Jackson Mayor Chokwe Antar Lumumba issued the following statement.
The public is invited to participate in a town hall Wednesday afternoon where the City of Jackson's Planning and Development Department will discuss proposed changes to the city's rental registry.

Can't be there for the meeting, but maybe someone will ask if this new program will be managed as efficiently as the water system, street system, crime prevention system, etc.
While I am very skeptical of the mayor at pretty much all times, I do agree that the slumlords and derelict rental owners need to be held accountable and have decent living conditions. Especially those receiving section 8 vouchers. On the same token, I know some tenant occupied owners who tell me most of the Section 8 renters destroy their place and it's useless to spend the money to fix them up only to be destroyed again. I've heard stories of ripping the cabinets off the walls for firewood, fires in the floors because the power is off, etc. From the sound of it in his press conference, he basically said he was going to take measures to allow for hiring more code enforcement. To me, that sounds like extorting the property owners for more money to hire more people(code enforcement) to extort more money. If it works, great, but it could cause the costs to do business in Jackson to rise and be passed onto the tenants. It could also cause some property owners to throw their hands up and get out of Jackson and abandon the property. We shall see.
Also, I don't agree with some of the measures Madison uses, like the $25,000 surety bond payable to the City of Madison to "fix your property" should they deem it necessary. How they think they have the right to go onto your property to cut grass or fix things. That is a huge governmental overreach. Not to mention the $500 "Rental License" that is passed down to the renter annually.

Definition of Jackson rental situation, too few renters chasing too many rental units. Thus you have dilapidated, non income property for which improvements can’t be afforded.

Well one place is nice to live in and clean. The other is Jackson.
Glad I'm not on that Planning Commission. In every other city and county, they're an independent board/commission, not answerable to or controlled by a board or mayor.
Looks like he would do something to please actual tax-payers and income-earners and those interested in making the place better rather than pandering to the malcontents, wagon-riders and slothful sector. You know...like tackling crime, repairing streets, increasing the police force, inviting a few white people to participate in correcting the ills of this place.
1:53 - That's advice the strong-arm mayor of Madison got from the city attorney and the ever-incompetent Jurdge Reeves. She's gotten her board of rubber stampers to adopt the international code of hoodoo-neighborhood-management and her servants will ticket you for grass not properly edged. Madison, by design, is one large homeowners' association.

We have a slightly modified program in Canton like Madison. Tenant/Landlord won't take care of the problem the city will, after several visits by Code Section, notices etc.
Yep 1:53. "Governmental overreach" has simply ruined Madison and makes it a "litter everywhere, crime everywhere, cars in yards everywhere, speeders everywhere, horrible public schools everywhere, city losing thousands of residents yearly, old, established neighborhoods collapsing everywhere" hellhole. Keep fighting for even looser rental regs and keep seeing even more "for rent" signs everywhere here in Ja*rica. Damn Bozo.

This is a money grab if there ever was one. City just figured out last week that there are 30k rentals and 12k vacancies and roughly 29500 owner occupants in Jackson city limits. . So let’s just pick the low hanging fruit they say. They’re ignoring the “small” local owners - not hedgefund owned in South Carolina or California. As an owner and landlord in Jackson - where I also live - I’d maybe consider going along with this except …. They disputed the meeting time publicly and only gave 7 day public notice which is unlawful. They- the city - resurrected an ordinance from 2006 which bombed within 7 months of passing and didn’t tell anybody. They’re completely ignorant of how water, sewer, trash and police are basic services for safety wellbeing and whatever else bull they embrace in the name of public safety and well-being. If they can’t send a water bill then how are they gonna enforce this without some serious discrimination? And why is it ok to steal from people trying to make a decent living in good conditions that they can control - bc raw sewage back up is not landlords problem 9 times out of 10. Not to mention - this is under codes dept and they’ve not exactly done an amazing job at enforcing those rules. Quit attempting blood from turnips. Focus on water sewer trash and police and for kicks potholes and THEN maybe we could consider being Rankin or Madison.
New Jackghanistan rental regulation for property owners: if the City of Jackson cannot provide your rental property with potable water and regular garbage service throughout the year, no property taxes are due for the year.
It was my understanding per agreed court order, the City of Jackson would give up all control of the water department, why is the mayor even talking about it? If the court order is valid, he has no say or control of what happens to the water billing or anything else that may or may not happen within the water department.
1:53 is correct in that the city can’t come into your property and cut the grass or fix something on the house that is not to their liking and use a surety bond to pay for it. It hasn’t been challenged, but when it is, they will be found wrong. Also correct in that “fees” charged by either city will be passed down to the end user, the renter in this situation.
Look at the bright side. Raw sewage makes very good fertilizer. This makes your grass and rose bushes flourish.
4:18- I don't know what Canton you live in, but the one I live in claims to have code enforcement, and yes it is VERY modified from Madison's. Auto repair/used car lots are allowed to evolve into auto junk yards. Vacant lots grow grass as high as an elephants eye. A 40' cargo van has been allowed to sit on a main thoroughfare for years. And this is naming just a few. Situations are allowed to fester for years. The mayor and board members drive by them everyday, but little is ever done.
Everyone likes to Madison to other cities. You can't. Most cities and towns in the metro Jackson area have had 100 to 150 years of existence which will naturally cause issues that Madison never had. When I moved to Madison 40 years ago there was Sledge's on 51 and a C'store at the interstate and that was about it. The elected officials of Madison started with a clean slate - no slums, no aging infrastructure, no homelessness. I applaud what they have done, but let's face it, it doesn't take an urban development genius to create a town from nothing. What's far more challenging is trying to provide quality of life in a community that has a century or more to develop issues.
If you can't afford to maintain your property, sell it and get something you can afford to maintain.
That's true whether you are a renter or owner.
If you don't, you bring down every property value in your area and your property " value" gets lost anyway.
Can we stop rewarding stupid and irresponsible?
Indeed, I want the building codes strengthened and ENFORCED and the STATE should be more than economically interested in ending the free ride for slum lords and the neighborhood nutcase!
10:39 valid. Add in a group of inept leaders for the last 20 years with no vision or plan to improve anything and failure to collect funds that are needed to maintain ageing infrastructure and Voila...Jackson!
