surrounding counties think twice about being honest.
Phil Bryan should have been arrested - which the State Auditor clearly is able to do. We might have seen Shady White straight up win the governor's seat for that. Instead, Shady played along with the Mississippi political machine, and he'll go down in history as just plain Shady.
Shady has no integrity, especially when everyone was watching. Now he's punishing the poor cause they aren't connected enough. He's pure inbred Mississippi. None of these penny-ante arrests mean a thing while the reality of Phil Bryant walking around free is despicable. Fitch is no better for providing cover for him as well.
@5:39 - In what world do you arrest people without evidence? Speculation, inuendo and remote possibilities do not equal evidence.
"Surely he must have suspected something" is not evidence. "I don't like him and he's a sleaze-ball who probably did it" is not evidence.
If there was enough evidence against Bryant to defend an arrest, the feds would arrested him by now.
April 10, 2024 at 5:39 AM, you may be entirely correct, but I have my doubts. I'm in agreement with 9:51. The Federal authorities have eyes on this crime, and I'm sure a Democrat DOJ would not hesitate to prosecute a former Republican governor.
The texts uncovered by a tenacious journalist should have been uncovered by Shad White's "investigators" (or useless AG Fitch who helped provide the cover also) but Bryant lawyered up and delayed for two years the facts of evidence. Many have been convicted in Mississippi for far less than those texts show.
I liked the other auditors better. They did their job without showcasing every single case. This guy needs to quit the little man syndrome.
